Is there a Gujarat Model for CGHS ?
PM Modi often refers to the Gujarat Model. Can't he replace the Lutyens
Model of CGHS services in Delhi and elsewhere? The WIC has been highlighting
the suffering of the beneficiaries from time to time, especially the
pensioners. The PM being a sensitive person, who stands for zero tolerance
to corruption and inefficiency in public services, will cry more bitterly
than in America were he to go incognito on surprise visit to the CGHS
dispensaries and specialist wings in RML & Safdarjung. It is horrible,
pathetic, wasteful and stressful to the patients and the doctors alike.
Should patients aged 70+ be made to stand in queues for hours first
at registration counter, then outside the room of the doctor and then
at the medicine counter, come back for medicines after 2-3 days if they
need to be indented? Without saying much I conclude by saying that I
had expected a magical change by application of the Gujarat Model to
an organized source of malfeasance for decades in medical store purchase
etc. Public services are deliberately made deficient so that corruption
can prosper!

CGHS
N Prakash and myself have been continuously writing at this forum for
cause of senior pensioners of CGHS. By not reforming CGHS procedures
for senior pensioners Sir Health Minister Sahib you are adding to their
woes. Sir its high time you kindly come forward and announce following
reform measures for 65 plus pensioners :
a) For all OPD these 65 plus pensioners can go to any hospital CGHS
registered hospital of their choice without any reference from his /
her local CGHS dispensary,
b)for all medical tests / diagnostics can go to CGHS registered Labs
without any ref frm his / her dispensary,
c)All indoor treatment major minor surgeries procedures directly can
go to CGHS registerd hospitals of his / her choice without any reference
from CGHS or any specialist, and d) all medicines , drugs injections
etc from same hospitals, and finally for this category of pensioners
all cashless transactions.
The account reconciling should be done by CGHS and hospital / laboratory
concerned.
CGHS should get developed appropriate software for this category of
pensioners of age 65 plus
Respected Health Minister please try with this and if successful you
may cover all CGHS beneficiaries.

Subletting of govt. accommodation
In response to Saxena's view on subletting of Govt. accommodation I
specifically bring a specific case where one Deputy Director, Arora
official of the Ministry of Urban Development had let out his servant
quarter 21/120 Lodhi Colony to criminals and One Ambassador, Rayadu
was abducted from Lodhi Garden and kept for 4 days in his rented house
and none of the intelligence agencies was able to trace this diplomat
for days together. Unfortunately this official was so powerful that
he went scot free despite this criminal act. On the top of it as he
knew the system well he unauthorizedly kept on occupying his residential
accommodation for years together after his retirement, not paying any
dues to anyone. In league with Ministry officials he vacated house and
put a lock on the house and the next day UD officials came and took
over the house. Why he was not caught for this act, why UD officials
did not take any action, why his pension not forfeited. This is the
sorry state of affairs in Urban Development.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
