AP to be first in Asia to adopt BCT
To prevent cyber crime, AP government is going to introduce Block Chain
Technology (BCT) from next week. Presently the State govt is maintaining
large data base of 1.3 crore ration cards, 4.5 crore individual records
and digitalization of records of all deptts. It is claimed that BCT
is a fool proof system to prevent cyber crime and hacking.
Lok Sabha: 92 hrs waisted in Hungama
The 10th session of 16th Lok Sabha ended on Friday with only 21 sittings
which lasted only 19 hrs. Due to hungama the house adjourned 91.59 hrs.
According to Speaker this is not a good sign and has dented our image
before the public.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
