Even the real Gandhi ji is in a daze!!
Everyday they gathered in front of his statue!!
If he could he'd have shouted shoo!!
Oppostion chose to speak outside both Houses!!
Modi doing tit for tat is one of their grouses!!
Ultimately Modi took his case to the Jan Sabha!!
As there was just pandemonium in Lok and Rajya Sabha!
He came to Parliament to debate!!
But Opposition just vent it's 'hate'!!
And then FM was there to answer them all!!
Then why keep demanding PM ko karro call!!
And is voting mandatory post every debate???
Faltu mein hulla Opposition karr rahi hai create!!
Maybe initially they thought 'pressure karro use'!!
Jitna karr sakko Modi ko karro accuse!!
In the hope he will buckle!!
And retract Demonetisation and at him they'd chuckle!!
Modi did not buckle!!
Opposition has had to buckle and guess koun karr raha hai chuckle!
You can stretch unreasonablity to an extent!!
And over the limit Opposition went!!
Ultimately Feedback they got from the ground,
Public don't want Demonetization to be 'unwound'!!
We are waiting for The Baba's Quake waali speech!!
Maybe koyi karr raha hai Baba ko speech delivery teach!!
And Baba ji Quake is measured on Richer Scale! !
'Your Quake' will be measured on Laughter Scale!
Fact check: Planning Demonitisation and secrecy are inversely proportional!
Iron clad and nothing optional!!
Confucius says ... People crying for planning actually know!!

New Civil Air Terminal at Bathinda Airport dedicated to nation (UPDATED)

The New Civil Air Terminal at Bathinda Airport has been dedicated to the Nation on December 11, 2016 by P Ashok Gajapathi Raju, Union Minister of Civil Aviation in the august presence of Smt. Harsimrat Kaur Badal, Union Minister of Food Processing Industries, Sardar Sukhbir Singh Badal, Hon'ble Deputy Chief Minister of Punjab, Jayant Sinha, Union Minister of State for Civil Aviation, Vijay Sampla, Union Minister of State for Social Justice and Empowerment, Dr. Guruprasad Mohapatra, Chairman, AAI, Ashwani Lohani, CMD, Air India and other dignitaries. Union Minister of Civil Aviation took a walk through alongwith the other dignitaries and unveiled plaque in the Civil Air Terminal. Speaking on the occasion, Union Minister of Civil Aviation Raju said that the new terminal and the flight connectivity will not only boost passenger travel but also be a multiplier for the overall economic growth of the region. These new facilities are a fitting tribute to the indomitable Punjabi spirit, he added. The New Civil Air Terminal is spread in the area of 1200 sq. mtrs. The terminal has been constructed at a total cost of Rs. 25.00 crores. The Terminal is equipped to handle 100 passengers (50 Departure + 50 Arrival) with modern passenger facilities such as two (2) Check-in-counters, one (1) Security Check X-Ray Machine, one (1) Arrival Baggage Conveyor Belt, one (1) Reserved VIP Lounge with Car Parking and Apron for two (2) ATR-72-600 type aircraft.

"Why no Code of Etiquette for politicians ?"

Delhi CM's non-conformance to accepted standards of dignity and respectability has gone overboard. His calling PM Modi a 'psychopath' , LG Delhi 'a sychophant of PM, a "Headmaster, Principal and Hitler", is unpardonable. A loose cannon and a serial accuser. These are non-democratic traits of a non-performing CM . Of late, Delhi's CM accused the Govt of tapping judges phones in presence of PM and CJI. The allegation was made at the centenary celebrations of Delhi High Court when the PM, CJI, Law minister and top judiciary were present, among others. Is Delhi's CM not obligated to produce evidences by revealing names of two judges, on basis of whose conversations the allegation was made ? Is Delhi CM above Law of the land ?
The CJI, in whose presence, the allegation was made, may take suo motto cognizance of charges and order investigation

Indian copyrights laws being tested

The Judgement of the Double Bench of the Delhi High Court dated 9/12/16 in the case of Oxford University Press & Others V/s Rameshawri Photocopiers on the Delhi University campus has attracted wide attention, though the law on copyright in India has yet to develop to the extent in other countries. There is something inherently lacking in us as a society that makes us belittle copyright, intellectual property right, patents, trademarks and brands. Had demonetization been done by China, our liberal intellectuals would have jumped at it as the best solution to black money issues, and if done in the America or England it would have been acclaimed worthy of emulation here. We don't value our own innovations, discoveries, research, development and achievements because we are used to copy freely free of cost. We want everything for free. But a lot of research goes into reaching the prototype stage before the product or service is fully developed. Thereafter, a lot of effort goes into marketing it. It all costs a lot of effort by some of the best brains and money of the investors. We as a nation hardly encourage investment in R&D of our own but want all the benefits of the works of others. When will we start promoting research in our universities? I would like to cite a small example. The President of India had launched one language learning software developed by the GOI in Vigyan Bhawan in New Delhi. After some time, a leading English newspaper published a story of someone launching the same in a foreign country. The Newspaper never apologized or retracted its story. Presently, valuable research work is done by officials, who never get any credit. Is the instrument of demonetization not a proof of that? Hasn't the Whispersinthecorridors.com posted many brilliant ideas from retired and serving public servants about much needed "administrative reforms"? A simple comparison of these brief essays in administrative quality improvement with those from the IIPA or similar other institutions and publishing it in a report form will prove the originality and all encompassing ideas for highest standards of public service. Government could have escaped the embarrassment of scams, policy paralysis or dysfunction had their value been acknowledged. The cost of ignoring R&D to the nation is that we are still "importing" books on every subject (actually knowledge) without much of "export". Our authors have yet to produce the kind of books which are being plagiarized or photocopied. It is a matter of grave concern for a country aspiring to become a super power. Our laws too are foreign for us in the socio-cultural sense. How much of the Indian Constitution is "original" and how much simply scissors & paste work? How long should it go on? The OUP V/s Rameswari is significant in that context, but does not appear to have received the same attention of our courts. It would be very interesting to watch it reach the final stage. I only wonder what would be our stand when, if ever, books of Indian authors get prescribed in foreign universities and get freely photocopied.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
