Rising stars in India’s power sector

The Indian power sector has been a hotbed of activity since the NDA government took over the reins two years ago.

From providing a lifeline to the ailing state-owned power distribution utilities (discoms) in the form of UDAY (Ujwal DISCOM Assurance Yojana) to ramping up the country’s traditionally neglected transmission network to boosting domestic coal supply, providing subsidised gas to stranded fuel-starved plants and introducing e-auctions for short-term power purchases by discoms, many initiatives have been introduced.

Latest information says that one senior woman IPS officer is being considered for the appointment as DG, CISF. She is presently posted in Delhi and heading a central police organisation.

Railway Board Members designation changed

Indian Railways restructuring process has started. In the first step designations of two members posted in the Railway Board (RB) have been changed. Now, Member (Mechanical) is redesignated as Member (Rolling Stock). Member ( Electrical) will be called as Member (Traction). Area of responsibility have also been modified. More members are likely to be redesignated.

Longest wait for Secretaryship in GoI

It is for the first time in recent years that an empanelled IAS officer has to wait for 17 months to take over as the Secretary in GoI. Dr Amarjeet Singh, a 1982 batch Gujarat cadre IAS officer was empanelled as Secretary in August 2015, appointed Spl. Secretary in the ministry of water resources next month. Appointed OSD in the same ministry this year in July and will take over as Secretary in the same ministry after the retirement of present secretary Shashi Sekhar on December 31, this year. He is a 1981 batch TN cadre IAS officer.

Guidelines for Repatriation

Its official that there are no specific instructions which require a Government servant on deputation to be reverted back to the parent organization / office before retirement only to facilitate fixation of pensioners benefits. Government servant is required to revert back to the parent organization / office. The Guidelines regulating premature repatriation from Central Deputation also provide for repatriation to parent cadre in certain cases such as to avail benefit of promotion.

Meeting to select ED officials after Independence Day

Much awaited meeting to select Spl Directors and Joint Directors for ED is likely to be held this month after Independence Day. Meeting to select these officers has already been postponed four time. 27 officers of different services were reportedly shortlisted for 11 posts of Joint Directors (JD) ED. About two dozen officers have been shortlisted for the post of Spl Directors.

No suitable candidate found for MD, BLL

The Public Enterprises Selection Board (PESB) has failed to find a suitable candidate for the post of Managing Director, Biecco Lawrie Limited (BLL) at its selection meeting held on August 4, 2016. However, eight candidates were interviewed for the same.

Only 49 IAS & 7 IPS nominated for long term Training

During last three years, 49 IAS officers and 7 IPS officers were nominated for long term training programmes under the scheme of Domestic Funding of Foreign Training (DEFT). In 2013-14 , 17 IAS officers were nominated while in 2014-15, 15 IAS officers and in 2015-16, again 17 IAS officers were nominated for long term training. No IPS officer was nominated under DEFT in 2013-14 but in 2014-15, only four and in 2015-16, 3 IPS officers were nominated for long term training.

Hazarika appointed ED to MOS Gohain
U.Hazarika has been appointed as ED to Rajen Gohain, MOS Railway. He is a Railway officer. PS to MOS Railway is yet to be appointed.


Closure order of PIB offices issued

Finally the Ministry of I & B has issued order for the closure of seven PIB offices located in various parts of the country. According to order PIB branch offices at Cuttack, Indore ,Kota, Madurai, Rajkot and Nanded will be closed down with effect from August 31, 2016. Separate order shall be issued for shifting of posts in the aforesaid offices.

Chawla Appointed Finance Manager in MOD

Dipti Mohil Chawla has been appointed as Finance Manager in the Accqisition Wing of the Ministry of Defence (Finance). A 1995 batch IDAS officer Chawla will be relieved from her present duties from August 5, 2016.

DVC Chairman, Langsteih an emerging face in power sector

In a short period (one-and-a-half years), Andrew W K Langstieh has proved his mettle in power sector as Chairman of Kolkata based PSU Damodar Valley Corporation (DVC). An IA&AS officer, who donned the mantle on September 1, 2014, led the PSU single-handedly in very challenging circumstances bringing about transformational changes in the organization. PLF of DVC plants have in this period increased by around 10%, thermal power generation and revenue collection from sale is an all time high, difficult decisions which had been put off by previous managements for years were boldly taken by him. He believes in leading from the front by personal example and has brought about a sea change in the thinking and working environment of DVC. DVC as a management case study of organizational turnaround can be carried out by the researchers.

Himachal gets five new IAS officers

As many as five candidates, who were provided Indian Administrative Service (IAS) after clearing Civil Service Examination-2015, have been allotted Himachal Pradesh cadre. They are: Anurag Chander Sharma, Jatin Lal, Torul S Raveesh, Rahul Kumar and Amit Kumar Sharma.

Wrong nomenclature of two different Cadres


It is disinformation and twisting of facts altogether perhaps because of the wrong nomenclature of two different Cadres intended to take care of Direct Taxes on the one hand and Customs & Central Excise ie Indirect Taxes including the Service Tax too claiming the same name of IRS which is exclusively for Direct Taxes. In bureaucratic parlance, the Cadre for the indirect taxes is known as Indian Customs & Central Excise (I.C.& C.E.S.). If the two Cadres are to be merged together, even then the Apex Level Posts in the Centre and also State Cadres of the All India Services are far more in terms of the percentage of the total Cadre. I.A.S. on its own would account for 50% of the Apex Scale Posts while 20% each for I.P.S. and I.F.S. ( Indian Forest Service ) with 10% of the Apex Level Posts left for the Central Services 90% of which is grabbed by I.F.S. (i.e. Indian Foreign Service) which has been traditionally kept above I.A.S. since Independence. Hardly 1% of the Apex level Posts were created for the Central Services as observed by the VI Central Pay Commission which took note of the fact critically. Cadre Restructuring in I.R.S. and I.C.&C.E.S. has taken place in 2013 prospectively and denying the benefit of the same to 95% Officers who had to retire in between i.e. from 1st January, 2006 till the actual implementation of the Cadre Restructuring which finalised only in 2014-15. If the Editor of this website takes resort to this kind of blatant disinformation, even God may not help it in being Objective in Reporting.

Actually, as per the recruitment rules, which is the most authentic document, the total number of apex posts in the IRS is 26. The total cadre posts are 5541. The share of apex-level posts comes to 0.46%. This percentage is a better comparison factor.

The seed of 1947 riots, had been sown by Lord Curzon the pervert genius Viceroy of India (during 1878-1905) in 1905, by way of partition of Bengal. Of all the provinces and people of India, Bengal was one province, which in the last quarter of 19th century, had shown greater unity among Hindus and Muslims on political matters. Details of the DPC Proceedings

The appellant sought information concerning the service matters of a bank employee claiming that there are certain doubts regarding her qualification, age and appointment as an Assistant in the Bank. The appellant argued that what he had asked for was not information concerning the personal matters of the employee concerned, but her service matters. The CIC ruled that the ACR grading and the marks contained in the DPC proceedings can be disclosed only to the concerned employee

Comments

In the case of the Union Public Service Commission vs. Gourhari Kamila, the Supreme Court had quashed an order of the CIC directing the public authority to disclose information regarding the experience, together with the certificates of experience, of the candidates who were called for interview in the course of a recruitment process.
