Vigilance as management function - leveraging
technology' held at AAI Lucknow (UPDATED)
A Workshop was organized by Corporate Vigilance Department, Airports
Authority of India at Lucknow on the topic 'Vigilance as Management
Function - Leveraging Technology' February 2 and 3, 2016. Around 50
officers participated in the workshop which was inaugurated by Rakesh
Kalra, RED (NR) and eminent speakers from AAI & outside like CVO,
GM (Vigilance), GM (IT), APD (Lucknow), MP Juneja, Independent External
Monitor (IEM), Mrs Upma Srivastava, Principal Secretary, Govt. of Sikkim,
addressed the gathering. The inputs given by guest speakers was highly
appreciated by the participants. Besides, various issues related to
preventive aspects were intensely discussed and deliberated. Such workshops
are organized as a part of Preventive Vigilance on regular intervals
at various Airports under AAI.

PESB recommendations
It is a fact that Pras view are correct. In the application there is
no year of passing, college name etc and they have not asked copies
of age and qualifications. They have not revealed the criteria of recommendations.
They have yielded to political pressures especially from Bihar. Modi
should take a note of it.

The views expressed by pras is that PESB should be more transparent
in recommendations. Our beloved PM Modiji wants transparency and digital
India, so PESB should put the track/profile of candidates recommended
along with scan copies of date of birth certificate, qualification certificates
and experience on the web along with recommendation. it is very simple.

Is it freedom of speech ?
I am amazed, angry and confused by the way support is pouring in for
those who chanted anti-India slogans at JNU. It s reported today that
the faculty members of IIT Bombay have condemned the action of Government
in arresting Kanhaiya. Today the academics from U.K Universities, from
Oxford, Cambridge have also jumped in support of JNU. The other day
hundreds of professors from Universities in USA did the same thing.
Back home swarm of columnists and so- called intellectuals are crying
for Kanhaiya and his fellow students like Umar Khalid and others. But
no one condemns the slogans to destroy the country, to break it into
different parts slogan like 'Bharat teri barbadi tak jung rahegi,jung
rahegi'. Is this freedom of speech which everyone is bothered to save.
Is it democracy of which all these people are swearing by?Why these
people are confusing a party with the nation? Can anyone give an answer?

Reservation agitation in Haryana
The death toll has risen to 10 in an agitation, which explicitly did
not have any ingredients of violence in the past, being considered as
an outcry of the Haves.Traditional belief holds Patels and Jats as prosperous
communities not deserving of any reservation in job quota as OBC, but
the agitations in Gujrat, for Gujjar reservation in Rajasthan, and now
in Haryana, have rolled out the dangers of such agitations becoming
unmanageable leading to anarchy in future. This way only a few communities
will be left to compete in the open category, thus, defeating the purpose
of the reservation and those ultimately vying for the reserved status.
The issue of reservation must be now openly debated at the national
level for the people to know and weigh the pros and cons of its continuation
and its scrapping.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
