Distinguishing characteristic of the premier service ?
In recent times the number of IAS officers getting arrested for corruption
is increasing and it is saddening to note that a young IAS SDO was arrested
by the SP of the district for extorting several thousands of rupees
from truck drivers. Another was arrested for taking bribes from mining
contractors. Several are in jail.
Has this become a distinguishing characteristic of the premier service
? Should not the IAS central association send a message to the IAS officers
that the service is gathering disrepute by the tons?
I having served the country for nearly 37 years at some of the highest
positions that a country can offer has to bow my head in shame when
army officers ask me why the IAS are so corrupt?
It is time that we choose amongst one of the two options given below:
1. Abolish the service and let the present officers be compensated and
asked to go home.
2. Re structure the service with a separate recruitment process for
IAS and IFS as before with weightage for merit, only with age relaxation
for SC and ST candidates as before that is on age limit between 21 and
24 . Now we have grand fathers joining the service !
The examination be made very stringent and only those who pass a psychological
test with tests for integrity courage and loyalty and self sacrifice
should be taken for an interview.
The examination system and the process of selection both for the IFS
and IAS should be entrusted to a committee as follows
a) Dr. Stigler / DrAngus Deacon Nobel Laureates in Economics who know
India very well .
b) David Kahneman another nobel Laureate in behavioural psychology and
economics
c) An eminent Sociologist from India
d) The Union Home Minister
e) The Union Finance minister
F) The union minister for External affairs.
g) Union Cabinet secretary member secretary
Sivaraman, Former Secretary Revenue, GoI and ED IMF
Votaries of IAS should clarify
Votaries of IAS should first clarify how officers coming through state
admin service and reservation quota qualify for a pay scale better than
even grp B services.

Deprived of the benefit
It is more than a month when the CCS (Revised Pay) Rules, 2016 were
issued specifying in Para 2(2)(vii) that these rules shall not apply
to persons re-employed in Government after retirement. Logically, this
para should have been included in the para "to whom these rules
apply" otherwise Govt. is expected to issue orders soon for revision
of pay in respect of re-employed pensioners as pay bills based on revised
pay, as a result of acceptance of the recommendations of 7th Pay Commission
by GoI are not being accepted and they are being deprived of the benefit.

Timely recognition of exemplary services
Ashwani Lohani being made Secretary to GoI is fitting and timely recognition
of the exemplary services of a brilliant and competent officer with
proven track record throughout his service. He can be entrusted with
any responsibility. His record in transforming organisations like MPSTDC,
ITDC & Air India are solid proof. India is safe in the hands of
administrators like Ashwani Lohani.
Being a shrewd observer, with an uncanny knack of spotting talent,
the Prime Minister is bound to utilise his services in a wider arena,
very early.
It is disquieting, he was not made Chairman Railway Board. He would
have pulled the IR out of the morass to which it has sunk in and made
it a really successful and glorious organization.

Decisions of M. Sridhar Acharyulu appreciable
I greatly appreciate the decisions of M. Sridhar Acharyulu, Information
Commissioner. We need more such persons in CIC. After Sailesh Gandhi
he is a face saver for CIC. There are certain Information Commissioners
who are dependent on their stenographers to decide cases and are merely
signing decisions. In the case of another Information Commissioner he
is giving safe decisions that fall neither this way nor that way. Some
are allowing pendency to rise because these Information Commissioners
are not accountable to any one. There is no minimum target of work and
disposal of cases. They are there to enjoy after retirement perks and
are adding to huge pile up. There has been not a single landmark decision
because of lack of caliber and playing safe. Bureaucrats who spent years
in blocking information and maintaining status quo can not be expected
to meet the aspirations of citizens. CIC needs complete overhauling
as it has failed in its mission to provide speedy decisions. They have
become like Courts and taking 3 years to decide matters. They want more
posts of Information Commissioners but mind you even if you sanction
one thousand posts and fill them with these worthless babus, still the
pendency will remain same, rather expect it to increase more.

Delay in clearance of Medical bills
A pensioner had submitted medical bills for reimbursement, which
were kept pending by the respondent authority, for a long time.
Hence, he sought information on the status of the same through
the RTI application. The appellant submitted that he is the life
member/beneficiary of the DGHS (Delhi Government Health Scheme)
and as per the circular issued by them on 1.4.1997, he is entitled
for 100% reimbursement of his medical bills. But the respondent
authority has not taken cognizance of the same and he was made
to wait for receiving the reimbursement for a long time. The respondent
authority submitted that all his medical bills were settled and
he has been paid all the medical dues in February, 2015. They
also explained that the delay is due to the fact that the case
of the appellant is the first of its kind, as he has retired from
an aided school and as per the rules, the aided is required to
bear 5% of the reimbursement and rest of the 95% will be borne
by the Department of Education. But this rule is applicable only
for serving employees of the aided schools. In this case, the
appellant had retired and the bills are submitted after his retirement.
Even the circular issued by the DGHS, which is being referred
by the appellant, is not clear in the case of pensioners who had
retired from aided schools. The CIC noted that the appellant is
76 year old senior citizen. The CIC directed the Rakesh Khadgam
Senior Accounts Officer (deemed PIO) to show cause why maximum
penalty should not be imposed on him for the delay in furnishing
the information to the appellant.
Comments
This case depicts that the RTI Act, 2005 has not only emerged
as a tool for obtaining information, but also for enforcing the
rights.
