Anil Baijal was to become PS to Narendra Modi

A 1969 batch IAS officer of UT cadre and former Union Home Secretary, Anil Baijal who has been appointed as new Lieutenant Governor (LG) of Delhi Government was the front-runner for the post of Principal Secretary to Prime Minister Narendra Modi in May 2014. He was personally interviewed by Modi for about 40 minutes. Finally Nripendra Mishra was appointed Principal Secretary.

BJP to be largest party in UP!

Though it is not yet clear that who will win the elections in Uttar Pradesh, one thing is certain that BJP is going to be the largest party.

Dates of assembly elections to be announced on Jan 5?

According to sources, Election Commission of India (ECI) is likely to announce election schedule of five states on January 5, 2017. Assembly elections are due in UP, Uttarakhand, Punjab, Goa and Manipur in 2017. UP is likely to have five phase polling schedule while Punjab could have two phases. Remaining three states could go to polls in one day.

Will embedding take place in IIS?

Why GoI not promoting CSS officers to Director/Dy Secretary level posts?

Earlier the people of all India Services and Organized Group 'A' officers were proactive and use to volunteer to come on deputation to central Ministries/Departments in Delhi because of reasons of financial crunch or the burden of putting their children for education in hostels; poor medical facilities at their place of posting in comparison to the hostels located in the NCR, lack of telecommunication facilities & TV etc. These days the families are small and there is no burden in putting their wards in hostels. Because of the ICT and mobile facility they have minute to minute contacts with their wards. The educational, communication and medical facilities, these days are equal in all parts of the country. Nobody wants to shed his perks & facilities in field in order to become a babu like officer in the centre. On one hand the Government is saying that there is shortage of Dir/DS level officers in the centre but at the same time they are not promoting the Central Secretariat Service Officers to the level of Dir/DS, who are waiting in the wing since long.

Your statement that after exit of Anil Swaroop there will be beeline of trips by CIL indicates that it was only he who could annihilate such anarchy and his successor does not have those sharp teeth to maintain the legacy. We should plan for generating feeling in the minds of CIL or any other organisaation that it is our country and any abuse of government money is our own looting.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
