GST: Levy of Cess not accepted to some states


Few states ,including Andhra Pradesh do not accept levy of Cess by the Centre on certain goods to compensate the states for loss of revenue arising out of implementation of GST in the five years starting from 2017-18.

Fresh panel for CBI Chief ?

A fresh panel for the post of CBI Director is being prepared by the PMO. There are 43 eligible candidates of four batches of the IPS for the post.The MHA has sent inputs of the names. As predicted by 'Whispers in the Corridors' the scheduled meeting to select CBI Chief did not take place on Monday.

Who will be new SEBI Chairman ?


Though the Search Committee has short-listed 10 candidates for the post, observers believe even other than short-listed candidate can be called for interview in mid January.

Acute shortage of officers at Deputy Secretary/Director level in GoI


The Government of India has written to all the Cadre Controlling Authorities (CCAs) to send names of officers for central deputation so as to make up a required strength of officers at Deputy Secretary/Director level facing an acute shortage of the same.

There is a big talk in the bureaucratic circles about empanelment of 1982 batch IAS officers. They say it's amazing that even during review four important IAS officers of their batch former UP Chief Secretary Deepak Singhal, Chief Secretary of Punjab Sarvesh Kaushal, Chief Secretary rank officer in Himachal Pradesh Vineet Chaudhary and Chairman of Inland Waterways Authority Amitabh Verma of UP cadre were not empanelled to the rank of Secretary in the Government of India.

Three Secretaries retiring this month


Three Secretaries in govt of India are superannuating this month. They are Dr. Shyam S. Agrawal, Secretary, Tribal Affairs, V.S.Pandey, Secretary, Fertilizer and Shashi Sekhar, Secretary, Water Resources. Pandey is a UP cadre 1979 batch IAS officer while Dr. Agrawal is a 1980 batch Rajasthan cadre IAS officer. Shekhar is a TN cadre 1981 batch IAS officer.

The Government of India is yet to finalise the person for the post of Director (Marketing), Heavy Engineering Corporation Limited (HECL) as a vacancy of this post has arisen on April 1, with the retirement of present incumbent A V Krishna on March 31, 2016. Union Steel Minister visits SAIL units at Ranchi (UPDATED)
Steel Minister Birendra Singh visited SAIL Units of Ranchi and urged them to register global presence in terms of increasing exports of SAIL steel by producing more and more special steel at optimum cost. He also emphasised the need of presence as a world class Management Institution as well as high Safety standards. Minister also inaugurated a pelletisation plant at Research & Development Centre for Iron & Steel (RDCIS), SAIL in Ranchi. On this occasion, Chairman, SAIL P K Singh, Director(Technical) Raman, Executive Director (RDCIS), B N Thakur, Executive Director(CET), P Saidev, Executive Director(SSO), R K Tripathy, Executive Director(MTI), Mrs Kamakshi Raman and other senior official of SAIL Ranchi Units are also present. He appreciated the innovations by SAIL R&D but urged for intensive marketing and thereby commercialization of product and process innovations. The Engineering and Technology Unit at Ranchi CET apprised that they have implemented hitherto single largest package in the history of SAIL at Hot Strip Mill, Rourkela. The challenge further lied in continued interventions till production reached to capacity levels. Inaugurating the Pelletization Plant at RDCIS, he underscored the merits and enormous scope of pellets. Thereafter inaugurating the e-Abhigyan knowledge sharing Portal at Management Training Institute (MTI), SAIL he emphasized the concomitant modality of Learning and Sharing.

NTPC awarded for employee productivity (UPDATED)
One of the best employers and the largest power utility of the country NTPC has been awarded for Employee Productivity at the 4th Governance Now PSU Awards 2016 held in New Delhi. The Award was received by S P Singh, Executive Director (HR) and Sanjay Singh, General Manager(HR) from Ram Vilas Paswan, Union Minister of Consumer Affairs, food and Public Distribution. Jitendra Kapoor, Legendary Actor and other dignitaries were present on the occasion.

North Eastern Pavilion of Goa arts and literature festival, 2016 (UPDATED)
The North-Eastern Pavilion (at The International Centre, Goa) is an exceptional venue at The Goa Arts and Literature Festival, 2016, dedicated to artists from the North East - writers, poets, musicians and the like. The curators of GALF uniquely designed an exclusive schedule of activities - panel discussions, readings, film screenings and performances which were held at this pavilion. From the December 9 and 11, GALF showcased the adroitness of these north-east Indian states which included Sikkim and the Seven Sister States of India (Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Tripura and Nagaland). This section falls under the aegis of the North Eastern Council (Ministry of Development of North Eastern Region) and focused on the vibrancy - richness in art, literature, music and culture - of the North East. It was an exclusive feature for festival visitors from Goa and across the world who were given the opportunity to witness these aspects of the North Eastern Region. The speakers who graced the audience with their intellect included prominent and eminent artists like author, translator and columnist Mitra Phukan; novelist Dhruba Hazarika; prolific writer Manikuntala Bhattacharya; poet Anubhav Tulasi; poet and novelist Mamang Dai; painter and documentary filmmaker Ashes Gupta; editor, publisher and proprietor of a daily newspaper in the north-east Monalisa Changkija, and performing artist Lou Majaw. At the inaugural, Margaret Alva, recollected her association with writers and thinkers (apart from politicians and social workers) during her tenure as a minister and member of parliament. She also expressed her desire to write a book on her experiences of the NE region. Yatin Kakodkar, president of ICG GOA hoped that her book would be written and completed in time to be released next year - at GALF 2017. After the inaugural function of the NE Pavilion, the sessions commenced with an introductory address by Indian educational activist, folklorist, writer, poet and editor Manas Ranjan Mahapatra (Director of Art and Culture, North Eastern Council). This was followed by interactive sessions with the youth as well as readings by writers and poets of the north eastern states. An exhibit of books written by these writers, including a pictorial display of the flora and fauna of the NE region further impressed upon the audience.

Five IRS-IT officers transferred (UPDATED)
As many as five IRS officers in the grade of Assistant/Deputy Commissioner of Income Tax have been given new postings. Accordingly, Rishi Kumar has been appointed as OSD in TPL Division, CBDT while Sanjay Sharma was posted as OSD in OT&WT division, CBDT. Similarly, T K Bhattacharya has been posted to NER region while M Logapathi was transferred to Kerala region and Umakant has been sent to Odisha region.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
