Why the meeting to select new CBI Chief is
not taking place ? According to sources, the leader of the second largest
party Mallikarjun Khadge is not coming to attend the meeting to select
the Director, CBI. If the Government did not get "Congress ka saath"
in the appointment of new CBI Chief, meeting will not take place even
today and there will be dilemma.
Will there be Ad-hoc CBI Chief ?
If the meeting to select new CBI Director is not held on Thursday, the
Government may appoint an ad-hoc Chief. And he will be a Gujarat cadre
IPS officer. One theory says Anil Sinha may be given three months extension.

CBI books Chennai based Principal Chief Commissioner of Central Excise
The Central Bureau of Investigation (CBI) has registered a case against
Principal Chief Commissioner of Central Excise (an IRS officer), Chennai
Zone and four Superintendents of Central Excise, Chennai on the allegations
that during November, 2016, they conspired with each other and demanded
illegal gratification for making favourable transfer postings of certain
officers of Central Excise, on payment of Rs one lakh per person. Further,
one of the accused allegedly got an appointment of said Principal Chief
Commissioner for delivering Rs two lakh at her residence on November
29, 2016.

Is someone keeping the PM in dark?
I stepped out today afternoon to see the crowds outside the banks in
my locality and was aghast to see hundreds of men, women and senior
citizens in queues at 3 PM. Most of them were not even allowed to make
an entry into the premises by a guard of the bank. People were inquiring
whether there was cash or not. Today & tomorrow (29th/30th Nov)
are end of the month and from 1st December bills of payment for milk,
bread, eggs, tea leaves, sugar and other items and wages of household
workers have to be cleared. Cooperation of the people should not be
tested so harshly. There is no justification for this public torture.
Obviously some forces out to sabotage the initiative of Prime Minister
Modi are doing overtime and the PM is not even aware. This must end
forthwith or the PM will be the target of public anger. I know these
forces and their modus operandi having watched them in Lutyens and shown
some of them their right place.PM, please rectify immediately.

Surgical strikes needed on officials who are illegally exploiting vehicles
for personal use at exchequers cost. The PSUs chaps who pester the government
officials in Ministries/Departments to get their career boosted should
also be booked.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
