Rooftop solar plant installed at DVC Hqrs (UPDATED)
Damodar Valley Corporation (DVC) has installed a 53 kWp grid connected
rooftop solar project at its Corporate Office in Kolkata as a maiden
step towards fulfilment of the Government of India's target for installation
of 40 GW rooftop solar power plants by the year 2022. The plant was
inaugurated by AWK Langstieh, Chairman, DVC and Atul Sobti, CMD, BHEL
onDecember 16, 2016. The solar rooftop project of DVC has 180 nos of
multi-crystalline PV module of 300W laid across an area of 510 sq. meter.
This rooftop power plant with Net-metering facility will reduce the
monthly energy bill of the corporate office where more than 1000 employees
work. Solar source of energy is clean and does not contribute to climate
change. Renewable power projects are the future and with this project
the power behemoth of Eastern India is aiming for big strides in solar
energy generation which is one of the main avenues of renewable power.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
