Commission (CIC).He is former 1979 batch IAS officer of Madhya Pradesh

D P Sinha is new Information Commissioner in CIC
The name of D P Sinha has been cleared for the post of Information Commissioner
in the Central Information Commission (CIC). Former Special Director
IB Sinha is a 1979 batch retired IPS officer of Manipur-Tripura cadre.
Amitava Bhattacharya is IC in CIC
Former 180 batch Gujarat cadre IAS officer Amitava Bhattacharya is being
appointed new Information Commissioner in the Central Information Commission
(CIC).

Senior Railway officer forcibly relieved of by withdrawing official
facilities
A senior officer of Indian Railway Traffic Service (IRTS) of 1984 batch,
who was transferred from as COM, SECR to Metro Railway, Kolkata in the
same capacity, has forcibly been relieved of with reportedly withdrawing
his car, official facilities even cutting of electricity service at
his bungalow after he reluctantly declined the transfer posting, due
to frequent transfers in short period and against transfer policy.
Major Gen demoted
Major General N.K. Mehta has reportedly been demoted to the rank of
Brigadier by the Lucknow Bench of the Armed Forces Tribunal (AFT) .

Sharma gets three months extension
H K Sharma, a 1992 batch Assam-Meghalaya cadre IAS has been given three

and Culture of Assam government.
Mudit Mittal returns from deputation
Upon return from deputation to 7th CPC, Mudit Mittal has been posted
to the Northern Railway in place of Rahul Kapoor who is being transferred
to Railway Board. He is an IRAS officer.
Transfers & postings of IRTS officers
Some officers belonging to Indian Railway Traffic Service (IRTS) have
been transferred at posted at different places. Accordingly, K P Yadav
presently Director (Tourism & Catering), has been appointed as Director
(PG) Railway Board in place of Rajesh Singh who was transferred to Northern
Railway and Shelly Srivastava is posted as Director Tourism and Catering
in Railway Board and S K Tyagi was posted in the cadre of Northern Railway
after return from deputation to CRIS. Similarly, Shobhit Bhatnagar has
been posted as CFTM, North Western Railway and Radhey Shyam was made
CFTM, North Eastern Railway.

Two IPS officers shifted in MP
Pankaj Shrivastava has been appointed as Inspector General, Administration,
PHQ while Kartikeyan was made Commandant, 6th Bt, SAF, Jabalpur in Madhya
Pradesh.
6 IPS officers of 2002 batch promoted to DIG grade in MP
As many as six IPS officers belonging to 2002 batch have been promoted

PESB panel doing excellent job
PESB panel which came into existence from August 2015 is doing excellent
job in selecting executives for PSUs. Several selections made by earlier
PESB panel were questionable. Opinion in Whispers In The Corridor today
are not fair and seems to be ill motivated targeting someone particular.
Such opinions must not appear on a reliable website like Whispers In
The Corridor.

Dangerous trend
Justice Karnan's invoking of provisions of SC/ST atrocities act on his
transfer is a dangerous trend and need to be curbed. The provisions
of this Act should be reviewed so as to prevent its misuse;otherwise
every bureaucrat will be afraid to take any action against any SC/ST
officials.

Modi Sarkar deserves kudos
Modi Sarkar deserves kudos for taking industry friendly measures. Now,
ease of doing business is the mantra. Even tax problems of industry
are being reduced. All this augurs well for the country.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
