Commendable job of SPIPA in Gujarat
A group of IAS officers of 2014 batch underwent training at the Sardar
Patel Institute of Public Administration (SPIPA) last year as part of
their probation period are still connected to the institution, as they
continue to visit the slum behind the institution and teach children
subjects like language, mathematics and science. Vipul Mittra, who is
an IAS officer of 1986 batch Gujarat cadre, Director General of Sardar
Patel Institute of Public Administration, said the idea originated from
voluntary work done by students of the institution to bridge the gap
between officials and citizens. "Education and cleanliness drives
have now been made integral part of their training. The trainees used
to get free by 5 pm, after which they devote time to the kids in nearby
localities," he said. Mittra added that the officers would also
have to give regular updates on their social service during periodic
review meetings after their postings. "Gujarat has become the first
state to implement such an initiative," said Mittra. Anil Ranavasiya,
native of Banaskantha and one of the probationers, said that he is a
former student of SPIPA. "Thus, for me, it is like giving back
to the institution and to society at large. I share a rapport with the
kids now, and we have also been instrumental in sending a few drop-out
kids to government school," Mittra said.

Steel Authority of India Ltd.'s (SAIL) Chairman, P.K. Singh is visiting
all steel plants of the company in a planned manner to interact with
the entire collective and energize the employees during these challenging
times. His initiative is aimed at clearly communicating the company's
priorities to each and every employee at a time when the industry is
facing internal and external challenges P.K. Singh visited Bhilai Steel
Plant on 30thJanuary 2016 where he reviewed the progress of the ongoing
Modernisation & Expansion Plan. He inspected the project sites of
Blast Furnace-8, Steel Melting Shop-III, Bar & Rod Mill, Power &
Blowing Station-II, Universal Rail Mill and Rail Welding Line. The visit
was followed by discussions on production related and other issues with
a cross section of employees. He exhorted the collective for timely
completion of the projects and gear up for ramping up of production
from the new facilities. During this visit as well as in other plants,
the main thrust of Chairman's interaction has been to align every employee
towards the company's priorities including cost reduction, increasing
production of value added high NSR products, keeping abreast with the
changing market dynamics and newer avenues of revenue generation/ reduction
in expenditure. Reiterating faith in the SAIL collective and their ability
to stand through the challenges,Chairman said, "Next few months
are going to be very critical in terms of ramping up production from
new mills and attaining operational excellence. The changing times make
it incumbent upon us to reinvent ourselves by ensuring enhanced engagement
at all levels in the Company besides collaborating with our valued stakeholders."
He stressed on need to be flexible and agile in order to adaptto the
changing market scenario and utilizing every minute to the fullest with
speed and urgency. These visits have infused confidence and invigorated
the employees for facing the present challenges.

First time in history, Modi is going to change this country and seems
will definitely made it as developed and advanced. No one got so much
fast growth as we got in telecom despite of this the tag of surplus
has been attached to these technocrats who not only passed out IIT like
institutes but also resigned very much attractive packages because of
only and only serving the nation and still there seems no doubt regarding
capabilities of technocrats. It was a great shock to know that Government
is paying these officers by making them to sit idle. Let me clear things.
The money in government fund is not of anyone.It is of very hard earned
money of citizens and none should get without doing nothing...I don't
think there is lack of scope of work in Govt. There is digital India/Bharatnet
which is suffering due to shortage of staff technocrats and there are
more than 10,000 vacancies in government lying vacant...why why..is
it not criminal mistrust by paying these officers without work.

Facts about news item published in Whispers

My response for the same is as follows: "This news is wrongly depicting
the actual truth. There are near about 2000 ITS officers and the proposal
is to restrict their cadre strength to 463 wherein 12 posts in HAG and
75 posts of SAG are proposed. This is being done against the orders
of CAT, Hyderabad Bench dated 23rd March 2015 in OA 836/2013. Any Cadre
Review is to enhance the morale of the cadre with continued career progression.
When near about 600 ITS officers are working in SAG level, restricting
them to 75 adversely effects the cadre and gross injustice to the ITS
cadre. Not only this, all the Government of India instructions are flouted
while dealing with ITS cadre. IP&TAFS officers who are for financial
advise were made Regional Heads with Administrative and Financial powers
much against Dept of Expenditure instructions and CAT order. There is
heavy stagnation in the cadre where as 1987 batch ITS officers are still
working as Director / JAG level and 1979 batch ITS officers are working
in SAG level. No DPC was conducted for promoting the ITS officers for
last 6 years." In fact, I have made a detailed presentation on
how to improve the DoT. The same is enclosed herewith. Further, I have
made an online petition to Prime Minister and the Cabinet Secretary
to end discrimination towards ITS Officers. So far 617 persons signed
this online petition.

Action taken on sexual harassment complaint
Copy of enquiry report and action taken report on appellant's
complaint pertaining to sexual harassment to his wife at work
place was sought. The respondent informed that the information
sought could not be provided under the provisions of Section 8(1)(h)
of the RTI Act as the disclosure of information at that point
of time would impede the process of investigation. Subsequently,
the SBI informed that an inquiry by the Internal Committee constituted
under Sexual Harassment Committee was conducted and the Committee's
report and the findings of the Committee had already been communicated
to the wife of the appellant. They further added that as per Section
16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition
and Redressal) Act, 2013 the contents of the complaint made, the
identity and addresses of the aggrieved woman, respondent and
witnesses, any information relating to conciliation and inquiry
proceedings, recommendations of the Internal Committee or the
Local Committee and the action taken by the employer or the District
Officer under the provisions of this Act, shall not be communicated
to the public and media in any manner. Further, the appellant
has no locus standi to file complaint on behalf of his wife. The
CIC accepted the submissions of the respondents. However, the
PIO was directed to pass a speaking order on appellant's RTI application.
Comments
In the cases of sexual harassment, the Supreme Court guidelines
issued under the Vishakha case have to be followed. The CIC has
preferred not to issue a notice to the third party under section
11 and has upheld the denial of information.
