Nirmal Sinha, whose tenure as Chairman-cum-Managing Director, Handicraft

Committee of Cabinet (ACC). He has been given third extension in the
office till April 2016.

NTPC-SAIL Power Company Pvt Ltd (NSPCL), a joint venture of two Maharatna
companies, NTPC Limited and Steel Authority of India Limited , paid
interim dividend of Rs. 100.00 crores for the year 2015-16, which works
out to 10.20% of paid up equity capital . Manash Sarkar, CEO, NSPCL
alongwith S V Shahi ,CFO, NSPCL presented dividend cheque of Rs. 50.00
crore to Gurdeep Singh ,CMD, NTPC , during the cheque presentation from
NTPC A K Jha Dir (T), S C Pandey Dir (Proj), UPPani, Dir (HR), K Biswal
Dir (F) & K K Sharma , Dir (O) & Chairman NSPCL were present.
During financial year 2014-15, the company paid total dividend of Rs.
100.00 crores which included interim dividend of Rs.80 crore and Final
dividend of Rs.20 crore which also works out to 10.20% of paid up equity
capital share capital. The Dividend and Dividend distribution tax amounts
to 52.80% of Profit After Tax of Company achieved during financial year
2014-15.The Interim Dividend and Dividend distribution tax for the current
year 2015-16, works out to 91.39% of Profit After Tax of Company achieved
during Nine Month Period of April-December'2015. Ever since its inception
in March 2001, NSPCL has been a continuous dividend paying company.
NSPCL recorded a total income of Rs.1737.86 crore during April-December'2015
(Rs. 1669.05 crore during April-December 2014) with profit before tax
(PBT) at Rs.149.95 crore and a Profit After Tax (PAT) of Rs. 131.69
crore (PBT of Rs. 174.47 crore and PAT of Rs.146.41 crore during April-December
2014) .

Transfer dishonest Judges
There is need now to transfer dishonest and corrupt Judges of High Courts
and not promote them as Chief Justice.

It is nearly one year after taking over charge of Health Ministry by
the present Minister but could not show any remarkable results. CGHS
beneficiaries are suffering a lot in visiting Govt. hospitals specially
Sr. Citizens. At least Delhi CM has declared in one year he has provided
free medicines, tests and treatment to the citizens of Delhi. Let present
Minister of Health & FW take some leanings from Delhi CM and make
at least Sr. Citizens above 65 years get direct consultation facility
in CGHS empanelled hospitals not more. CGHS Wellness centers are OK
for day to day problems but for specialised consultation, empanelled
hospitals should be permitted without any permission or reference from
Govt. hospitals. In fact Govt. is denying the rightful things to retired
Govt. officials in medical treatment. Let the good sense prevails!!

"Deception, deceit, double speak"
The untitled post of PYK (WIC, Feb 15 ) raises serious issues. A large
number of vacant general pool flats in Delhi and other metropolises,
particularly Mumbai and Kolkatta , are under unauthorized occupation
of criminals, vendors, property dealers, sublettees with covert support
of CPWD staff . No pro bono publico. The illegality has benefits galore?
Handsome cuts go to CPWD staff , vendors, sublettees, property dealers,
beat constables et al. The credentials of occupants are dubious. The
authorities should not be shocked, if, terrorists are found sheltered
in such safe hideouts. Conduct surprise checks . The mafia raj controls
the murky business of massage parlours and flesh trade in vacant govt
flats and servant quarters of Lutynes bungalows.
Now, consider " State Guest " beneficiaries of government's
magnanimity . A large number of politicians, artists, writers, journalists
and others, are unauthorizedly squatting in central govt flats and bungalows
in Delhi, neither vacating it, nor paying rental dues running into crores
of rupees. Despite owning several private mansions, these cheaters managed
to get govt. accommodation by giving fake affidavits to the contrary.
It is not clear whether eviction and recovery proceedings have been
initiated against the defaulters? Some pleas are reportedly resting
in courts with stay on further proceedings.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
