"India's Olympian debacle"
India sent the largest ever contingent of 117 sportspersons covering
15 disciplines to Rio Olympics 2016. It won just 2 medals ( 1 silver,
1 bronze by Sindhu and Sakshi ). Brazenly disgraceful, inexcusable reprehensible
for a country of 125 crores. A demographic disaster. The potential of
the youth could not be tapped by imparting them training at par with
international standards .The Indian athletes did not disgrace the country.
The Sports Minister and his administrators failed due to their incompetence
and callous approach.
The network of Sports ministry and plethora of Associations, Authorities,
Academies are acting as dumping grounds and parking lots for inefficient,
self-seeking ministers bureaucrats and self-styled professionals who
insist on foreign jaunts for motivating players (at taxpayers' cost)
spending time on photo ops and selfies. All Sports bodies are centres
of politics, corruption, nepotism, cronyism and criminal negligence.
Cases of suicides, humiliation, sexual harassment of female players,
inhuman living conditions, deprivation of entitled facilities are being
regularly reported by the Media. The maltreatment of O P Jaisha at Rio
is the most pathetic reflection of official callousness. There is a
need to emulate the best practices of countries like the US, Russia,
China etc. Consider following suggestions. (i) Demand for scrapping
Sports ministry is not advised due to Government's Parliamentary responsibility
.However, there should be direct accountability to the PMO ; (ii) Invite
Indian private sector and profit making public sector Maharatnas/ Navratnas
for adopting potential athletes and take responsibility of their training
at par with international standards ,covering all 15 disciplines. Let
these bear the cost of coaching ( domestic and specialized training
abroad) as part of their Corporate Social Responsibilities. This will
enhance their Brand value ; ( iii) The private and public sector companies
should form an Apex body mandated to supervise the selection of potential
players, domestic and foreign coaches and monitor the progress of training;
;(iv)The existing training infrastructures should continue to be maintained
by the Govt and utilized;(v) A contingent of best players not exceeding
50 to 60, should suffice. Ban foreign jaunts of ministers and bureaucrats.
Coaches, motivators and councilors alone should be permitted.

Revival of HEC
The views expressed is very corrupt. Once Mecon had eminent engineers
from non Bihar and Non eastern UP. Now it has occupied by Bihar and
UP and from local colleges. similarly SAIL also. There are forged age
certificate holders, casteism and regionalism, corruption in promotions,
transfers , recruitment's and in projects. it is time for govt to eradicate
such things.

Lawyers Fee
Lawyers/Advocates or Court Officers, as they are called and treated
by the Honourable Courts are an integral part of the judicial system
across the globe. Infact the profession of legal practice is defined
as a noble cause and is repeatedly enshrined in the Advocates Act .
A professional taking up the profession of an Advocate takes a solemn
pledge to serve the cause of justice , to help the Court to reach out
to the bottom of truth in the interest of total justice and not to defend
the guilt if he consciously seized of the facts that a particular accused,
be his own client, was involved in committing a crime. But unfortunately
with each passing day these have just become sermons and confined in
the preambles of the books of Law. The word serve or service has evaporated
from this profession. It appears there is competition among the lawyers
to attain the highest ranking in the category of expensive lawyers.
Imagine lawyers charging Rs.5 to Rs.8 lacs just for 2--30 minutes of
conference. Those who can afford these expensive lawyers do have edge
in the possible relief from the courts in respect of their cases in
comparison to those who cannot think of engaging this class. What is
this system of justice There are allegations that good number of lawyers
pay commission to the ones referring cases to them and the ratio of
sharing goes up to 50 percent depending upon the caliber of the person
mobilising business . Like any other profession greed has taken over
the wisdom of the mankind and he tends to forget as to what would he
do with this kind of money.
There are further allegations that some advocates remain active till
the client pays the fee. Once fee is paid they don't appear Of course
their are actually some good advocates across the states.

'Watan ki aabru khatre mein hai'
Prohibition of liquor, though part of the directive principles, has
not been acknowledged across India as a evil. Some states tried it and
failed. Some states have met partial success, but it has not met complete
success anywhere so far.The latest to try it is Nitish Kumar in Bihar.He
is determined to wipe out this evil, even if he is politically ruined.
The latest hooch tragedy there, is indicative of the fact that dark
forces were working there to thwart the crusader's resolve. Let us hope
the determined leader, who had earlier restored law and order in the
state and also controlled corruption to significant extent, also succeeds
in his new mission too. Here is a small anecdote which happened about
half a century ago.
In the late 1950s,as a child ,i remember the sounds and shrieks of the
villagers, while running around in commotion and panic in the village
streets, repeatedly saying loudly that Jhabal police had raided the
village. Then, from the top of our roof we would see groups of people
talking about the police raid and its fallout on the villagers. Then
we would see some people handcuffed by police and some drums loaded
on the bullock cart moving towards the Jhabal side. The big village
located on a mound had its history going back to the Ramayana period,
as it was said that Rama's mother belonged to this village. Over the
period, most of the fertile land turned barren because of Kallar, setting
in some economic problems for the tall, handsome, sturdy, hardworking,
witty, jovial and brave people of the village, which had the distinction
of producing a large number of patriots and soldiers and army officers.
In order to overcome financial difficulties many villagers started distilling
illicit liquor and supplying it to the notorious Amritsar city areas
like Anngarh. The name of the village got sullied and as a result the
police raids increased to catch hold of bootleggers and stopping the
unlawful activity. The gentlemen of the village were perturbed at the
frequent raids and of helping the arrested people as a social obligation.
Then came the Indo-China war in 1962,and the patriotic song , ''Watan
ki aabroo khatre mein hai'', sung by the great legend from Amritsar,
Mohammad Rafi ,penned by Ludhana's Sahir Ludhianvi, set to tune by great
music director from Rahon town Khayyam ,filmed on 4 Punjabis Dilip kumar,
Sunil Dutt, Rajinder kumar, Kamaljit, and Balochistan's Raj kumar and
produced by the maker of Mother India Mehboob Khan, became a rage. Every
town and village of Punjab reverberated with this song to fire patriotism.
About a year after that many other romantic songs replaced this song
as a favourite and except in our village it was not heard often. In
our village , sometimes, even in the early morning and in the thick
of night, suddenly the Mohammed Rafi's soulful voice singing ' Watan
ki aabru khatre mein hai, tyaar ho jao, hoshiar ho jao', would start
coming from all sides of the big village. Then some activity of running
around would start .I came to know of the significance of permanence
of this song in the village, much later. Top brains of the village and
the notorious localities in the city had joined heads and came out with
a solution to ward off arrests and save the brewery material from going
to police. Six places in the entire village were chosen ,where speakers
were placed along with the records of the song.12 young men ,who had
nothing much to do, were short listed for reaching these places, as
soon as there were apprehensions of police raids and start the speakers.
The people ,who indulged in the illicit distillation would ,thus be
alerted to save themselves. The system worked very well for about 12
years for the people and the police as well, who claimed that the illicit
distillation had been stopped .

Action taken by Bar Council against Advocates
Information regarding the number of complaints against the advocates
under section 35 of the Advocates Act for the past 10 years, the
number of cases that were disposed of, the number of advocates
alleged to have committed misconduct or unethical conduct as provisions
of Advocates Act, 1961 etc was sought. The CIC directed the Bar
Council of Punjab & Haryana, Chandigarh to furnish the information
sought. The CIC further directed that the action taken under Section
35 by the Bar Council should be published under Section 4(1)(b)
of the RTI Act on their own without anybody asking for it. The
Commission also directed the First Appellate Authority of the
Bar Council of Punjab & Haryana, Chandigarh to show cause
why disciplinary action cannot be recommended against him for
not taking up the first appeal of the appellant. The CIC observed
that though the Bar Associations are different from Bar Councils,
they are also constituted under a law made by Parliament, i.e.,
the Advocates Act, 1961. They too have a duty to inform the people
about their activities.
Comments
The Bar Council is a statutory body constituted under Advocates
Act 1961, to protect ethical standards of Advocates and admonish
the members for misconduct. This order has implications for all
similar bodies which oversee the professional conduct.
