Meeting to discuss ArcelorMittal and SAIL
automotive joint venture held (UPDATED)
ArcelorMittal welcomed Minister Chaudhary Birender Singh, Union Minister
of Steel of the Government of India, P K Singh, Chairman, SAIL and the
Indian Government's Joint Secretary Ministry of Steel, Sunil Barthwal,
to its London offices for discussions regarding the proposed US$1 billion
automotive steel joint venture ('JV') between ArcelorMittal and SAIL.
Lakshmi Mittal, Chairman and CEO, Aditya Mittal, group CFO and CEO ArcelorMittal
Europe and Brian Aranha, Executive Vice President and head of global
automotive, who is leading the joint venture discussions on behalf of
ArcelorMittal, attended the meeting along with other members of senior
management. ArcelorMittal and SAIL signed a Memorandum of Understanding
in May 2015 to explore the possibility of setting up a state-of-the-art
automotive steel manufacturing facility under a JV arrangement in India.
The proposed JV will construct world-class facilities for manufacturing
automotive steel that will offer technologically advanced steel products
for India's rapidly growing automotive sector. The hot rolled input
products for the proposed facility would be supplied by SAIL's new state-of-the-art
hot strip mill in Rourkela, Odisha, thus making the entire value chain
indigenous. The project's Joint Working Group, which was established
following the signing of the MoU, has completed the major part of the
project's Feasibility Report. India is forecast to become the world's
third largest automobile manufacturing nation by 2026, with passenger
vehicles likely to grow from approximately 3 million units today to
over 7 million units in the next 10 years. In response to the growing
level of automotive demand, and supported by the Indian Government's
'Make In India' programme which has been designed to transform India
into a global manufacturing hub, automotive manufacturers have been
establishing an increased presence in the country.

Arguments are strange indeed !
I am shocked and surprised at the suggestion of Sivaraman - former
Secy Revenue. He dismisses UPSC and wants political leaders and others
to select. Perhaps written exam should be done away with and only a
30 minute interview should decide the fate of a candidate. Well he should
know that even now the UPSC has academics from universities in the interview
and the system is robust. If his suggestion is to be accepted then take
people from the open market, in the name of experts, especially those
who failed the civil service. How do you select experts from the market
otherwise, among lakhs of professionals, by their proximity to the selectors.
Even today, the academics and judiciary have only interview, and the
result is that both have relatives and friends , without any competition
in the service, and become experts. On the other hand children of IAS
have to go through competition, and are fools! Strange arguments indeed!

TIME TO PAUSE- Distinguishing characteristic of the premier service
Sivaraman - former Secy Revenue has very rightfully brought out the
rot that has penetrated into once an elite and respected IAS-Civil Services.
Unfortunately to a great extent the royalty of civil servants is missing.
Good number of them consider the entry as an opportunity of facilitating
his own limitless economic growth that can't happen without compromising
the exchequers interests. The hallmarks - intellect, modesty and service
- have been taken over by arrogance and greed in this service. Instead
of happily devoting time on redressing public grievances and researching
intellectual , painstaking innovative ways of policy formulations to
right track and smooth-en the en- cumbersome systems in the interest
of a common man, they find time and company of brokers and fixtures
more meaningful. Some of them, if reminded of the rules against the
"desire" go vindictive in framing the colleague and teaching
him a lesson. To settle scores they even generate litigation at government
costs. As a result of their vested and sycophancy attitude some of the
corrupts even succeed in snatching post retirement positioning. Unfortunate
it may be but this is undeniably a hard core reality. However, despite
the rot this service still attracts the best of talents. Majority of
them get into the service to serve the masses and practice the highest
standards of morality throughout life .While over all deterioration
of ethical values and standards in the society could be one of the reasons
of this evil not sparing the IAS as they too belong to the Society the
process of selection of Civil Servants, subsequent training, role of
reputation/perception of IAS in progression ,sacred and secret dossiers
on functioning deserve to be looked into. The IAS Association, need
to play a more responsible role in strengthening the image of this service
which is falling to its low with each passing day rather than wasting
time in supporting retired bureaucrats riddled in scams. It will be
more appropriate if the Courts pronounce their innocence.

Were all Sivaraman's colleagues honest to the core ?
I read Sivaraman's lamentation about the declining values among the
younger officers in the IAS with great interest. Sivaraman laments the
fact that some young IAS officers are being jailed for corruption. As
a solution he suggests that age of intake be reduced and examination
for the IAS and IFS should be a separate one, just as it was in his
day.
Let us examine his thesis dispassionately. Firstly, if in a cadre of
5000 people, some are dishonest, does that make everyone fit for the
same label? Are all judges dishonest, only because some have been found
to be so? Are all politicians dishonest, just because a tiny majority
have been found to be so?
As a matter of fact, for Sivaraman's recall, even some ICS officers
during British times were dismissed for corruption. They were recruited
at very young age and through a different examination. By his thesis,
were all ICS officers dishonest.
Were Sivaraman's colleagues, all of them, honest to the core (recruited
at a young age, through a separate examination)?
A cursory recall of many IAS officers' doings during the emergency would
be enough to prove Sivaraman's thesis wrong.
The newspapers also have the names of retired IAS officers among those
who had bank accounts abroad. Retired IAS officers are also facing charges
of graft. The IAS officers jailed for graft during the last thirty years
were not all junior officers, most of them were recruited through separate
examination and recruited at a young age.
The UP IAS Association voted some IAS officers as most corrupt. Many
IAS officers recruited through a separate examination and at a young
age were searched by the CBI and Income tax and were found to be in
possession of assets running into hundreds of crores. Were they not
recruited young and through a separate examination?
Sivaraman and his colleagues served during the heyday of the licence,
permit quota raj. The unscrupulous among the lot were subservient to
some of the political masters, lined their pockets and left, their reputations
intact, to rail at the corruption indulged in by some who were to join
the service they had joined. They could do so because those were less
transparent times, when IAS officers (and of course all other officers
and politicians and judges) were mai baap and also enjoyed powers far
wider than IAS officers of recent vintage. Nobody could point fingers
at them, they were protected by law (till very recently, the CBI could
not initiate proceedings against officers of Joint Secretary rank and
above without sanction from the government) just like Judicial officers.
The truth is that Sivaraman's thesis is flawed. Under colour of a tirade
against corruption among younger officers, he actually longs for the
days of yore, when the IAS was an elitist preserve. What he finds unpalatable,
is the older candidate, who might have suffered many inequalities of
birth and upbringing, but joins the IAS despite those initial handicaps
by overcoming all odds, due to the equality of opportunity provided
by the Indian state to older candidates. Sivaraman would do well to
recall that the beginnings of the freedom struggle were rooted in the
struggle to get the age for the appearing candidates for the ICS examination
increased !

In the police magistracy meeting being held at the police lines, in
the aftermath of killing of two innocent citizens at the hands of the
terrorists, more than three decades back, an elderly deputy commissioner
said, ''Since such incidents have increased in the area, we should increase
the patrolling and the number of barriers in the city, as well as in
the rural areas. ''The SSP said that he had already taken up the matter
with the DGP for providing 4 battalions of para-military forces and
in whispers he also asked the deputy commissioner to speak to the Home
Secretary about this for expediting the matter. The concerned SDM wanted
more policemen to be deployed in a town by sparing from the other places,
which was highly volatile communally and had also undergone curfew for
a few days, only a month ago .The SSP looked at the DSP of that sub
division, who seemed already prepared with the answer, ''Janab saade
kol ttan nafri haini (sir, we do not have numbers).The SDM was a very
outspoken person and would not be satisfied without going into the details.
He wanted that very tall and heavily built DSP to give him the details
of deployment of available police strength in the sub division.That
triggered the bickering and deputy commissioner assured to look into
the matter.
Quite substantial portion of that area situated in the foothills was
suitable for plantation of fruit trees particularly Kinnus and the throw-away
prices of the land had tempted many high-ups to purchase land there.
SDM had seen police tents pitched at some places, but he had not made
enquiries as to what some people living in police tents in the deserted
areas, in such dangerous times were doing. He started to collect their
details through the Nambardars, Chowkidars and some trust-worthy Patwaris.
He was astonished to know that the DSP, who was very vociferous in saying
that sufficient number of police force was not available had purchased
25 acres of land and kept ten policemen in that land for its levelling
and plantation of orchard. High ranking Civil officers, some even posted
at Delhi had also invested in land purchases and through their contacts
had also got such tents pitched in their lands for the same purpose.
It was surprising that when it was considered unsafe to invest in the
state , so many people were investing here. SDM noted down the ownership
details and the number of policemen and civilians working at 6 such
places .
That SDM was perhaps the only one who did not have a gunman.In the next
meeting of police and magistrates, it was proposed that at each police
barrier a duty magistrate should be deployed. The deputy commissioner
did not agree on the plea that number of magistrates was limited and
a magistrate would be posted where DSP was performing law and order
duty. Some police officers raised the issue of magistrates not being
co-operative in detaining the accused under 107/151CrPC.Most vocal was
the DSP, who had deployed his subordinate force at his newly acquired
farm- house. The daring SDM then very politely explained that he had
requested for a gunman for a number of times, but each time it was turned
down with the excuse that there was no Nafri. Then he divulged the details
of the Nafri, which had been deployed at the farm-houses. The number
surprised many but not all.

Delay in clearance of Medical bills
A pensioner had submitted medical bills for reimbursement, which
were kept pending by the respondent authority, for a long time.
Hence, he sought information on the status of the same through
the RTI application. The appellant submitted that he is the life
member/beneficiary of the DGHS (Delhi Government Health Scheme)
and as per the circular issued by them on 1.4.1997, he is entitled
for 100% reimbursement of his medical bills. But the respondent
authority has not taken cognizance of the same and he was made
to wait for receiving the reimbursement for a long time. The respondent
authority submitted that all his medical bills were settled and
he has been paid all the medical dues in February, 2015. They
also explained that the delay is due to the fact that the case
of the appellant is the first of its kind, as he has retired from
an aided school and as per the rules, the aided is required to
bear 5% of the reimbursement and rest of the 95% will be borne
by the Department of Education. But this rule is applicable only
for serving employees of the aided schools. In this case, the
appellant had retired and the bills are submitted after his retirement.
Even the circular issued by the DGHS, which is being referred
by the appellant, is not clear in the case of pensioners who had
retired from aided schools. The CIC noted that the appellant is
76 year old senior citizen. The CIC directed the Rakesh Khadgam
Senior Accounts Officer (deemed PIO) to show cause why maximum
penalty should not be imposed on him for the delay in furnishing
the information to the appellant.
Comments
This case depicts that the RTI Act, 2005 has not only emerged
as a tool for obtaining information, but also for enforcing the
rights.
