Rahul: Mama why did you not include Diggy ...
Sonia: Frankly I feel he can blurt out anything and it can be embarrassing ..and then he's so blatantly anti Modi on the Social Media I think it would send a wrong message if pics appeared of him shaking hands with Modi!!

Sonia: Stop it ...you are walking in first ...at the door Azad will say attention and give you the marching orders ..
Amrinder : Hai Rabha....(to himself)..abh pataa chalaa MMS ji ki majboori..
Sonia: Inside Rahul Baba will do the talking and you all nod your head in total synchronisation. ..understand ..practice it with my Baba. .
At the appointed time all of them reach PM's Office. When they get the okay to enter..
Azad: Amrinder ji attention ... Madam ke order ka paalan kiya jai...march....
They enter and take their seats . All greet Modi and he greets them back.
Modi: Welcome all of you ..
Rahul: Modi ji I'm very very very worried about what's happening in the Farm Sector ....Mummy can't sleep at night because of the developments ...worried...very worried .. (delegation nods in synchronisation)..
Modi: Rahul ji has something happened yesterday which has caused you to rush to meet me ..
Rahul : (whipers first to Azad and then Kharge) Did something happen yesterday ...any Farmer suicides yesterday ... (both indicate 'no')...
Modi: Have you given a thought to the Consumer angle ...and there is a lot for Farmers in the pipeline ..
Rahul : ( whispers to Azad...Kharge and Sharma)....Abh kya jawaab doo...( they shrug a no)...
Azad: ( whispers) Don't argue ...just stick to Farm Sector in peril and demand immediate action ..now ..
Rahul: Modi ji abhi ke abhi announce karro what is in the pipeline for Farmers...
Modi: In due course it will be announced to Farmers ...and I will send you detailed info ont he announcements... will even send someone to give you a presentation ..
The Delegation gets up and wish Modi.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
