Modi inaugurates NBCC implemented ESIC Medical College, Hospital (UPDATED)

Prime Minister, Narendra Modi, inaugurated 500 Bedded ESIC Medical College & Hospital at Coimbatore, Tamil Nadu on February 02, 2016. The Prime Minister is seen taking a look at the model view of the project after the inauguration. The Medical College & Hospital has been executed by NBCC, a Navratna CPSE and the value of the project is Rs.560 Crores. The Governor of Tamil Nadu, Dr K Rosaiah; the Minister of State for Labour and Employment (Independent Charge), Bandaru Dattatreya; the Minister of State for Road Transport & Highways and Shipping, P Radhakrishnan; the Minister for Rural Industries and Labour, Govt. of Tamil Nadu, P Mohan; the Secretary (Labour), Govt. of India, Shankar Aggarwal; Dr Anoop Kumar Mittal, CMD, NBCC were also among other dignitaries present on the occasion. NBCC, since its inception in 1960, has been executing innumerable hospital and medical college projects in various part of the country, for the State Govts., ESIC and other Govt. bodies and also executed super specialty hospital projects overseas i.e. in Male and Kathmandu. Presently, the Company executing Medical College and Hospital Works at Bihta, Patna; Hospitals at - K K Nagar, Chennai; Mandi (HP); Lucknow (UP), Parel and Andheri (Mumbai); Kanpur. The approximate project value of these projects is Rs.4000 crores.

Number of cases in CAT can reduce substantially !

If the Government seriously implements one of the ingredients of the Litigation Policy i.e. similarly placed individual should be treated similarly and that in case one has won a case in court, then the people similarly placed should not be required to approach judiciary and they should also get the benefit. The number of cases in the CAT will substantially reduce. Once, the Litigation Policy is approved, suitable/strict directives should be issue to the DOP&T, Ministry of Railways, Ministry of Defence and Science & Technology to follow with a provision for fixing accountability & responsibility.

Integrity of CAT members

I fully agree on transfer of CAT members. In the case of the appointment of DGP of Karnataka state, the CAT has taken more than 10 months and still there is no verdict whereas extremely trivial matters have been decided on priority raising doubts on the integrity of CAT members of the Bangalore bench. In earlier cases the verdict cases was given within two months. The PM seriously needs to look into the quantity and quality of work output of CAT members and ask CBI to keep a watch over them.

Seeking copy of Caste Certificate of an officer

Appellant sought a copy of Schedule Tribe (ST) certificate of a particular officer under the RTI Act, on the basis of an assumption that it might be fake. The PIO replied that SC certificate was not enclosed to the service book of the officer. The Central Information Commission (CIC) asked the appellant whether the appellant is having any basis to his suspicion about the ST certificate and about his interest in seeking these details, but the appellant could not convince the CIC. The CIC observed that the appellant had been heard earlier by it in several appeals. The CIC commented that the appellant is a cantankerous misuser of RTI and does not deserve any sympathy or information, as there is no public interest. The appellant is wrecking vengeance against the authority and officers for taking stern action against his misconduct. The CIC admonished him for misuse of RTI. The CIC ruled that the Public Authority can reject his RTI applications about inquiry and inquiry officers as that would impede the entire process of inquiry.

Comments

There is no specific provision in the RTI Act regarding rejection of an application for alleged misuse of the RTI Act. However, the CIC has repeatedly come to the aid of the PIOs in cases of harassment by repeated filing of applications.
