Perfect friendship is seen in political relationship. Now a days, Leaders
of BJP are engaging Vakils (lawyers) of Opposition party the Congress
in court matters. BCCI chief Anurag Thakur case is being fought by Kapil
Sibbal in SC. Congress Leaders P. Chidambaram, Abhishek Manu Singhvi
and Salman Khurshid are also fighting various cases in HC and SC. BJP
vakils like Subramaniam Swami and other are not being engaged by the
party ministers. Reasons best known to them.
Demonetization to be an issue in UP till elections
?
Political observers say that demonetization is now a political issue
and it will be kept alive by various parties till assembly election
in UP. Even UP CM has said in November that it will take at least 4-5
months to normalise the post demonetization situation in Uttar Pradesh.
Election process in UP is likely to be over by April.
IT deptt identifies 67.54 lakh potential non-filers
The Income Tax Department has identified an additional 67.54 lakh potential
non-filers who have carried out high value transactions in the financial
year 2014-15 but did not file return of income for the relevant assessment
year A.Y 2015-16.

The Government of India has decided to set up a permanent Tribunal to
adjudicate all inter-state river water disputes subsuming existing tribunals.
Bureaucrats asked to submit detail of assets
next month end
The Maharashtra Government has asked the IAS officers to submit details
of their assets by January-end and failure to do so will invite action.
Ms Sihag to take charge in new year
Ms Bharti Ramaswamy Sihag will take over charge of Secretary, Fertilizer
on January 2,2017. Presently she is OSD in the department. She is a
HP cadre 1983 batch IAS officer.

The deputation period of M Satish Kumar Reddy to Asian Development Bank
(ADB) has been extended for a period of one year with effect from February
2017. He is a 1993 batch IRS-C&CE officer.
B P Sharma is also Home Secretary
B P Sharma has been assigned an additional charge of Home Secretary
till January 1, 2017. He is a 1981 batch IAS officer of Bihar cadre.
2003 batch IPS to be DIG in Chhattisgarh
2003 batch IPS officers are being promoted to the rank of DIG in Chhattisgarh

Director for six IITs soon
New directors for six new IITs -Tirupati, Palakkad, Jammu, Bhilai-Durg,

ITDC wins SKOCH Silver Award at 46th SKOCH Summit 2016
India Tourism Development Corporation (ITDC) has been bestowed with
'SKOCH Silver Award' at the 46th Skoch Summit 2016 under Skoch Blue
Economy Award. The Silver Award is presented to ITDC for its 'Clean
India Campaign at Qutub Minar,New Delhi' under the flagship drive "Swachh
Bharat Abhiyan" by Hon'ble Prime Minister of India. Further, this
project of Clean India Campaign at Qutub Minar has been adjudged amongst
the "Top 100 Projects in India" for the year 2016 and bestowed
with "SKOCH ORDER-OF-MERIT". Piyush Tiwari, Director Commercial
& Marketing and Pradeep Kumar Das, Director Finance received the
prestigious awards on behalf of ITDC at a function in New Delhi. ITDC
has adopted Qutub Minar as a part of its CSR initiative under the aegis
of Government of India's Swacch Bharat Abhiyan and organizes regular
cleanliness drives at the monument's premises. It has provided a dedicated
workforce to supplement the staff of ASI involved in maintaining cleanliness
of the monument.

Prabhanshu Kamal has been appointed as OSD in Secretariat while Mrs
Gauri Singh was given an additional charge of Principal Secretary, Medical
Education and Manish Rastogi gets additional charge of Commissioner
of Medical Education in Madhya Pradesh.

Five IFS officers of 1995 batch have been promoted to the grade of Chief
Conservator of Forests (CCF) in Himachal Pradesh. The officers are:

Abhinav Singh has been deputed as Project Manager(S&T), Dedicated

Sumit Gajbhiye, a 2011 batch IDAS officer has been transferred from

level posts in Government of India. He is a 1986 batch IPS officer of
Uttar Pradesh.

Saratkar Kapilkumar Chindurao has been empanelled for holding Deputy
Inspector General (DIG) level posts in Government of India. He is a

ONGC to buy 80% stake of GSPC with operatorship rights in Block KG-OSN-2001/3
Oil and Natural Gas Corporation Ltd. (ONGC) and Gujarat State Petroleum
Corporation Ltd. (GSPC) have been engaged in discussions on a potential
transaction for purchase by ONGC of GSPC's stake and operatorship in
NELP-III Block KG-OSN-2001/3 ("Block") in Krishna Godavari
(KG) Basin offshore. ONGC Board today considered the proposal and approved
acquisition of the entire 80% Participating Interest (PI) of GSPC along
with operatorship rights, at a purchase consideration of US$ 995.26
million for Deen Dayal West Field in the Block. GSPC has already built
significant production facilities like well head platforms, process
cum living quarter platform, onshore gas terminal, export pipeline for
transporting treated well fluid from process platform to onshore terminal
etc. ONGC shall also pay part consideration of US$ 200 million to GSPC
towards future consideration for six discoveries other than Deen Dayal
West Field, which will be adjusted upon valuation of the these discoveries
subsequent to approval their Field Development Plans by DGH / Management
Committee of the Block. The transaction would be documented by signing
a Farm-in Agreement with GSPC. Requisite approval from the Government
will be sought by GSPC in accordance with provisions of Production Sharing
Contract of the Block. The acquisition of PI and operatorship rights
in the Block fits well with the strategy of ONGC to enhance natural
gas production from domestic fields on a faster pace, more so with a
goal to reduce import dependency of hydrocarbons by the 10% by year
2021-22. The trial gas production from Deen Dayal West Field has already
begun. Upon successful completion of the transaction, ONGC shall endeavour
to bring the field on commercial production along with the existing
partners in the Block. Through a successful exploration efforts by ONGC,
an HP-HT corridor of oil and gas is emerging in KG Basin. The Deen Dayal
Field will act as a pivot in developing nearby HP-HT discoveries in
Yanam and Godavari PML areas of ONGC, simultaneously. ONGC also finds
opportunity to bring the Cluster-I gas discoveries of KG-DWN-98/2 NELP
Block and adjacent nomination blocks on a fast track development through
utilization of infrastructure of Deen Dayal West Field.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
