Known for having showed her acumen in various segment in the banking industry, Mrs. Trishna Guha, who is presently Executive Director in Dena Bank, is of the view that demonetization - brought in by the Modi government recently - would be largely beneficial for banking industry.
In an informal chat with the Whispers In The Corridors (Editor- Sanjay Sharma & Vice President - Abul Hassan) during her recent visit to Bhopal, Mrs. Guha said that with huge increase in deposits following demonetization, banks will now not be compelled to borrow money because of rise in low cost deposits.

F: And on Counterfeiting I have a theory ....estimates about Counterfiet quantum were grossly undervalued ...estimation was done via Notes in Circulation (random samplings of 250 Notes) ...what about the huge chunk that is stored in Kashmir and remains locked up for extended periods...its the gateway and stock point for Counterfiet Notes distribution to the rest of India...and then there is news that in recent months Paki Counterfieting Machinery was working overtime ...
M: They say 26% of our Economy is Black ... there's cash ....but locally more is in Land and Real Estate and Gold ....
F: Yes but the Grease or Facilitator is Black Money in cash ....
M: And what about these reports that already 14 lakh crore value Notes have been exchanged or deposited ..
F: Hogwash ...as on 28th November as per RBI the figure was 8.45 .... and as on 28th November 45.27 % has still to be deposited ...I feel there will be a shortfall of about 2-3 lac crore... total 1000 and 500 value is 14.44 lac crores + Counterfiet currency ..
M: But post November 8 with the rush Banks must have accepted a sizeable chunk of Counterfiet Notes too...
F: Yes...so whatever the final deposit figure of Old Notes comes to ...a certain percentage should be deducted as Counterfiet money...because Counterfiet currency is not included in the Value of 500 and 1000 Notes in the Circulation figure ..which is 14.44 lac crores. ..
M:What's wrong with Baba Ramdev...he says Mamtha is PM material ...did he mean Pathetic Minister ...
F: I think he's positioning himself to be the peace maker ....after all its said ...fear an ignorant man...in this case woman ...more than a lion ...in this case lioness ... and nothing works better on a a Egoist than good old Makhan...

Govt eMarket system - is another milestone implemented by present govt. Govt departments can procure any common use goods and services with great ease. Took training last week at NIFM n found it of great use. May be first best integrated ayatem - MCA, PAN, Aadhaar, Bio metric attendance, esign, pFMS, payment gateways.

Post retirement benefits only to IAS officers ?


Why should post retirement benefits be given to only IAS Officers. however efficient one may be. This clearly shows that the officer has no passion for arts, music, literature and sports. In the pre-independence era, every ICS Officer eagerly awaited for post retirement period as they were very talented in Golf, Cricket, Journalism and Music. The current crop can only slog for 12 hours a day to please the bosses. I know many officers close to the Minister sit late till 8.00 PM just to draw the attention of Ministers and not to finish the work. Eight hours a day is too long a time to finish all the work provided if he or she does not indulge in gossips and hanker after foreign trip. The very concept of offering post retirement benefits to chosen few is highly detrimental to the efficiency and calibre of intelligent officers.

Congratulations to PM Modi for putting Anil Swarup (IAS UP 81) in charge of Scool Education and Literacy. For the first time, this charge has been given to a most outstanding officer. School Education and Literacy is bound to look up now. It is an indication of the importance PM Modi attaches to this department that he has posted Swarup to head it.

Grievance of a railway pass holder

A retired Master Craftsman claimed that despite being eligible for first class pass, the Railways had not been honouring several clauses related to the journey performed by a pass holder. He sought Information regarding rules relating to privilege passes issued to railway employees. The Commission observed that under the provisions of the RTI Act, 2005, only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non-compliance of rules /contesting the actions of the respondent public authority are outside the purview of the Act. Further, the CIC observed that the appeal relates to the grievance of the retired employee regarding utilization of railway passes and lack of awareness and sensitization of the work force dealing with such matters. This aspect needs to be re-examined by the competent authority to provide relief and succour to the affected retired employees in an objective and transparent manner.

Comments

Even though the redressal of grievance is outside the purview of the RTI Act, it has been frequently used to obtain some relief. The Information Commission has been sympathetic to injustice metered through a system which is not objective or opaque.
