How can IRS be most powerful ?
You are mistaken. How can the IRS be the most powerful in the NDA Government
? They are controlled by the Revenue Secretary, who is an IAS officer.
Actually, the Revenue Secretary has become important in the NDA regime.
Other Secretaries may be resentful of the new found status of the Revenue
Secretary.

No one can even come close to IAS
The most powerful service is the IAS and no one can even come close.
Promotions in the IRS have been absolutely stalled for over two years
now. They were badly delayed even earlier. 1994 batch of the IRS is
yet to be promoted in the cadre. On the other hand, IAS officers of
the 2000 batch have achieved the promotions in their cadre. 1997 batch
IAS has been posted as Joint Secretary in Government of India, 1989
batch is being considered for IRS, despite Modi's desire to give all
services some semblance of their just dues. Where is the comparison?
The IRS and the IPS have been totally demoralised for ages. Their only
hope is Modi. Kudos to Modi for having tried to correct the severe disabilities
and injustices that the IRS and the IPS were inflicted with. In fact,
Modi has for the first time, taken outstanding officers from services
other than IAS to serve as Joint Secretaries to Government of India,
which the IAS had till date, cornered, by hook and by crook, entirely
all for themselves, on specious grounds, despite the Central Staffing
Scheme being open to more than thirty services.

Why expose ourselves to foreign miscreants ?
Everybody will agree with Madam Aarti Khosla. No one on any count can
support Jung rahegi Bharat ki Barbadi tak. talking of Bharat ki Barbadi
and getting support from unmindful intellectuals Freedom of India is
important. What freedom of speech did we have when under foreign rule.
Why are we exposing ourself to foreign miscreants for narrow considerations
like Modi popularity.

Personnel recruitment
After dithering on the recruitment of the Punjab government employees
on regular basis for more than two decades, a few months back the govt
had initiated the process of mammoth recruitment i.e,1.13 lacs, by entrusting
the job to Punjab university.The process ,even after holding the written
examination in some categories, has been halted with reports of large
scale corruption and complaints. In the year 2002 complete ban was imposed
on the fresh recruitment and it was also decided that the posts fallen
vacant or to be vacant shall be deemed to be abolished and the departments
were asked to reassess the staff requirements. After many departments
protested about the inadequate staff to run the administration, era
of outsourcing of staff and contract appointments was ushered in ending
the adhoc appointments. The only appointments allowed, that too largely
on the intervention of the courts were of compassion and handicapped
quota. Intermittently victims of heinous crimes perpetrated by influential
politicians also got government jobs. Some departments, such as police,
food and supplies, education and health, regularly persisted with the
cabinet and got nod of the cabinet for creation of jobs and recruitment.
The unions of contract and outsourced employees approached courts for
regularization of their services and also resorted to agitations. The
unrest amongst the youth for lack of employment opportunities and the
ominous ensuing Assembly poll in Feb 2017 forced the government to fill
the vacancies in many organisations.
Earlier, the appointing authorities were duly competent to recruit
the staff, but presently the recruitment has been substantially centralized,
necessitating the roping in of specialized agencies to complete the
process of recruitment. The allegations of corruption, nepotism, favouritism
and fraud are not new to the state. Its PPSC, SSSB, have remained mired
in shameful activities not very long ago. When the recruitment to man
these organisations are not on merit and fair play, how we can expect
these to recruit people on merit in government. The regular recruitment
of patwaris has not taken place since 1992.In the year 1993,written
exam was taken across the state for their recruitment. Nothing happened
thereafter. It was rumoured that some candidates ,who were related to
a powerful minister, could not sit in that exam, so the entire exercise
was put to naught. In the mid 1980s,in a Punjab district, the staff
was recruited entirely on the basis of their performance in the basic
eligible educational qualification. Not a single complaint was made.
But the then deputy commissioner of that district was a completely honest
man. To ensure complete fairness in recruitment, entire personnel and
recruitment policy needs to be revisited. The system shall remain the
same unless and until honest people are put to man the recruitment process.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
