Now it is time to act
The farmers fall in the category of low income group as it is proved
by the farmers taking extreme steps in cases not able to return the
loan. It can generally be recognised that most of the farmers fall in
the income group below 2 lakhs or so. Can FM understand why agriculture
income is not taxable when their income is below the tax limits? This
is generally for particular section of people to take the benefit of
this section and enjoy tax free income. Govt. is already supporting
by giving various type of subsidies like fertilizers etc. This is Government
job to find out who is availing the benefit of agriculture income and
take appropriate action. This has already been recommended by Kelkar
Committee. Now it is time to act on this.

I am of the view that whichever it is decided, oil in the best interest
of the company must have a regular CMD soonest. Adhoc arrangement beyond
a reasonable period may be detrimental for efficient running of the
company.

Rs 30,000 cr to go into Income Tax
People are talking Rs1, 00, 000/ crore will be involved in the implementation
of the 7th Pay Commission. But people are not factoring into consideration
the fact that out this amount 30% i.e. Rs.30,000/- crore will go into
the Income Tax Kitty. Further, when the Government employee carry out
expenditure, it will bring about fluidity in the market, they will be
paying sales tax, excise duty etc. This will also be a revenue for the
Government. It may also be realised that in the Government of India
a Secretary is working on the salary of almost equivalent to the MTS
employee. If he is made to retire he will be earning almost 70% of the
amount of his current salary in the form of the interests, which will
accrue to him out of the various retiral payments. In fact the Government
will be loosing by shunting him out.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
