BJP wins in Rajasthan-jolt to Congress
It seems there is no impact of demonitization in Rajasthan. This is evident from the fact that in Vasundhara Raje ruled Government in Panchayat body election the BJP has won 12 out of 24 seats and the Congress has suffered. Two independents have also won.

Effect of demonetization on Uttar Pradesh polls
There is bound to be little or no effect of demonetization on Uttar Pradesh elections because polls in this state are mostly contested on caste basis.

Post demonetization, when will Modi have all round appreciation ?

Post demonetization, Narendra Modi will have all round appreciation only after some top politicians and top bureaucrats are put behind the bars.

41,616 cases in CAT
During the span of more than 30 years, the CAT has disposed of 6,90,867 out of 7,32,649 cases leaving a pendency of 41,616 cases as on September, 2016. The cases remain pending mainly due to non-completion of pleadings and non-filling up of the vacancies of Members at various benches of Tribunal and few old cases owing to stay granted by High Courts or because of cases having been remanded.

My Respected Friend ...a Retired Senior Bureaucrat. .... is still in Delhi and today we decide to meet at Kaake Da Dhaba in Connaught Place. He's a 'pure carnivore' and so he orders Butter Chicken and I being a Ghass Poos waala order Butter Paneer...... and of course Dal , kadak Rotis and Mukka maar ke onions are the common choice. And despite the din we get talking…. higher decibel.
Me: What's wrong with Mamtha Didi???
Respected Friend: She's a Rebel by Nature and now she's a Vengeful and Paranoid Rebel!!! And she has a new fixation....she wants to be the Leader of the anti Modi Brigade! !
M: Vengeful and Paranoid????
RF: Vengeful because of Demonetization and Modi's refusal to roll it back or give partial relief ....was her demand post Demonetization …. reasons for her objection to Demonetization …only she knows…. but various theories are being ascribed to it….. and paranoid…. because of BJP's and Modi's growing popularity in West Bengal!!!
M: But she's taking it to ludicrous levels by saying Army is trying a Coup in West Bengal!!!
RF: She's a seasoned Politician and she knows if Government wanted a 'Coup' there are Constitutional ways …. and then Army does carry out such exercises in Border States especially.
M: And it's impossible that Army did not inform the Local Police about the Exercise…there must be set SOPs.....and this must be going on for decades !!
RF: Absolutely…. in fact it's being said initially the exercise was scheduled for 28th of November but on the request of the Local Police the exercise was postponed by a few days….
M: And of course all this would be in writing…. cannot be verbal….she too knows this…. so why is she so hell bent on getting egg on her face….
RF: I think here her objective is to bolster her image as the Anti Modi figurehead…. if the correspondence is released ….she will say ….enough time was not given or Cops would have made alternative arrangements for movement of traffic …. why such a short notice!!! There are Secure areas where Army entered ....and Derrick alleged Army was collecting Money...
M: But couldn't the Army have given ample Notice … the rest of the demands are hogwash.. Army should not enter a secure area ..what a joke ...and I cannot believe Army was collecting Toll....hogwash!!
RF: If Cops made alternative traffic arrangements ....would finish off the objective of this exercise … which is… via the Traffic Movement to deduce what quantum of Civilian Heavy Transport that can be mobilized in case of a Military Emergency…. if the Cops diverted the Traffic the entire objective would be defeated!!!
M: Some would even say... now she wants the Army in Bengal to be under her command!!!! But this is for sure Indians value the Army's word more that hers …in fact no comparison at all!!
RF: And she's pretty comfy living in the CM's Office ….. she should try to match Modi's working hours.....constructive competition with Modi ...
M: Kejriwal has tweeted his support to 'Mamthadi'!!!
RF: Uss ki baat chodo….. he does not go into the merits and demerits of issues when siding with anyone opposed to Modi!!!
M: But what does he mean by saying ….Mamthadi India is with you!!!!
RF: His India has shrunk …. I hear now some NRIs who funded AAP are allegedly asking for a refund!!!
M: And now I hear Kejriwal is saying AAP does not have money to fight Punjab Elections!!!!
RF: Ha ha… the charade starts all over again….. he can start Dhaba Lunch/Dinner with Kejriwal and charge a Lakh a Plate ……or Cha with Kejriwal and charge 1000 bucks…
M: Coffee….
RF: Coffee has been grabbed up by Captain!!!
M: Rahul Baba post the Congress Parliamentary meet said… Modi is a prisoner of his image…. his is TRP Governance!!!
RF: Modi is a 'prisoner' of his commitments and he's made the Public a part of his commitment drawing up process…his Man ki Baat is a classical example…. he gets a mountain of suggestions from Indians!!! And too much is being read into Rahul Baba chairing his first Congress Parliamentary Meet…the flowers at the steps of Lok Sabha were because Rahul's Think Tank is jittery ….
M: In fact this step made it so obvious that there is thadthaditis in the Rahul Camp….. and then Sonia has not even anointed him….. I think she made it very clear in a recent interview!!!
RF: Yes that Interview was to calm the frayed nerves in Congress on the succession and Rahul being the heir apparent!!!
M: Should we go for a walk around CP…
RF: Let's sit on a bench and sun ourselves for some time … I believe in the Japanese proverb….. after lunch rest a while and after dinner walk a mile… and then we are going to Wengers for our Dessert…..( seeing my expectant look) …. achchaa ..you want the joke of the day ….ironical one .... they say Terrorists are scared of the Army …but now Politicians have started fearing the Army....pathetic ...because India is a Democratic Country that has a disciplined Army ...

BCAS conducts 91 security audits

India funding for Road Connectivity in South Asia

India is funding "construction of 69 Bridges on the Tamu-Kyigone-Kalewa Road and "construction of 120.74 kms road between Kalewa and Yargi section" of the India-Myanmar-Thailand (IMT) Trilateral Highway, in Myanmar to improve connectivity with South East Asia by road. The Trilateral Highway starts from Moreh (Manipur) in India up to Mae Sot in Thailand through Myanmar.

Together in acute misery

After attacks on some minorities, rant of love jihad, brutal violence by some vigilante groups and some more indiscreet actions, the massive exercise of banning 500 and 1000 currency, has brought the complete Indian masses under the one roof of instant misery. The pain reminds us of the four wars with Pakistan and one with China, when the nation raised one voice of Indian honour and prestige. The massive monetary transformative initiative has visible acceptance but everyone is feeling the unprecedented heat of having become bankrupt in one second. The wisdom of the state is being compared to Mohammad Tughlaq, Hitler and Mussolini across the nation in silent hush-hush tones. In the era of daily rumours and threats of throttling the necks of black money hoarders, comes a whiff of sagacity of the govt which has turned the nation into having longer queues than the Chinese wall. The government has provided one more opportunity to the persons having black money to pay more tax and penalty and turn black into white money and help the nation and its deprived section .The step has been condemned by one and all but the government has shown wisdom and gone ahead with the legislation to bring the fugitives of law in the ambit of law. The step will definitely help the distressed people being hounded by the tax nightmares and the poor masses.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
