not visible any where even difficult to get his photograph. He is none
other than low profile Additional Principal Secretary to PM Narendra
Modi P K Mishra. A survey in Corridors of power by the whispersinthecorridors.com
shows he is number one enemy of Indian Bureaucracy. One who is not empanelled,
one who is denied powerful post, one who doesn't get favour will blame
only P K Mishra. He has now created enemies even in Odisha and his parent
cadre Gujarat. Only his boss Narendra Modi knows the reality.
Rising
stars in Indias power sector
The Indian power sector has been a hotbed of activity since the
NDA government took over the reins two years ago.
From providing a lifeline to the ailing state-owned power distribution
utilities (discoms) in the form of UDAY (Ujwal DISCOM Assurance Yojana)
to ramping up the countrys traditionally neglected transmission
network to boosting domestic coal supply, providing subsidised gas to
stranded fuel-starved plants and introducing e-auctions for short-term
power purchases by discoms, many initiatives have been introduced.
But these measures without doubt will not be enough to shore up
the fortunes of the struggling power sector without employing the best
brains. Whispers In The Corridors thus took stock of the situation and

Only one Secretary level vacancy this month
There is going to be only one Secretary level vacancy in the Government
of India. Secretary chemicals weapons canvention in cabinet secretariat
Aradhana Jauhari is superannuating by this month end.
Two DGs superannuating this month
Two DGs- Surendra Singh, DG, CISF and R.C.Tayal , DG, NSG are retiring
by this month end. Both IPS officers belong to 1980 batch. Singh is
a West Bengal cadre officer while Tayal is Assam- Meghalaya cadre officer.
3 Members post are vacant in PSB
Postal Services Board (PSB) is having shortage of members. At present
three posts of Members- Planning, Personnel and Technology- are vacant.
PSB strength is 6 members.
Harinder Kumar continues as Director, Official Language
Harinder Kumar will continue as Director, Department of Official Language,
Ministry of Home Affairs till September 30, 2016. He is a 1991 batch
ITS officer.
Transfers in Delhi Police after August 15
According to sources transfers of DCP and Addl DCP level officers are
likely to take place after August 15. About a dozen officers are likely
to be reshuffled.
Post of Vice Chief of Army to fall vacant
The post of Vice Chief of Army is falling vacant next month following
superannuation of Lt Gen MMS Rai.

Vijay Thakur Singh (IFS: 1985), presently High Commissioner of India
to Singapore, has been appointed as the next Ambassador of India to
Ireland.
IRS-IT officer dismissed
S V Jadhav, CIT, Hyderabad has been dismissed from the Indian Revenue
Service of Income Tax cadre for not reporting duty for five years.

Senior level posts vacant in Telecom commission
Until last month, two top positions were lying vacant in Telecom C commission
- that of member (Production) and member (Technology). On 30th July,
member (Finance) Annie Moraes also retired. So NK Yadav, member (Services)
remains to be the only member in the Telecom Commission besides secretary
Telecom and chairman J S Deepak.Yadav is also slated to retire in August.
If one goes by the pace at which the process of filling these positions
is going on, one can safely assume that Deepak will be the only member
left in the TC in September.
Inter cadre deputation tenure of Manjunatha
to Tamil Nadu extended
Inter cadre deputation tenure of T V Manjunatha from Tamil Nadu to Karnataka
has been extended for a period of two years beyond November 25, 2016.
He is a 1993 batch IFS officer of Tamil Nadu cadre.
Jharkhand gets eight new IAS officers
As many as eight candidates, who were provided Indian Administrative
Service (IAS) after clearing Civil Service Examination-2015, have been
allotted Jharkhand cadre. They are: Karn Satyarthi, Megha Bhardwaj,

Padma Awards-2017 Nominations online only
It has been decided that from this year the noinations/recommendations
for the Padma Awards will be received online only on an electronic management
system designed by MHA. This is available on the website: www.padmaawards.gov.in.
No other mode of omination/recommendation will be accepted. Nominations
received after September 15, 2016 will also not be considered.

Half a dozen IAS officers have been transferred and posted to different

Reshuffle of IAS officers in Kerala

in Kerala. Accordingly, S Venkateshpathi has been appointed as Collector
of Thiruvananthapuram while Biju Prabakar was appointed as Agriculture
Department Director and K Mohammed Y Saffirulla is Collector, Ernakulam.

of Kerala Financial Corporation with additional charge of Excise Additional

Pathak is Chairman of Group for Nagaland
Former Director General of BSF DK Pathak has been appointed as the new
Chairman of the Ceasefire Monitoring Group to formalise a permanent
peace accord with Naga groups. He is former 1979 batch IPS officer of
Assam-Meghalaya cadre.

J M Pathania has been appointed as Commissioner, Municipal Corporation,

Lands of HMT, TSPL transferred to Centre, State
Govts
The lands of closing companies like HMT Chinar Watches Ltd., HMT Watches
Ltd., HMT Bearings Ltd. and Tungabhadra Steel Products Ltd (TSPL) will
either be sold or transferred to the Central Government and State Governments.
India has 966 MSOs
According to latest information in India 966 Multi System Operators
( MSOs). Among these 229 MSOs has permanent registration for ten years
to operate in Digital Addressable System (DAS) while 737 MSOs are having
provisional registration for DAS in their respective areas.
100% FDI allowed in Aviation sector
With a view to aid in modernization of the existing airports to establish
a high standard and help ease the pressure on the existing airports,
100% Foreign Direct Investment (FDI) under automatic route has now been
allowed in Brownfield Airport projects. FDI limit for Scheduled Air
Transport Service, Domestic Scheduled Passenger Airline and regional
Air Transport Service has been raised from 49% to 100%, with FDI up
to 49% permitted under automatic route and FDI beyond 49% through Government
approval. For Non-Resident Indians (NRI's), 100% FDI will continue to
be allowed under automatic route.

Aadhia damaging for IRS ?
Revenue Secretary Hasmukh Adhia has asked the Central Board of Direct
Taxes (CBDT) to come up with a firm revenue collection target under
the one-time black money window scheme that closes on September 30.
The pertinent and challenging questions that Adhia should himself ask:
i) Has he or the Government quantified the expected collections from
IDS ?
ii) If so, what is that magic figure ?
iii) On what basis has that quantification been done ? As far as we
know, there cannot be any basis to come up with any such figures
iv) If the expected disclosures have been quantified, whether the list
of potential declarants has also been drawn ? If so, on what basis?
In that case was Mr Adhia contemplating communication with such 'potential
declarants' asking them to disclose the amount forthwith? In such a
case, there is no need for suggestive letters but a letter - straight
to the point -would have been effective.
To our understanding Adhia is as clueless as anyone else about the extent
of disclosures, the potential declarants etc. If that be so, expecting
the demoralized tax department, with more than 50% vacancies at different
levels, to 'chase' the potential declarants is being unrealistic and
an attempt to pass on the buck. It was Adhia who was eager to maintain
the confusion regarding 31% effective tax rate on IDS. Enough is enough.
Tax Department has till now been a punching bag of the taxpayers and
the bureaucracy despite best taxpayer friendly initiatives in recent
times that has been taken by any government department. It is time that
the department stands up and says that illogical approach, as above,
only brings bad name to the department. We are committed to serve the
people. We are committed to collect right tax - not a penny more not
a penny less. But the tax department cannot be forced to compel taxpayer
to cough up amount or make declarations with some promises including
refund the amount at a later date. This only creates negativity. It
should be understood that Adhia would be associated with tax department
for a few months only. He has no stake in the tax department, no sense
of ownership or belongingness in the department. He is an outsider who
is there to further his career prospects on the strength of the tax
department. However, the damage that may be caused would be left for
all IRS officers for long time to come. Let us put an end to this.

Govt schemes not benefiting downtrodden
Many of the government schemes meant for the downtrodden are not reaching
them just because the machinery for implementing it is not proper. Issuing
an order without having the means to verify whether it is implemented
makes a mockery of the system. it is clear that those who issue these
kind of orders orders have not given an iota of thought about its implementation.
It such a transparency comes, the situation on ground would not improve.

I will appreciate if you could publish the name of IFS officers retiring
every month as you do for IAS & IPS.
Many officers were promoted to PCCF in TN on 30-7-16 but no mention
. Pl do publish posting and promotions of IFS officers at GoI and in
states as well.

Details of the DPC Proceedings
The appellant sought information concerning the service matters
of a bank employee claiming that there are certain doubts regarding
her qualification, age and appointment as an Assistant in the
Bank. The appellant argued that what he had asked for was not
information concerning the personal matters of the employee concerned,
but her service matters. The CIC ruled that the ACR grading and
the marks contained in the DPC proceedings can be disclosed only
to the concerned employee
Comments
In the case of the Union Public Service Commission vs. Gourhari
Kamila, the Supreme Court had quashed an order of the CIC directing
the public authority to disclose information regarding the experience,
together with the certificates of experience, of the candidates
who were called for interview in the course of a recruitment process.
