VVIP Dogs ...

Tired after a long day I'm seated in my favorite Chair when Napoleon....my intelligent Boxer....ambles in and plonks himself near me.

M: So Mutt how was your day...
Napoleon: Boss your wife refuses to call me by my name ..keeps addressing me as Oye Dog..no izzat...
Me: I'll talk to her ..
N: No respect in the house and no respect out of the house ...if only you were a VVIP I too would be respected...

M: Like ...
N: Other VVIP dogs come in Red Beacon Cars .... their minders are so respectful to them... sometimes you get the feeling the Dog is taking them for a walk... they get a snack and water ...they have picnics in the Park..

M: I'll tell Bahadur to walk in front of you and hold the leash in such a manner that it looks you are taking him for a walk...
N: Ha ... Bahadur ...shabbily dressed ...walks like he's dragging himself ...the minders are smarty turned out and walk smartly .. Bahadur walks like he is in a stupor and smokes and smokes ..

M:I'll talk to Bahadur ..
N: You know Rahul's Dogs ...that guy who you call Khujli ..his dog ... other VVIP dogs are midgets compared to me and Brutus the Paki Bully...another ordinary Dog..... but they growl at us because of their Security. .. I feel so ashamed ..we ashame our Breed...

M: Now here I can't do anything ...
N: Come Diwali or other Festivals ...people throng the Park to give the VVIP Dogs gifts ... which the minders respectfully load in the Cars... Brutus and me watch with our mouths open...

M: Chalo I'll come to the Park on festivals and give you both gifts... I will bring the neighbors with me to give you guys gifts..
N: Ha ..you'll get something cheap...the gifts the VVIP dogs get are mind boggling ...Collar mounted Voice Command Mobile Phones.... Personal TVs....the other day Khujli's dog got a personal portable potty...

M: Chalo Mutt let's go for a walk.. <I take the Mutt to a forlorn house 4 lanes away> Do you know this house ..
N: Of course this is Mad Mangly Max's house ...

M: Whom you call Mad Mangly Max at one time was a majestic St. Bernard..during his time was spoilt by his VVIP Master to the hilt ... then the Master landed up in jail with his two sons ... a hazard of being a VVIP.....after that no one cared for Max and today you can see for yourself his condition. .
N: <Half crying> Boss let's go home ...

We reach home and he snuggles at my feet as if to say he's happy here. Boxers are not emotional... so this is like him saying a zillion thanks.

PESB panel doing excellent job

PESB panel which came into existence from August 2015 is doing excellent job in selecting executives for PSUs. Several selections made by earlier PESB panel were questionable. Opinion in Whispers In The Corridor today are not fair and seems to be ill motivated targeting someone particular. Such opinions must not appear on a reliable website like Whispers In The Corridor.

Dangerous trend

Justice Karnan's invoking of provisions of SC/ST atrocities act on his transfer is a dangerous trend and need to be curbed. The provisions of this Act should be reviewed so as to prevent its misuse;otherwise every bureaucrat will be afraid to take any action against any SC/ST officials.

DATE WITH RTI

Seeking copy of Caste Certificate of an officer

Appellant sought a copy of Schedule Tribe (ST) certificate of a particular officer under the RTI Act, on the basis of an assumption that it might be fake. The PIO replied that SC certificate was not enclosed to the service book of the officer. The Central Information Commission (CIC) asked the appellant whether the appellant is having any basis to his suspicion about the ST certificate and about his interest in seeking these details, but the appellant could not convince the CIC. The CIC observed that the appellant had been heard earlier by it in several appeals. The CIC commented that the appellant is a cantankerous misuser of RTI and does not deserve any sympathy or information, as there is no public interest. The appellant is wrecking vengeance against the authority and officers for taking stern action against his misconduct. The CIC admonished him for misuse of RTI. The CIC ruled that the Public Authority can reject his RTI applications about inquiry and inquiry officers as that would impede the entire process of inquiry.

Comments

There is no specific provision in the RTI Act regarding rejection of an application for alleged misuse of the RTI Act. However, the CIC has repeatedly come to the aid of the PIOs in cases of harassment by repeated filing of applications.
