Poor Saving Habit

four batches will include from 1979 to 1982.

have been empanelled to the rank of DG in the Government of India .

Appointment of new RBI Governor is expected to take place either this
week end or early next week. Latest information says, Economic Advisor

Will NDRF Chief post be upgraded?
Present Chief of NDRF O P Singh has made the post so important that
there is now a thinking at the govt level that NDRF should be headed
by a full-fledged DG. Presently the force chief is ADG level but it
is called DG. In the recent past NDRF responsibility has increased many
fold and its role during natural calamities have been applauded by many.
Experts favour the force's expansion and up gradation of Chief's post.

World HRD Congress honors AAI official

In another feather to Airports Authority of India, Rajesh Bhandari,

awards category on 5th August, 2016, at Pan Pacific, Marina Square,
Singapore. During the occasion Rajesh Bhandari, Executive Director (Finance)
said that he feel very proud to have received the best CFO of the year
award in Service & Hospitality Sector. It's a great honor for receiving
CFO of the year award. He thanked the jury for the award. He also thanks

award. He said he would like to thank all his colleagues who have supported

Is it a tax payer friendly measure ?
The viewpoint of Rehman may represent IRS fraternity but country expects
more as tax base stands no where in comparison to GDP. All the IT department
collections comprises of TDS collection in major chunk. Income tax department
has restored to curious system of raising demand to salaried class which
has not been uploaded in 26AS by DDO. On receipt of these demands where
actual tax has been deducted but not uploaded by DDO taxpayer is harassed.
Is it a tax payer friendly measure ? It may look unreasonable but potential
targets are always defined.

PM Modi's initiative merits appreciation. But, more concrete steps are
required to make the selection process- just, fair, transparent, free
from political discretion and the doctrine of " pick and choose
".
Consider these. Details of selection criteria, guidelines, nominations
received ( on line) their achievements, performance including ongoing
court cases, if any, must be kept in public domain. These are public
( and not government awards) and must be open to public scrutiny.
Sources in MHA reveal that during the UPA regime, nominations used
to be received till the last moment by the PMO and office of HM. Final
decisions usually taken with the approval of the then " De facto
PM" . Several black marketeers , money-launderers , tax defaulters
masquerading as " public servants " had benefitted on considerations
other than merit.
Nominations received under category of "public service", are
usually dicey. These require close scrutiny, even investigation by the
CBI, IB, IT and ED.
Let the present dispensation headed by PM Modi substitute fraud
by caution.

Action for not writing the APAR
The appellant sought information about the writing of APAR and
specifically sought to know about the applicable Rule for deterrent/punitive
action on the Reporting and Counter signing officer(s) if they
do not fill the APAR of officers working under them in time and
keep the APAR's pending for several years despite reminders from
the Headquarters. The CIC observed that it is the internal matter
of the organization to review and reform the personnel policy
for the welfare of the employees in a most efficient and transparent
manner. The dissatisfaction in the work force adversely impacts
the morale of the employees and consequent inefficiencies. The
CIC advice the Air India to review its grievance redressal mechanism
in personnel matters to ensure the transparency in accordance
with the spirit of the Act. The public authority was also directed
to provide the necessary information as sought by the appellant
within a period of 15 days.
Comments
The APAR is a record of the assessment of the work done by an
individual. When specific time limits have been prescribed for
the reporting and reviewing, there appears little reason for not
following the prescribed time limit. All officers must adhere
to the time schedule prescribed for the writing / review of the
APAR.
