M:Now it's being said the Server was hacked into ..one Congress Spokesman even tweeted that Digitization was unsafe as the account of even an SPG protectee could be hacked.
RF: What has SPG got to do with Cyber activities of its protectees ....prudent way would have been to do an in-house investigation before pointing fingers...

Chemists are having record sales of Sleeping and Diarrhea medicines ..yes the sufferers can very rightly blame Demonetization!!!

Rakesh Asthana, Additional Director has been given additional charge of Director, CBI . He is a 1984 batch Gujarat cadre IPS officer. In a late night move, R. K Dutta Spl Director, CBI was appointed Special Secretary, MHA. Rahul Asthana's batchmate Y C Modi of Assam-Meghalaya cadre who is also Additional Director in the CBI is junior to him .

Official Language Department sees six Secretaries in two years

Official Language Department (Rajbhasa Vibhag) in the Government of India has seen six Secretaries in two years. Four in 2016 only, But the good thing is that none of them retired from this department but transferred to other ministries. Hem Chandra Pande was secretary for less than two months, the shortest period while Girish Shankar enjoyed the post for five months.

Railway Minister gets three Private Secretaries in a year?

In a period of one year, the Ministry of Railways witnessed three Private Secretaries with first one of them declining the post in spite of posting orders. As soon as Railway Minister, Prabhakar Prabhu took over the charge, a 2004 batch IAS officer of Tamil Nadu cadre Maruti Pingale Vijay Maruti was appointed as Private Secretary, but he refused the offer. Then post was offered to Dr Sanjeev Kumar, a 2003 batch IAS officer of Maharashtra cadre. He served around six months and returned to parent cadre. The Ministry appointed a 2005 batch IAS officer of AGMUT cadre, Ashish Madhaorao More whose tenure was curtailed and posted to DoPT.

Will Chairman's post be ex-cadre?

It is said that Chairman, CWC post is likely to be ex-cadre. Matter is likely to be put up before cabinet for approval. At present the Chairman's post cadre post of CWRES Officers. One more move is said to be underway to merge CWC and CGWC and create National Water Commission

Post retirement placements

The reappointment of Sanjay Kothari, 1978 batch Haryana cadre retired officer, is a welcome step of the Prime Minister in defining and upholding the principles of merit containing commitment to the Chair, concern for the society and integrity first in decision making. Kothari has been seen as an outstanding officer practicing high moral values in the public life. In fact it is in the national interest now to utilize his rich experience of multidimensional nature to enhance the image of PESB . People at large and aspiring candidates seeking different positions in the Public Sector in particular must be celebrating this appointment in the hope that with Kothari transparency and merit shall not only reemerge but matter the most. Such appointments do send a positive message in the bureaucracy that it is high time to say good bye to the corrupt, inefficient and lobbyist who undeservingly succeed in capturing such positions through deceit and take pride in harming the interests of the State.
Once again wishing Kothari the best of luck .

Muslims too can bank normally


There is no bar on Muslims to open bank accounts and earn interest on the savings under the Sharia. What is barred is living on interest income because a Muslim is supposed to work, earn & provide for his family rather than slouching all the time and living on income from interest. Interest income renders a person un-productive person in the family and an exploiter of the financial situation of others. Instead of earning interest, members of the community are expected to share the profits. If Muslims open savings bank accounts with the public sector banks, they can use the interest income for charity purposes. They can help the poor not only in their community but others in "social responsibility" spirit by funding education of children from poor sections, medical aid to poor people, marriage expenses of the girl from poor families etc. The Indian Muslim community is rich enough to finance developmental projects in the Middle East countries rather than looking for those countries to invest in India. It is public knowledge that a substantial part of production of goods & services in the informal/ unorganized sector in the country is contributed by the Indian Muslims. Once they open bank accounts, they will open the eyes of all those proponents of the Islamic Banking including the retired judges putting out reports promoting a medieval mentality. It will not be for the first time that the Muslims will earn interest and use it for social purposes. It has been going on for centuries here in India. Need I recall that the British borrowed huge amounts of money from the Nawab of Awadh but insisted on paying interest. These are called Awadh Loan I & II. So the Nawab accepted to the terms , but designated hundreds of his retinue and others to be paid a certain amount every month as pension. These payments continue even today. The loanee Britain transferred the liability to the Government of India along with the power. The amount today may seem little but is enough for the recipients to claim lineage with the Nawab. Let the Indian Muslims start banking and stop vested interest fooling them anymore.

DATE WITH RTI

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
