Alok Verma, new CP of Delhi Police, will take charge on Feb 29 around 1200 hrs. Verma is a 1979 batch IPS officer.

Appointment of Information Commissioners smell of political considerations
There are news reports that some people ,who are RSS men or belonging to other political parties have been appointed as Information commissioners. 'This is not for the first time that the appointments to this and other constitutional bodies have been made on political considerations rather than on merit and fairplay. Only a few days back a information commissioner in Punjab state had resigned to rejoin a political party, which he had reportedly deserted 4 years back and had got the appointment of information commissioner as a reward. The RTI Act bars the appointment of a politician as Information commissioner, but the government have circumvented the law to adjust its faithfuls including bureaucrats on quota basis between the alliance partners. More than 4 years back, the High court had intervened in the case of appointment of Chairman of Provincial Public Service Commission and set aside the appointment, besides laying down certain guidelines for making such appointments. For the knowledge of the public ,the government should publish the Comparative biodata of all the applicants and also intimate reasons for selecting the candidates, on its website for the public to judge the fairness of the government. As per the legal parlance only the adversely affected candidate can approach the court ,but how difficult it is to get justice, deters and restrains the ignored candidates from approaching the courts and government are . aware of it to fearlessly take advantage to advance its faithfuls rather than the competent. How long this fraud on the law will continue unabated ,nobody has an idea. The revolutionary law needs relook to plug the loopholes.

Limit views to governance issues

Saw the post by Navneeth Krishnan and many others which show views on issues other than bureaucracy and its nuances. All these posts reflect just one view point that is of BJP. I wish it is purely limited to governance issues and not on political lines. Otherwise, include the contra view also for a balance.

"India needs to be aggressive on Kashmir"

India is facing cross-border terrorism in J &K due to proxy war by ISI- trained fidayeens. As always, India refuses to be aggressive. It is reactive ( Mooh-tor jawaab ) not, pro-active. Our soldiers are being martyred, but the government remains on the backfoot. There is a need to re-visit India's Pakistan policy. It is time to turn the heat on Baluchistan and help its liberation. Let India engage with Afghanistan, Iran and even Israel as strategic partners. This will divert Pakistan from its evil designs on Kashmir. China would not risk joining the fray for safeguarding its heavy investments in India. Let India move forward, or, else, continue to suffer stoically.

Seeking copy of Caste Certificate of an officer

Appellant sought a copy of Schedule Tribe (ST) certificate of a particular officer under the RTI Act, on the basis of an assumption that it might be fake. The PIO replied that SC certificate was not enclosed to the service book of the officer. The Central Information Commission (CIC) asked the appellant whether the appellant is having any basis to his suspicion about the ST certificate and about his interest in seeking these details, but the appellant could not convince the CIC. The CIC observed that the appellant had been heard earlier by it in several appeals. The CIC commented that the appellant is a cantankerous misuser of RTI and does not deserve any sympathy or information, as there is no public interest. The appellant is wrecking vengeance against the authority and officers for taking stern action against his misconduct. The CIC admonished him for misuse of RTI. The CIC ruled that the Public Authority can reject his RTI applications about inquiry and inquiry officers as that would impede the entire process of inquiry.

Comments

There is no specific provision in the RTI Act regarding rejection of an application for alleged misuse of the RTI Act. However, the CIC has repeatedly come to the aid of the PIOs in cases of harassment by repeated filing of applications.
