Arrogant boori Balaa... ...
Back in Shimla and its getting cold so my
Respected Friend and me decide to meet in a Coffee Shop which we know
is really warm. Over Coffees and Pastries we get chatting.
Me: It's colder in the plains ...
Respected Friend: After the recent heat of the MC Elections Chandigarh
has really taken no time to cool down....
M: Congress got wiped out in Chandigarh MC Elections ...and now they
are blaming the EVMs and infighting ....
RF: Yes its the SOP for Congress ... how can they accept the real reasons
...in this case Demonitisation and Congress's corrupt image...
M: And for Maya what's the SOP when she's put in a corner on probity
...
RF: People are jealous of Dalit ki Beti ...she did it when she was garlanded
with Notes ...and now just yesterday ..when IT questioned on the Deposits
... at 60+ she should start using some other title than Beti ....
M: And people are billing Rahul-Mamtha Press Conference as a Comedy
Show!
RF: Apna mazaak bana diya donno ne ...situation would have been more
hilarious if Mamtha had not insisted she will do the talking. Rahul
just nodded his head in approval and said only a word or two or it would
be a Guffawing Show...
M: Mamtha is behaving like a Investigator and Judge rolled up into one
...she's declared Demonitisation as a flop and has demanded Modi resign
..
RF: Shows how little she knows about the objectives of Demonitisation....
M: And today Rahul listed out ...BPL..Farmers ..Shopkeepers... MANREGA
beneficiaries. ..and demanded post the pain of Demonetization these
people should be benefitted ....
RF: Actually I think Rahul's Think Tank is in a tizzy ....they know
Modi is going to make some announcements that will serve as balm cum
reward... but as they can't pick Modi's mind so they've drawn up a list
of possible beneficiaries ...so that Rahul can grab credit and say ...see
Modi did it because I had demanded it ...
M: Does he think we are fools ...
RF: Of course he does ...its his arrogance!!
M: Has to be ..which normal person would check loyalty by offering biscuits
to his Doggies and then offering the same plate of biscuits to his loyalty
test target ...now it's being said 90% of the Demonitized currency has
been deposited ....
RF: Don't believe a word till RBI gives the figures ...Media is not
sure about the value of the Demonitized currency ...some say 14.4 l
crores ...some say ..15.5 l crores and some say 16+ L crores ...so wait
for the official figures ...let the Fat Lady sing ..in this case RBI
Guv ...
M: But some Bankers have stabbed India in the back ...
RF: Yes ...something that was not included in the Jugaad anticipation
by the Government ...I feel MOF should make the Deposits investigation
2 Tier ...a Central Team ...which will Vet Deposits and issue the Questionaires
to the Depositors under Scrutiny via Local IT Offices ... the local
IT Officers will summon those under Scrutiny and record their responses
...which will be forwarded to the Central Team along with previous 3
years IT returns ....the Central Team will evaluate and via the Local
Offices issue Orders ...... it will be a little time consuming .. (looks
at his watch ) ...let's move out ..I got to do some Kitchen Shopping
..
M: Sir today the joke for the road ...my turn ..only in India do you
have a 46 year old Youth Leader ...60 year old Beti ...and a 51 year
old Action Superstar ...

Why GoI not promoting CSS officers to Director/Dy Secretary level posts?
Earlier the people of all India Services and Organized Group 'A' officers
were proactive and use to volunteer to come on deputation to central
Ministries/Departments in Delhi because of reasons of financial crunch
or the burden of putting their children for education in hostels; poor
medical facilities at their place of posting in comparison to the hostels
located in the NCR, lack of telecommunication facilities & TV etc.
These days the families are small and there is no burden in putting
their wards in hostels. Because of the ICT and mobile facility they
have minute to minute contacts with their wards. The educational, communication
and medical facilities, these days are equal in all parts of the country.
Nobody wants to shed his perks & facilities in field in order to
become a babu like officer in the centre. On one hand the Government
is saying that there is shortage of Dir/DS level officers in the centre
but at the same time they are not promoting the Central Secretariat
Service Officers to the level of Dir/DS, who are waiting in the wing
since long.

Looting of Govt money
Your statement that after exit of Anil Swaroop there will be beeline
of trips by CIL indicates that it was only he who could annihilate such
anarchy and his successor does not have those sharp teeth to maintain
the legacy. We should plan for generating feeling in the minds of CIL
or any other organisaation that it is our country and any abuse of government
money is our own looting.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
