With the state polls nearing, Congress, surprisingly enough, seems to
be having an upper hand in Punjab and it would not be a surprise if
it forms the next government in the state.
Alphons is ahead in race for LG, Delhi
Former bureaucrat and BJP leader K J Alphons Kannanthanam is said to
be ahead in the race for LG of Delhi. He is said to be the choice of
PM Narendra Modi. Former 1979 batch IAS officer Alphons had joined the
BJP in 2011. In August, he was appointed Administrator of Chandidarh
Administration but could not join because of political reasons.

Indians have said ....we are with Modi ....indicating we will bear the
pain..
Me: Congress will soon realize ...its 'Give a Bad Name and Hang' does
not work any longer ...Public has already accepted Congress has a Bad
Name and has prepared for Congress's hanging in the last General Elections
...next General Election ..the lever shall be pulled ...

Who will succeed U K Sinha as SEBI Chief ?
This time race for the SEBI Chief has generated interest in the corridors
of power.Infact, those who were considered powerful candidates last
year for the prestigious post have not applied this time. They are Ms
Arundhati Bhattacharya CMD State Bank of India, Shakti Kanta Das Secretary
Department of Economic Affairs and Ramesh Abhishek Secretary Department
of Industrial Policy and Promotion.
27 IAS officers retiring in December
As many as 28 IAS officers belonging to various cadres and batches are
retiring in December 2016. The officers include: Anand Prakash, K Lalnghingova,
T T Gamdik, F O Hashmi of AGMUT cadre; K Pradeep Chandra of Telangana;
Busi Sam Bob of Andhra Pradesh cadre; Sankar Prasad Nandi of Assam-Meghalaya
cadre; Kuwar Jang Bahadur and Prakash Kumar of Bihar cadre; A J Shah
of Gujarat cadre; Dr Hardeep Kumar of Haryana cadre; Dr Arun Kumar of

Scheduled meeting to select CBI Chief ?
The scheduled meeting to select new CBI Chief on Monday is unlikely
to take place.
Major joining in PSUs in January
More than a dozen persons are scheduled to join at CMD and Director
levels in various Boards of Public Sector Undertakings (PSUs) Units
on January 1, 2017.
About one dozen IAS officers of 1986 batch to be Secretary in GoI
Empanelment of 1986 batch IAS officers to the rank of Secretary in the
Government of India will take place only in the second half of 2019.
There is a feeling that about 18 empanelled officers officers of this
batch to the rank of Additional Secretary will retire before 2020.Out
of remaining 15 officers, only ten will be able to make it as Secretary
GoI. What a scenerio- out of the total batch of 120 only one dozen will
be eligible for Secretary post ?
One more IPS officer of MP cadre waiting in wings ?
After Anil Dhasmana one more IPS officer of Madhya Pradesh cadre waiting
in the wings to head the R&AW. He has also reportedly politely said
"No" for the DGship of the state.He is also a low profile
,hardworking officer.
GoI asks states to adhere to guidelines of IAS and IPS postings
The Department of Personnel and Trainings (DoPT) has again asked all
State Governments that its guidelines on postings of IAS and IPS officers
should be strictly adhered to. It has directed that only IAS and IPS
officers should be posted as the Deputy Commissioners and the Senior
Superintendents of Police in the districts.
New directive of GoI on suspension of IAS officers
The GoI has issued fresh directive to all State Governments on the suspension
of IAS officers. It says the DoPT should be informed within 24 hours
of suapension so that the Department can assess the situation and go
immediately into merits and reasons behind the suspension.
ACC to decide further extension of Kalyan Chakrvarty
The Appointment Committee of Cabinet (ACC) will decide on further extension
of three years to the inter cadre deputation of B Kalyan Chakravarthy
from Assam to Telangana. He is a 1995 batch IAS officer of Assam-Meghalaya
cadre.
Ministers to have larger say in Tamil Nadu
After the demise of JayaLalitha, it is said that Ministers are going
to have a larger say in the Tamil Nadu Government.
Bhatti to move CBI Mumbai
B S Bhatti is moving to Mumbai as Joint Director (EOW). He is 1990 batch
IPS officer of Bihar cadre.
GoI seeks names of women, SC &ST officers for central deputation
The Government of India has written to all the Cadre Controlling Authorities
(CCAs) to send names of women, SC and ST Officers in order to ensure

Anoop Kumar Srivastav will take over charge of the Secretary , Tribal

balanced approach you follow , using your charismatic power one wonder
you have to do is motivate your congress man ALWAYS & forever until

in previous (Dishonesty, Losers, anti-approach etc), He still has the
charisma to convert the public in your favor (100%). You listen now
& act later, Motivate now & react later, things will start changing
all over the country & the Team will be much stronger. Don't take
opinion before meeting your members instead give them a new approach
as how we will be heading in the new India. You are in the center, talk
to every elected member, previous strongman's on phone and assign them

The credibility of Finance Ministry is at stake. In 44 days, 126 notifications/clarifications
have been issued on demonitisation. This record will surely go in the
Guinnese Books of Records. Who is responsible for this sorry state of
affairs.? Undoub

" Ashwathama of Indian bureaucracy"
A silent majority of Indian bureaucrats comprises of quiet performers.
Honest and least bothered about wooing the political class. Such high-octane
top bureaucrats diligently pay income tax with no desire to own assets
disproportionate to their known sources of income unlike the former
Tamil Nadu Chief Secretary. On the contrary, there is a vocal minority
of high-ranking bureaucrats - smart, flamboyant, obsessed with keeping
their hierarchical superiors and the political class in good humour.
Their careers are assured long after retirement. This was quite common
under UPA regime. Things have not changed. Not even marginally. Strange
but true, some ex-bureaucrats have managed to sneak into present ruling
dispensation and prosper - hopping from one sinecure to another. They
never retire from public service and loose their comfort zones. They
are evergreen Field Marshals of manipulative bureaucracy. Merit, as
always, becomes the casualty.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
