Resentment among IP&TAFS officers over grade allocation

The officers of IP &TAFS have expressed their displeasure over allocation of HAG and above level posts. As per allocation, one Apex level post each has been allocated to IPoS, ITS and IP &TAFS. IPoS gets seven HAG+ posts while ITS was given eight HAG+ and IP&TAFS gets only two HAG+ posts. IPoS gets 27 HAG posts; 24 HAG posts to ITS and IP&TAFS is given only eight. Thus, IPoS gets a total of 35 HAG above posts while ITS gets 33 HAG above posts and IP&TAFS is allocated only 11 HAG above posts in total.

Mandatory certificates for vehicles

Please issue instructions for all mandatory certificates for all existing vehicles including busses, trucks, taxis, and personal cars and even motorcycles. But, whose Certificate will be valid ? RTO, RWO or Notary Public, Self-Declaration Certificate. And Govt. should fix a price too for issuing a certificate And what if a bogus certificate? It is requested that all the instructions / penalties should be issued in one go and not in piecemeal. As far as I know, this type of certificate is already required for buying a vehicle in Delhi..

A welcome move !

This should be a welcome move. Even those who already have cars or any other vehicle without any parking space, and they are using public space for parking, should pay a parking fee. This practice is prevalent in many countries.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
