Cabinet reshuffle soon ?
With the winter session of the Parliament now over, reshuffle in Narendra
Modi's cabinet can be a reality any day. Grapevine has it that while
Arun Jaitley may be replaced by Piyush Goel as Finance Minister, the
former may be shifted to Foreign Ministry whereas Mrs. Sushama Swaraj
would now be Minister without portfolio. Information is based on the
whispers doing the round in political circles.
Who is country's Number One Chief Minister ?
If one was to go by the recent comments of the BJP high command Amit
Shah, Chhattisgarh Chief Minister Raman Singh is number one in the country.
Even 10 Modis will fall short in removing corruption
People now say corruption seems to have entered the DNA of India to
an extent that even 10 Modis will fall short in removing it.

announced they were all summoned to meet Sonia Gandhi .. all troop into

and demand immediate action ..now ..
Rahul: Modi ji abhi ke abhi announce karro what is in the pipeline for
Farmers...
Modi: In due course it will be announced to Farmers ...and I will send
you detailed info ont he announcements... will even send someone to
give you a presentation ..
The Delegation gets up and wish Modi.
Modi: Rahul ji milte raha karro I learn so much from you.
Outside the rest of the Delegation is all praise for Rahul.
Kharge: Modi said he learns a lot from Rahul... we will use this in

Secretary Power P K Pujari has reportedly been short-listed for the
post of SEBI Chief. He is 1981 batch IAS officer of Gujarat cadre.Being
from Gujrat people feel he may get the post.

Official appointment order of Justice J S Kehar as new Chief Justice
of India is expected to be issued in a day or two. File pertainng to
his appointment has reached to the President for signature.
Rajiv Jain appointed new Chief of IB
A 1980 batch IPS officer of Jharkhand cadre, Rajiv Jain has been appointed
as Chief of Intelligence Bureau (IB). He will have a tenure of two years.It
means the Modi Government has gone by seniority.

Four IPS officers likely to join central deputation at SP level
Four IPS officers belonging to various batches and cadres are expected
to join central deputation at Superintendent of Police (SP) level. The
officers are: Dharmendra Singh (UP: 2006), Udayabhaskar Billa (JK: 2008),
Sunil Kumar (AM: 2007) and Dharamvir (UP: 2002).

Kiren Rijeju surfaced, it is a being said that this was the reason Satish

Sanjiv Singh to succeed Ashok as Chairman, IOCL in June

Congratulations to Sunil Arora who has been appointed as DG&CEO,
Indian Institute of Corporate Affairs. He deserves such assignment after
retirement in view of his dedication, capabilities and honesty. It was
a great experience to have worked with him in Civil Aviation.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
