"Demonetisation - a boon for Banking Industry"
Known for having showed her acumen in various segment in the banking
industry, Mrs. Trishna Guha, who is presently Executive Director in
Dena Bank, is of the view that demonetization - brought in by the Modi
government recently - would be largely beneficial for banking industry.
In an informal chat with the Whispers In The Corridors (Editor- Sanjay
Sharma & Vice President - Abul Hassan) during her recent visit to
Bhopal, Mrs. Guha said that with huge increase in deposits following
demonetization, banks will now not be compelled to borrow money because
of rise in low cost deposits.

Note Bandi and real beneficiaries of cashless transactions
Rahul Gandhi has alleged scam in commissions to the cashless service
providers. Who are the real beneficiaries if the cashless system increases
from 4% to say even 25% and what is the scale of business they will
get? It is now clear that the government is going all-out for cashless
in a mission mode with all States Administrations being given targets.
Whispers in the corridors of power are that the real beneficiaries might
be somewhere is Silicon Valley. Alibaba of China also has 40% stake
in PAYTM. Remember that RG's account was also hacked from abroad.

India needs Integrity Index
India needs to develop and adopt a National Integrity Index instead
of wasting time and money on LokPal law.The Central vigilance Commission
in India is the national oversight authority to deal with corruption
in the Government of India offices. The state governments have their
own vigilance establishment. Unfortunately corruption has neither been
eradicated nor reduced in the past several decades- it has only grown
to uncontrollable proportions even as the vigilance establishments have
grown equally disproportionately to contain its menace. The National
Integrity Index will expedite all Top Level appointments like the Judges
of the SC/HCs, UPSC members/chairman, Secretaries to the GOI, IB/CBI/NIA
Chief, Armed forces Chiefs, Board Level appointments in PSUs including
banks, autonomous institutions and others critical organizations. The
current practice of background check post finalization of selection
delays appointments leading to the undesirable practice of extension
of tenure for the retiring incumbent affecting the smooth functioning
of the concerned organization. Today honest public servant are punished
by the acclaimed dishonest, just like the black economy is threatening
the white economy for decades and in particular the last one month.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
