CBEC is the most corrupt department right from the top. I have raised several complaints but none were addressed as most in the hierarchy are recipients as well.

Ways of CBEC and CBDT are strange


The ways of CBEC and CBDT are strange, they are islands catering for themselves. They do not follow Govt policy on litigation in case of personnel and service matters. The same is going to delay the implementation of the National Litigation Policy and earn the ire of the P.M. just the way CBEC has earned it two days back. In fact such hard skinned management of both the boards needed to be given the taste of Rule 56(J) for going against the Govt policy. That is why the personnel in these departments are having low esteem. The matter is fit to be taken up by service associations and the Joint Consultative Machinery as to why these two formations are excluded from the inclusion of personnel matters in the policy. The litigation in service matters is more due to the ego clash of the senior management, and a review of the same is going to bring it out in the open. Are these people afraid that their fiefdom will be put to danger?

Why no Padma award for Baba Ramdev ?


Talking of Padma Awards, incidentally, a never-heard-before Chinese Yoga expert gets Padma award for spreading yoga while our very own Baba Ramdev is not considered. Not withstanding a few controversies there is no denying the fact that Baba Ramdev has made a tremendous contribution to the popularisation of Yoga in the country. His Yoga Camps all over the country from North-East to Ladakh attract huge crowds and he did help in the victory of the ruling party in elections by telling his huge following to vote for them. Is it because his outspokenness on certain issues has annoyed the powers that be? Whatever be the reason he did deserve a Padma Shri atleast.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
