end ?
Sanjiv Puri is expected to succeed Y C Deveshwar as CEO of the ITC by
this month end. He is presently COO of the company.
"Demonetisation - a boon for Banking Industry"
Known for having showed her acumen in various segment in the banking
industry, Mrs. Trishna Guha, who is presently Executive Director in
Dena Bank, is of the view that demonetization - brought in by the Modi
government recently - would be largely beneficial for banking industry.
In an informal chat with the Whispers In The Corridors (Editor- Sanjay
Sharma & Vice President - Abul Hassan) during her recent visit to
Bhopal, Mrs. Guha said that with huge increase in deposits following
demonetization, banks will now not be compelled to borrow money because
of rise in low cost deposits.

Kaun Banega IB Chief ? (3)
The top contender for the post of IB Chief is Mumbai Police Commissioner
D D Padsaligar. In the corridors of power, 1982 batch IPS officer of
Maharashtra cadre Padsaligar is rated very high. Infact, Padsaligar
after serving the IB for over 25 years returned to the parent Maharashtra
only a year back. The only hitch in his appointment is that he may not
be relieved by the Maharashtra Government. One can only wait and watch.
Justice Kehar named as CJI
Justice J S Kehar has been named as the next Chief Justice of India.
He will be the first Sikh to serve as CJI. He will be sworn-in by President
Pranab Mukherjee on January 04, 2017.

CVC asks all CVOs to submit financial reports
of three years
The Chief Vigilance Commission (CVC) has asked all the Chief Vigilance
Officers (CVOs) to examine the audit reports of Public Sector Undertakings
(PSUs) for the last three financial years: 2013-14, 2014-15 and 2015-16
and submit their reports to the Commission.
No action after CAG reports on financial irregularities
In spite of audit reports of Comptroller and Audit General (CAG) revealing
administrative and financial irregularities, no serious exercise has
been undertaken to identify officials responsible for deterrent action
by the Administrative Authorities in PSUs and PS Banks.
Dr Ramesh Babu likely to join as CMD, RECL
next week
Dr P V Ramesh Babu, who is presently in the cadre and on official tour
to China, is expected to take over the charge as Chairman & Managing
Director, Rural Electrification Corporation of India, Ministry of Power
next week. He is a 1985 batch IAS officer of AP cadre.

Lt Gen NPS Hira has been appointed as chairman of the Punjab Public

Nanda yet to be appointed as CMD, NMDC
The Government of India is yet to appoint Narendra Kumar Nanda, Director
Technical, NMDC as Chairman-cum-Managing Director, National Mineral
Development Corporation Limited (NMDC). The post has been lying vacant
since January 1, 2016.
Sridharan is also CMD, NMDC
R Sridharan, Special Secretary, Ministry of Mines, has been assigned
an additional charge of Chairman-cum-Managing Director, National Mineral
Development Corporation Limited (NMDC) till the appointment of a regular
incumbent. He is a 1983 batch IAS officer of Karnataka cadre.
No successor of Choudhary, MD, BLL so far
The Government of India is yet to find the successor of H K D Choudhary
as Managing Director, Biecco Lawrie Limited (BLL) retiring in December,
2016. However, The Public Enterprises Selection Board (PESB) had held
interviews for the post on August 4, 2016, but it did not find a suitable
candidate for the same.
Steel PSUs to undertake business in digital
mode
The Public Sector Undertakings (PSUs) under the Ministry of Steel will
undertake all their business transactions in digital mode.
6 CSE- 2015 candidate appointed in IDAS
6 CSE-2015 successful candidates have been appointed in IDAS. They have
been asked to report to the National Academy of Defence Financial Management(
NADFM) on December 19, 2016 for training. They are- Manish Kumar Chaudhary,

Karnataka based Petroleum CPSE sacrifices animals
to stop bad omen ?
The management of a Karnataka based schedule 'B' Miniratna CPSE in Petroleum
sector under the administrative control of Ministry of Petroleum &
Natural Gas has reportedly sacrificed around two dozen animals (from
official account) to propitiate gods/goddesses in order to bail out
of bad omen after the employees in the same figure lost their lives
during under construction works in the company.

In economics, demonitisation brings down economic growth !
In economics, demonitisation would have opposite effect of credit creation,
.ie,. reduction in availability of credit. This would reduce both consumption
and investment and, therefore, bring down economic growth. The fall
in growth could be severe given that 90% of employment and 45% of GDP
is generated in the informal sector which is largely transacted in cash.
Only about 7-8% of population in India holds credit/debit cards but
in rural India this percentage could be less than 1%. Contraction of
economic activity could last over more than 2-3 quarters and may be
more than the total amount demonitised. Loss in investor confidence
can last long time. Big loss will be for rural population who produce
highly perishable fruits and vegetables, besides, daily casual labour
across the country and those in informal sectors.

Congratulations to PM
Congratulations to the PM and his team, for not only demonetisation
but also plugging several loopholes proactively. One hopes that it wont
be allowed to be fizzled out by actions of a few renegades, acting in
connivance with crooks, in all walks of life.
One also hopes that once an action has been initiated, the tempo to
not allow black money to accumulate again , will be continued. Cash
transaction for all purchases beyond a reasonable limt should be totally
banned, aqnd punishment made exemplary, and giving it and other concessions
to people at lower end of income, to totally win them over. Our PM today
has become a legend , far above all others put together. It is our job
now to ensure that we enable him to stay there for many more years to
come.Our country is surely changing , else there would have been riots,
with all the provocations, from opp. politicians and paid news reporters!

Congratulations to PM Modi for putting Anil Swarup (IAS UP 81) in charge
of School Education and Literacy. For the first time, this charge has
been given to a most outstanding officer. School Education and Literacy
is bound to look up now. It is an indication of the importance PM Modi
attaches to this department that he has posted Swarup to head it.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
