Sane time tested advice ....

Still stuck in Shimla ..so today we meet at the picturesque Cafe Sol ...get talking over Coffee and homemade cookies.

Sir: 22 and 26 year old Officers lost their lives for the Nation...and in JNU you have young men of the same age shouting anti India slogans ...and in Haryana young men burning the State down.... I tell you what this Nation needs is Conscription ..

Me: Only then the Reservation lot will claim exemption from conscription. ..

S: Reservation is a disease .... and these same people would opt for a Doctor who has become a Doctor on merit over a reservation quota Doctor if it's a matter of life and death..

M: Haryana is in a bad shape...

S: 12 Stations ... Buses burnt ...Government should not repair the stations or replace the Buses ...demand first the rioters should face the law ...you know this Jat Reservation issue has been spoilt because of the competitive animosity between the ex CM and a Lady Dalit Leader very close to Sonia ....

M: Congress has its fingers in all pies and 'gobar' ( problems)..

S: Now in JNU the teachers are making ludicrous demands ...they feel JNU is not a place of learning ...but a place for dissent ....we fund dissent ....the Cops have a letter from the VC giving them permission to arrest students invloved in seditious activities on Feb 9... so go in and arrest ...unless the letter has a expiry date ..... why are Cops playing footsy... they don't arrest these 5 students ..the HC will rip the Cops in the Khaniyalal Bail plea. .

A young man comes to our table and touches Sir's feet ...

S: Come young man sit down...VJS he's my student ... like you were ... you remember your probation days and when I was on study leave ...so I'm going to give him the 3 Mantras ... you remember I gave you these when you were young ...

M: Sir I'm all ears..

S: First Mantra ..You should have a small note pad and Blue pen in your shirt pocket... always wear a watch ..and mug up conversions of distances ....measurements and weights ... Second Mantra... Avoid the Defence Sector like plague ... Third Mantra.. if you have to get some work done in Government try going to a Bureaucrat. .. they are knowledgeable and all are not 'on rent' ... you go to a Neta ...he will ultimately consult a Bureaucrat for the work.. and chances of you 'paying rent' are very high ... and even if the Bureaucrat is on rent he will be off your back when he gets transferred or retires... a Neta will be on your back till you burn him or your time is up... and remember a out of power Neta is more expensive than a Neta in power ..

I put two fingers to my forehead and do a Scouts salute ..

Unfortunate !

Very unfortunate that in a democracy, merit and dedicated work goes for a six at the hands of self servicing politicians based upon prejudices.

PESB recommendations

It is a fact that Pras view are correct. In the application there is no year of passing, college name etc and they have not asked copies of age and qualifications. They have not revealed the criteria of recommendations. They have yielded to political pressures especially from Bihar. Modi should take a note of it.

Transparency in PESB recommendations

The views expressed by pras is that PESB should be more transparent in recommendations. Our beloved PM Modiji wants transparency and digital India, so PESB should put the track/profile of candidates recommended along with scan copies of date of birth certificate, qualification certificates and experience on the web along with recommendation. it is very simple.

Is it freedom of speech ?

I am amazed, angry and confused by the way support is pouring in for those who chanted anti-India slogans at JNU. It s reported today that the faculty members of IIT Bombay have condemned the action of Government in arresting Kanhaiya. Today the academics from U.K Universities, from Oxford, Cambridge have also jumped in support of JNU. The other day hundreds of professors from Universities in USA did the same thing. Back home swarm of columnists and so- called intellectuals are crying for Kanhaiya and his fellow students like Umar Khalid and others. But no one condemns the slogans to destroy the country, to break it into different parts slogan like 'Bharat teri barbadi tak jung rahegi, jung rahegi'. Is this freedom of speech which everyone is bothered to save. Is it democracy of which all these people are swearing by?Why these people are confusing a party with the nation? Can anyone give an answer?

Reservation agitation in Haryana

The death toll has risen to 10 in an agitation, which explicitly did not have any ingredients of violence in the past, being considered as an outcry of the Haves.Traditional belief holds Patels and Jats as prosperous communities not deserving of any reservation in job quota as OBC, but the agitations in Gujrat, for Gujjar reservation in Rajasthan, and now in Haryana, have rolled out the dangers of such agitations becoming unmanageable leading to anarchy in future. This way only a few communities will be left to compete in the open category, thus, defeating the purpose of the reservation and those ultimately vying for the reserved status. The issue of reservation must be now openly debated at the national level for the people to know and weigh the pros and cons of its continuation and its scrapping.

DATE WITH RTI

Seeking copy of Caste Certificate of an officer

Appellant sought a copy of Schedule Tribe (ST) certificate of a particular officer under the RTI Act, on the basis of an assumption that it might be fake. The PIO replied that SC certificate was not enclosed to the service book of the officer. The Central Information Commission (CIC) asked the appellant whether the appellant is having any basis to his suspicion about the ST certificate and about his interest in seeking these details, but the appellant could not convince the CIC. The CIC observed that the appellant had been heard earlier by it in several appeals. The CIC commented that the appellant is a cantankerous misuser of RTI and does not deserve any sympathy or information, as there is no public interest. The appellant is wrecking vengeance against the authority and officers for taking stern action against his misconduct. The CIC admonished him for misuse of RTI. The CIC ruled that the Public Authority can reject his RTI applications about inquiry and inquiry officers as that would impede the entire process of inquiry.

Comments

There is no specific provision in the RTI Act regarding rejection of an application for alleged misuse of the RTI Act. However, the CIC has repeatedly come to the aid of the PIOs in cases of harassment by repeated filing of applications.
