More trouble for Pvt Banks ?
Govt is keeping a close eye on some Pvt banks who have reportedly played
villain's role to derail govt's ambitious demonitization scheme. If
sources are to be believed, govt is likely to terminate license of one
Pvt bank. Though RBI has denied termination of license of any bank,
after recent revelation about a particular bank it is likely to rethink
about the action against it.

"Misplaced generosity"
Though an admirer of PM Modi, his single move in the wake of demonetization,
has shocked and saddened me. Let me come straight to the point. Political
parties can now deposit any amount of cash held / collected prior to
November 8, 2016. The scrutiny IT benchmark of 2.5 lakhs does not apply
to them as it does to normal citizens. Discriminatory, partisan, iniquitous
and biased towards the political class. Bad in Law. All political parties,
across the spectrum, have benefited from this diabolic initiative. Have
the politicians turned into black money launderers? The benefits that
had accrued from the historic demonetization will be largely neutralized
by this single ill-advised act. This is like putting the best foot backward.
No loophole but a blackhole of corruption. All politicians have same
DNA. At least, so it seems.

Political system, Social system (rituals) and education needs to be
addressed. Then only corruption can be reduced (not eliminated) .

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
