Abh kya jawaab doo...
I'm on Costa Coffee enjoying a Cuppa and the complimentary cookie when a friend who is a 50:50 Congi walks in and joins me ...50:50 because he is a Sonia fan but detests Rahul.
Freind: Rahul ki shayri sunni ke nahi ..he quoted Ghalib...Harr baar kehte ho tuh kya hai...
Me: Did not know he was a Shayri buff..
F: Khaak Shayri buff ...someone would have handed him a slip and he blurted it out ...response should be ....baat tumm aisi karte ho ke poochna padtha hai ...koyi samjhdaar aisi baat baar baar kabhi na karre....moorakh label honne se darre...
M: Itna gussa....
F: Congress ko dooba raha hai ...now tell me he knows the papers on the basis of which he made the corruption charge on Modi ...those papers SC had termed as ....fictitious ...so why make the charge ...
M: Advisors ...
F: Till when will he hide behind this excuse .... he aspires to be the PM..will his Advisors run the Nation..will PMO be PMA... Prime Minister's Advisors ...
M: Maybe a new NAC then .....because with so many cooks in PM's kitchen .... National Arbitration Council would be required...
F: Ha ha ha ...see I am a fan of Aunty ...but I don't understand why can't she get over her Beta Moh...
M: Maybe doobthe ko tinnke ka sahara ....sometimes out of the blue Rahul must be saying something intelligent and lighting up Sonia's hopes ...
F: Samajhdaari aur Rahul ka chatees ka aankda hai ...now he says Modi has not responded to his charge ...arre even Congress pally Media has not given any importance to his charge ...otherwise they'd have gone berserk on such a charge ..
M: Yup ....I have sometimes noted a smirk on the faces of Anchors of Congi Pally Channels when they talk of Rahul...
F: Chalo ...I'm a well wisher of Congress and hate to see the Party become a joke ....why did Jung resign ..
M: Kya pataa ...if Congress is to be believed ..fixing between BJP and AAP ..
F: Bewakoofi ki hadd... they'll get the answer when the new appointee is announced ....will be litmus test on their fixing charge ..
M: One thing I know. ...its not easy to bear AAPs personal attacks ...which is AAPs way of politicking ...that's why I say Dhan hai Modi ...even Jung did not stoop to AAPs level and always responded in a dignified manner ...
F: Kejri's nukkad and mohalla language does not get a response from Modi .. I think he goes bad to worse in his fixation to get Modi to respond ..
M:Yes he may be feeling if Modi responds to his charges means he'll be a force to reckon with ..
F: Ha ha ha and he will even advertise this if it happens ...pan India ads ..maybe overseas too ..tell me ...total value of Notes that will not show up ..
M: They say 2 lakh crores ...add to this the Currency siezed and IT Tax and fines ...about 50000 crores ...
F: What will Government do with this windfall ..
M: Dekhthe jao ...... there are indications that Income Tax will come down ...and I'm sure huge spend on Farm Sector and MSE Sectors....
F: That's why Rahul went to meet Modi ...to grab credit for Farm Sector benefits to be announced ..
M: Yup he thinks we are fools ..

ONGC to buy 80% stake of GSPC with operatorship rights in Block KG-OSN-2001/3

Oil and Natural Gas Corporation Ltd. (ONGC) and Gujarat State Petroleum Corporation Ltd. (GSPC) have been engaged in discussions on a potential transaction for purchase by ONGC of GSPC's stake and operatorship in NELP-III Block KG-OSN-2001/3 ("Block") in Krishna Godavari (KG) Basin offshore. ONGC Board today considered the proposal and approved acquisition of the entire 80% Participating Interest (PI) of GSPC along with operatorship rights, at a purchase consideration of US$ 995.26 million for Deen Dayal West Field in the Block. GSPC has already built significant production facilities like well head platforms, process cum living quarter platform, onshore gas terminal, export pipeline for transporting treated well fluid from process platform to onshore terminal etc. ONGC shall also pay part consideration of US$ 200 million to GSPC towards future consideration for six discoveries other than Deen Dayal West Field, which will be adjusted upon valuation of the these discoveries subsequent to approval their Field Development Plans by DGH / Management Committee of the Block. The transaction would be documented by signing a Farm-in Agreement with GSPC. Requisite approval from the Government will be sought by GSPC in accordance with provisions of Production Sharing Contract of the Block. The acquisition of PI and operatorship rights in the Block fits well with the strategy of ONGC to enhance natural gas production from domestic fields on a faster pace, more so with a goal to reduce import dependency of hydrocarbons by the 10% by year 2021-22. The trial gas production from Deen Dayal West Field has already begun. Upon successful completion of the transaction, ONGC shall endeavour to bring the field on commercial production along with the existing partners in the Block. Through a successful exploration efforts by ONGC, an HP-HT corridor of oil and gas is emerging in KG Basin. The Deen Dayal Field will act as a pivot in developing nearby HP-HT discoveries in Yanam and Godavari PML areas of ONGC, simultaneously. ONGC also finds opportunity to bring the Cluster-I gas discoveries of KG-DWN-98/2 NELP Block and adjacent nomination blocks on a fast track development through utilization of infrastructure of Deen Dayal West Field.

Making wild allegations does not behove well

Rahul Gandhi is busy throwing mud at the Prime Minister. He perhaps thinks that some of it may stick. Making wild allegations does not behove a responsible leader who nurses an ambition of reaching the top one day.Media should also ignore such utterances.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
