In case Member is appointed, Ashwani Kumar Kapoor presently GM Metro Kolkata will take over.

Dr Aruna Sharma always used IT as a tool to improve Governance


Dr Aruna Sharma has always used the Information Technology as a tool to improve Governance. As early as mid 80s she was first to float shift to PC based model of 'Computerization of Land Records'. In late 90s when autocat was mandatory for any special display she developed gram DRISHTI a desktop GIS application with an indigenous GIS Engine enabling virtual navigation from country to village, data conversion of tabular data to GIS map based representation that worked on windows platform using GRAM ++ components. That got reward from none less than Dr APJ Abdul Kalam. She was also instrumental to design the shift from analog to digital platform. Her creation of family identification mechanism for common data base 'Samagra' got national award. Panchayat Darpan is another platform for fiscal discipline in local bodies and creating statutory reports mandatory for audit. Her posting as Secretary IT will definitely enable to develop team to bring out ease of governance and access to information with ease of navigation.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
