Surveillance led to raid ?

If sources are to be believed, phone surveillance led a raid on a law firm in Delhi. It is said that during surveillance one investigation agency recorded the conversation of some persons in which name of law firm's owner cropped up who was later raided by Delhi police. It is said that during interrogation the owner revealed the names of some prominent persons, including one ex-union minister and others.

Why ex-minister's name was not included ?


Eyebrows are being raised that why an Investigating agency did not put on record the name of ex-union minister. What is the reality ? Only thorough enquiry can reveal the truth.


Dukhi Opposition ....

I'm in Shimla and today I go to my Respected Friend, Retired Senior Bureaucrat's, home …which is a stone throw from the Mall and has a breathtaking view. We settle down in the Living Room in front of the Fire Placeand over Hot Chocolate and Marshmallows we get chatting.
Me: I just saw PC's PC on TV….
Respected Friend: I'd decipher it as…not Press Conference but Prank Conference....
M: Yup…. he said this Demonetization is like breaking an egg to make an omelet and ending up with a broken egg and no omelet…
RF: Actually if you ask me he will very soon see the egg on the faces of those opposing Demonetization…. they are forgetting the basic objective of this exercise … it was to get all the floating money into the Banks… yes it was expected the great Indian Jugaad would come into play and Blackeeyas would use it to prevent their Notes turning into paper…
M: Yes …now it's the Income Tax Department that will do the certification…. but that's going to be a huge exercise ….
RF: Well I guess…. deposits will be divided into three classes…. the first….deposits below 2.5 lacs…. in these cases there will be random checks …small sample….by IT…unless it has info about misuse… next one would be between 2.5 and 5 lacs…. random but a wider sample….. and above 5 lacs IT will vet every deposit…the Deposits would be correlated with Tax Returns….
M: PC said …. in Lok Sabha all that Opposition is demanding Discussion under 184 and in Rajya Sabha they want PM's presence during the entire discussion…
RF: Just useless hullaballoo ….because I heard PC say that BJP has a brute majority in Lok Sabha …so the voting is a forgone conclusion …. BJP is not running away from discussing…. Is discussing important or just politicking … and BJP has said PM will speak in both Houses on Demonetization…. start discussing… he will be appraised of what Opposition says and will ultimately respond…. I get the feeling the Opposition is not interested in discussing …. just wants to politicize….
M: And when PM did attend all that Opposition did was make hulla …. and I remember PM kept sitting even after the House was adjourned …. sending the message … I'm here lets discuss… Opposition keeps criticizing the Rs. 2000 note…one Congi even gave the Packing details of 2000 and 1000…. seems they have the expertise…
RF: It's a stop gap arrangement …. if Government had started printing of 500 or 1000 Notes the Blackeeyas would have got suspicious …. and I think India's highest denomination Note should be 500 ….. they can print 200 or 250 Notes also…. the more cumbersome it is to carry money the faster people will go to digital money!!! And I have a question for the previous Government …. why did 500 and 1000 Notes constitute 86% of our Currency….. and today they have the audacity to give packing details for Rs 2000 notes….
M: And USA that Demonetized the high value Dollars did not print Dollars in high denomination after Demonetization …today the highest value Dollar is 100… yes I too am hopeful the Rs 2000 Notes will be ultimately replaced…. but Remonetization is taking a wee bit longer than expected...
RF: A blessing in disguise…. as the Jugaad lot would have benefited….I would, in fact say the Remonetization should start full swing post-December 31st.
M: If 14 lac crore has already been returned how is it being said there could be a windfall of 2.5 lac crores for the Government …
RF: I think the 14 lac crore figure has to be ratified by RBI ..there could be some doubling ….. and then it's expected about 15% will come to Government coffers vide Income Tax on the Deposits that IT declares as seizes or declares 'foul'… as it is from a Tsunami now the Old Notes deposits are down to a trickle …. also we forget that the Old Notes value was 15.44 lac crores …add to this the Counterfeit amount….
M: And we know the Banks which helped the Blackeeyas also must have accepted Counterfeit currency too…
RF: The Opposition will, of course do its best to portray that Demonetization was ill-conceived and is a flop….of course certain Congress leaning Economists will badmouth Demonetization …do you think they can be objective..no way!!
M: We had an Economist running India for 10 years and see what he did to our Economy….
RF: Chalo the poor fellow's economics took a back seat and his loyalty to Madam took the steering….
M: Sir which Namak does Madam use to get such loyalty from MMS….and other Congis. .
RF: The same salt her Ma in Law used ....family secret ..going by that analogy I know one ex Honcho who never consumed TATA Namak…. and now you have Samajwaadi Party's Samaajwaad Namak… their last-ditch effort to keep their flock together….

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
