Rising stars in India’s power sector

The Indian power sector has been a hotbed of activity since the NDA government took over the reins two years ago.

From providing a lifeline to the ailing state-owned power distribution utilities (discoms) in the form of UDAY (Ujwal DISCOM Assurance Yojana) to ramping up the country’s traditionally neglected transmission network to boosting domestic coal supply, providing subsidised gas to stranded fuel-starved plants and introducing e-auctions for short-term power purchases by discoms, many initiatives have been introduced.

Sajan Prakash from NLC to compete in Road to Rio Olympics-2016 (UPDATED)
Sajan Prakash son of Mrs V J Shantymol, APO, Mines-II is one of the two Swimmers from India selected to participate in the Rio de Janeiro Olympics commencing in Brazil from August 5, 2016.It is note worthy to mention that the swimmer was introduced to Swimming at the age tender age of six at NLC Swimming Pools under the guidance of Joy Joseph Thoppen and Saji Sebastian, NLC Swimming Coaches. NLC having a good sports tradition and talented Coaches easily identified his inner talent and encouraged him to participate in various age group State level Swimming championships and he got his first medal in the Nagarajan Memorial Swimming meet held at Neyveli in the year 1999. Consistent training and encouragement and motivation from his mother, who is a reputed NLC athlete herself, helped him to cross many hurdles. He was always ahead of his peers in swimming. He started winning medals for NLC as well as Tamilnadu in Sub -Junior, Junior, SGFI (School Games Federation of India), as well as Senior National Aquatic Championships during the years 2003 to 2011.He had his schooling at St.Paul's Matric HSS, Neyveli until his 10th std and later at Jawahar Matric HSS School, Bl-17, Neyveli that shaped his educational career while encouraging his swimming. During his school days under the guidance of NLC Coaches and support of NLC Management he represented Tamilnadu in Sub-Junior, Junior and Senior National Aquatic Championships and won thirty medals. Sarat Kumar Acharya,CMD,NLC will present a special award to him.

15 Secretaries only from one Service

It is very strange to note that all the 15 posts of Secretaries has been filled up by Govt from officers of one service only-ias- on 28.7.16. It is a clear case of monopoly of higher posts by just one service. Are officers from other 36 services, including professionals, incompetent to be posted as Secretary and Cabinet Secretary? The governance is completely HOMOGENEOUS at present, fully captured by officers of one service. There is a vast talent pool of 'domain experts' in Govt. To run Govt effectively, there has to be HETROGENEOUS mix of officers from all the 37 organised services. Hope ACC is listening... Let our PM take a tough stand.

Incidentally, the British counterpart of British origin ICS/IAS does not exist in UK as British Administrative Service. In fact, there is only ONE Her Majesty's Home Civil Service/Her Majesty's Civil Service/Home Civil Service comprising of domain experts from all fields. Is British era IAS still required after 70 years of
Independence to suppress other Indian services, when it is not present in its origin country,Britain ? Let Govt give a think over.

IAS dominance is natural


There is no doubt that there are intelligent and capable officers in all the services but IAS has edge over others because of their varied exposures from the beginning of the service and as such, parity, if any, can be achieved only through a mechanism of better exposure and not merely be posting at top level. There is no doubt that an IRS is better while dealing with the implementation of taxation law, but to say that he is also better suited for dealing revenue from a national economic perspective is not supported by evidence. However, the expertise of the officers of other services can also be exploited at top level through a mechanism of creating a pooled cadre of officers having the experience of 12-15 years, which can be given better exposure for such an assignment.

Hasmukh Adhia fails to manage Revenue department !


With an unprecedented uproar in Income Tax Department against Hasmukh Adhia, the present Revenue Secretary he has been now proved to be a failure in managing Department of Revenue. How can such a (miserable) failure manage all the 100 odd Departments in perfect coordination as expected by the PM? He will mess up. So, instead of simply going by the seniority principle, the Government may choose the best IAS, even a little junior in 1982 or 1983 batches to head as Cabinet Secretary? The Cabinet Secretary is expected to manage the macro affairs of the GoI. But Hasmukh believes otherwise i.e., micromanagement and thereby messing up everywhere.

Details of the DPC Proceedings

The appellant sought information concerning the service matters of a bank employee claiming that there are certain doubts regarding her qualification, age and appointment as an Assistant in the Bank. The appellant argued that what he had asked for was not information concerning the personal matters of the employee concerned, but her service matters. The CIC ruled that the ACR grading and the marks contained in the DPC proceedings can be disclosed only to the concerned employee

Comments

In the case of the Union Public Service Commission vs. Gourhari Kamila, the Supreme Court had quashed an order of the CIC directing the public authority to disclose information regarding the experience, together with the certificates of experience, of the candidates who were called for interview in the course of a recruitment process.
