Creation of 75 posts of Jt Secretary, 120 of Addl Secretary for ITS officers today

A cadre review committee meeting being chaired by Cabinet Secretary on February 1 is expected to give a nod of approval for creating 75 posts of Joint Secretary and 12 posts of Additional Secretary levels for surplus officers of Indian Telecom Service (ITS) under the Central Staff Scheme. The approval may arouse controversy over gobbling up the share of non-technical officers wishing to serve on central deputation. At the first meeting, DoPT Secretary, Sanjay Kothari already expressed his disagreement on the move. The Government of India is forging ahead, despite 6th and 7th Pay Commissions recommended for abolition of this cadre for operational works while Delhi High Court ruled that ITS officers posted in BSNL/MTNL wishing to revert to DoT should be deployed to surplus cell as per Government rules. After the creation of these posts, other non-technical officers of All India Service may be deprived of posting to central deputation.

Guiding principles for Padma awards same with this Govt too

Going through the list of Padma awardees it becomes clear that the guiding 'principles' for conferring these awards are the same with this Government too. Barring for a few deserving persons there are either the electoral considerations, supporters of the party in power or recommendations by allies whose support the Government needs .The natural reaction on reading the names of some awardees is 'award for what? Some of the awardees has been bestowed their third Padma awards for the same achievement. It is like you get your degree for doing some course and then are given masters for the same course and finally a doctorate also for it. Some of the artists and others have long stopped their professional field owing to very advanced age but are resurrected for the highest Padma award. In one case ,irrespective of the fact whether the individual deserves or not the decision to award him is not politically correct since it is reopening the controversies surrounding him in a politically sensitive state .Clearly the selectors of these awards have not applied their mind. We have really taken the sheen out of these awards.

Threat and a warning

Prime Minister's speech will have sent shivers down the spine of industry honchos attending the Economic Times Global Business summit. "I have been referring to cooking gas, fertilizer and kerosene subsidies. I must confess that I am surprised by the way words are used by experts on this matter. When a benefit is given to farmers or to the poor, experts and government officers normally call it a subsidy. However, I find that if a benefit is given to industry or commerce, it is usually called an "incentive" or a "subvention". We must ask ourselves whether this difference in language also reflects a difference in our attitude? Why is it that subsidies going to the well-off are portrayed in a positive manner? Let me give you an example. The total revenue loss from incentives to corporate tax payers was over Rs. 62,000 crores. Dividends and long term capital gains on shares traded in stock exchanges are totally exempt from income tax even though it is not the poor who earn them. Since it is exempt, it is not even counted in the Rs. 62,000 crores. Double Taxation avoidance treaties have in some cases resulted in double non-taxation. This also is not counted in the Rs. 62,000 crores. Yet these are rarely referred to by those who seek reduction of subsidies. Perhaps these are seen as incentives for investment. I wonder whether, if the fertiliser subsidy is re-named as "incentive for agricultural production", some experts will view it differently." If PM were to incorporate these in this year budget, the wealth of the richest shall take a sharp knock, besides the Stock markets which will take it on the chin.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
