More IAS officers nominated for training

More IAS officers than IPS officers were nominated for short term training in Govt of India in the last three years. Available information says that 492 IAS officers and only 26 IPS officers got the opportunity of short term training. 177 IAS officers were nominated in 2013-14,167 in 2014-15 and 148 IAS officers were nominated for short term training in 2015-16. Whereas 11 IPS officers were sent for training in 2013-14, 2 in 2014-15 and 13 in 2015-16 were nominated for short term in service training.

IRS lobby targeting the Ministry ?


It is appalling to see a section of the IRS lobby targeting the Ministry day in and out. It is also shocking that the highest official is being targeted by name.
That official is widely known to be honest and sincere and putting all out efforts to bring the Revenue earning departments concerned with the field operations in line with the changing needs. Unfortunately, a section of the IRS lobby who feel that their turf is being encroached upon and their domain jeopardized are up in arms and are indulging in gross insubordination. They feel that just because they belong to the revenue service, they are all powerful. On the contrary, those dealing with them know that it is a most insensitive and corrupt department
Their campaign needs to be condemned unequivocally and the ring leaders must be shown their place. They must be dealt with quickly and not allowed to go scot free.

An Aam Admi, disturbed by the IRS games

Railways seem to be in for a radical overhaul which is bound to raise several problems than solve them.It seems every recommendation of a committee appointed soon after this Government took over is being accepted without discussing its pros and cons. One such recommendation is merger of the eight Group A services into two Groups -Technical and Non-technical. While All the four Engineering Services And Indian Railway Store Service would be under Technical Service(I wonder why Store service is being placed under this Group)the other four will be under the Non-Technical head. These four as well as the Stores Service are part of the Civil Services Exam. How the Recruitment and seniority etc. are going to be determined for officers of these Services is a big question mark. The rationale being given for this merger is to end the departmental approach to Railway working. it is true that whosoever heads the Board the service to which he belongs flourishes at the cost of others. Currently Indian Store Service is the favourite with a large share of DRMs. May be because the Chairman is from that service. Since he is still at the helm by being reappointed Stores Service is being clubbed with the Technical Group perhaps. This departmental approach is not going to end with this merger. It will only shift to the two Groups with infighting in each Group. The departmental bias can be prevented by the minister who heads the entire entity instead of creating confusion and playing with the careers of officers. I wish more focus is given to safety, punctuality, cleanliness, comfortable travel than on such radical changes suggested by so-called theorists.

15 Secretaries only from one Service ?

I remember, in 70s and early 80s, officers from other services including CSS had held posts of Secretaries in the Government of India. As far as posting of a non-IAS officer as Cabinet Secretary, there is an unwritten condition that the officer should have worked as District Collector/ Collector in the State Government. Since other service officers do not fulfill this condition, they are never considered for the post of Cabinet Secretary.

Torrent of letters

As one who failed to clear UPSC Exam not once but twice and as one who is now reasonably employed in private sector, I am baffled at the torrent of letters in your portal complaining about the dominance of IAS in the government, some letters even demanding important posts like that of Cabinet Secretary to be given to the other 36 services like revenue and postal. Though IAS officers are trained as SDOs, DCs etc for administrative functions, the fact is that all these officers in the 36 services are selected on the basis of a written examination and interview. Those who get higher ranks get into IAS though many in the lower bottom levels manage to get in due to the prevailing lopsided reservation policy. Creeping about these higher rankers getting predominance in the government is questioning the sanctity of the examination itself. Why a service like IRS who get into service through one examination, to be the monopoly of certain people. Why can't government recruit at different levels qualified people even CAs from outside. If an IRS or postal service officer can aspire to become a Cabinet Secretary, why can't an outsider ?

Tax Friendly Environment ?

It is alleged that reporting on black money issue gives negative image and impact that a country is facing which is not pro investor friendly like tax terrorism. We have to be careful in dealing such issues. Direct tax collection has crossed indirect tax collection in 2008-2009 and is at much more comfortable level than indirect tax collection so we need much more attention in indirect tax collection. It is estimated that any budget deficit can be met by recovery from 40-50 big loan defaulters. A pragmatic approach is needed. A part of collection from taxes is also going to Banks for meeting NPAs and support to loss making PSUs apart from using funds for infrastructure development and social schemes. This is upto Government how to use the money. We have achieved good success in passing GST, a uniform tax regime thru cooperation and support. India is peace loving country since ages despite number of wars but we are much below in the list of safe living country published by IEC. Country e.g. Iceland, Denmark, Switzerland, Japan, Canada etc are much ahead in the list. We have to work with love, cooperation and pardon to reach at the top of list. We have already made strong foundation for the country to be developed in coming years. We have put great efforts in this direction in last two years. Let us work with love and cooperation not in fear and threat.

Action for not writing the APAR

The appellant sought information about the writing of APAR and specifically sought to know about the applicable Rule for deterrent/punitive action on the Reporting and Counter signing officer(s) if they do not fill the APAR of officers working under them in time and keep the APAR's pending for several years despite reminders from the Headquarters. The CIC observed that it is the internal matter of the organization to review and reform the personnel policy for the welfare of the employees in a most efficient and transparent manner. The dissatisfaction in the work force adversely impacts the morale of the employees and consequent inefficiencies. The CIC advice the Air India to review its grievance redressal mechanism in personnel matters to ensure the transparency in accordance with the spirit of the Act. The public authority was also directed to provide the necessary information as sought by the appellant within a period of 15 days.

The APAR is a record of the assessment of the work done by an individual. When specific time limits have been prescribed for the reporting and reviewing, there appears little reason for not following the prescribed time limit. All officers must adhere to the time schedule prescribed for the writing / review of the APAR.
