Why was a Chairman-cum-Managing Director (CMD) in a Public Sector Undertaking
(PSU) conspicuous by his absence at a Prime Minister's function? Is
he ill or is some other reason?

Today happened to be such a day... I'm sipping Narial Pani at Juhu
when a man in a totally dishevelled state approaches me ...
Dishevelled Man: Sir can you buy me a Narial Pani..
Me: I indicate to the Narial Pani vendor and soon this guy is desperately
sucking the straw> You seem thirsty ...have another one..
DM: Sir please don't think I'm a beggar ..a few months back I ran a
25 Cr unit ... I took a Loan from a PSU Bank to fund the unit...
M: Seems the Unit went belly up. .. or were you cheated..
DM: Both....initially all was fine then a new Branch Manager got onto
my case ..
M: Let me guess you defaulted on the loan ultimately ..
DM: The new BM would keep demanding something everyday ...and then one
day he made me an offer ...he said a friend of his was interested in
my Unit ....he wanted to construct a Commercial Building on the Site
where my factory stood...
M: Seems you refused...
DM: Right ....and then started my Unit's downturn...everyday I was verbally
asked to come to the Branch with some info ...made to wait a couple
of hours. ..on so many occasions Cheques I deposited in the Drop Box
went missing ...some days a lot of info was asked for ....I was told
Head Office wanted this info...everyday I was spending 3 to 4 hours
in the Branch ...
M: Which means your work suffered ...
DM: Business went down... to cut it short... soon my Unit was declared
Sick...I approached the Bank and offered to raise money via sale of
a plot ...the BM asked me to submit details ...but then forced me to
pledge the plot as additional collateral ... soon I was declared a Wilful
Defaulter and recovery proceedings started ...this process was totally
opaque...I was living in a rented house ...sold 3 cars to clear business
debt ....lost the Unit and my plot ... had to send my family to my In-
Laws... I am now a vagabond ... sometimes I get work .... the auction
too was fixed ...otherwise my properties would have netted much more
... 3 Bidders... BM's friend ...and 2 were clearly dummy Bidders ...and
the auctioneer seemed in a tearing hurry to 'hammer 123'...
M: So sad...
DM: But what angers me is the news that Banks have written off NPAs
....more than a lakh crore ... its like taking an eraser and clearing
the debt... why did they not do this in my case .......its obvious the
debtors could not repay and the collateral they gave was grossly inadequate
...so someone in the system connived...in my case they put my pic in
defaulter ads.... now why doesn't Government take out ads for written
off NPAs ... Name of Defaulter ... Default Ammount + Interest Bank .....
Branch ...... Branch Manager and CMD of the Bank at time of Loan Approval...at
least fix some responsibility. ..name ... shame and fix some blame ..
M: I understand your hurt but what you demand is not going to happen...
DM: Alas ...I know .... in this Country if you want to steal or default
...do it big time ...then the system works for you....

Whether Modi is losing his charm! This question is being raised by
a lobby that has flourished in corruption, nepotism by journalist enjoying
lavish foreign trips, undeserving award winning crowd, politicians indulging
in freebies & raising bogey of communalism to protect their vote
banks. Modi is busy creating strong India with inner strength. I don't
think he is losing his charm.

Very valid point, we have the highest regards for Dr Manmohan Singh
but why no serve was conducted during his tenure. Unfortunately, an
outstanding personality is in a wrong party and in a horrible coalition.
Hope there is no hidden agenda in conducting a survey on Modi's charm

CAT Members must be transferred
Administrative Tribunals (CATs): It is the open request to Modi and
DoPT Minister that all members of CAT who have been working at one city
for last two years must be transferred to other city.

Different yardstick for different places
Hometown LTC concession to J&K, NE is not allowed to the Government
Servants who reside in Delhi, but those who reside in Gurgaon, Ghaziabad
and other NCR area are eligible. I am surprised about the application
of mind of DoP&T. This is happening in Modi Government which had
promised to get rid of the senseless laws and such baseless rules/guidelines
prevalent in Government. DoP&T comes directly under the purview
of the Prime Minister. Will he please get rid of this circular and many
other such guidelines issued without application of mind and allow Home
Town concession to all the Government Servants. The reasoning that Delhi
residents have their hometown in Delhi will not go along as this concession
is not for actual hometown but a concession given for visiting North
East, J&K, A& N islands as a step towards promotion of tourism
sector of these places.

Please do not give names of retiring officers. It depresses them especially
when they are going for post retirement jobs. Sir you are great, please
have consideration for other sentiments.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
