Laudable suggestion to end corruption

The Nagpur Bench of the Bombay High court judge's suggestion to the citizens not to pay taxes if the government is unable to control corruption has evoked criticism and appreciation as well. Judges are also human beings and, thus, victims of this malady off and on, so the anguish has been manifested in the judicial proceedings in a 385 crores corruption case every citizen is a share -holder and part of the social contract under which he is governed. I once asked my honest to the core Tehsildar colleague as to how he was managing the expenses of political and bureaucrat VIPs during their frequent visits as I was fully aware that both the categories seldom paid their boarding and lodging expenses. He told me that he instructed his registration clerk and the city patwari to share the unlawful expenses. To me this was also corruption if you prompt your subordinates to collect and expend money unlawfully, rather than stopping them. However except for occasional genius officers, corruption rules the roost, in all spheres of life. Some years back almost the entire country veered round the issue of Lokpal as a panacea for its remedy, but see where has the issue gone. Nobody has ever come with the definite answer as to how to eradicate corruption. The suggestion of the Judge is convincing enough as only mass movement can do the job. The corruption is worldwide phenomenon as said by the late Indira Gandhi. As far back as 1621 Francis Bacon ,Lord Chancellor of England, scientist , philospher and essayist having global repute was tried for 23 counts of bribery. Warren Hastings ,the Governor General of East India company was impeached for corruption in the mid 1780s.However English rulers like William Bentinck, from the years 1828-35,abolished Sati, female infanticide. He suppressed Thugs (hereditary robbers) from central and northern India. Even Warren Hastings had exterminated sanyasi bandits, who kidnapped children. Why no ruler in free India has taken any drastic step to end corruption or other equally lethal evils, when the foreign rulers took stringent action to control law-breakers? What restrains PM from being so diffident in eradicating corruption? The Judges' call is legitimate and laudable and the only way to go ahead, in spite of its being considered extraneous in the current legal case.

Plight of a historical City

I am writing this in sear pain about a district- called Mehrauli in South Delhi. This is a place established by brave king Prithaviraj Chouhan called 'Mihirawali' as a town or city called by Historians. You all will be surprised to know that it is established in Aaravali range and has mainly four entrance points that too are exist points also at present-Aadheria More, Jain Temple Road(Dada Bari), Kishangrah road & main road through Qutab Minar side which extremely congested. In last ten years, unauthorized construction & Land grabbing, destroyed forest area and Heritage buildings like other places in Delhi, which has occurred due to Land & Builder Mafia's with connivance of authorities. Lots of unauthorized colonies have been established by encroaching in Forest Area & Monument Area which has made Mehrauli over-crowded. This might be first town of Medival India, having rich cultural heritage in name of Qutab Minar, Mazar Kaki,Yogmaya Mandir, Gurudawara, Jain Temple & Church also. There is a festival by name "Phoolwaloon ki shair" depicting our plural society & secular ethos as a Nation since Medieval time. Today, this is to bring out an incident of yesterday, as we all know Winter brings lots of Marriage ceremonies in the vicinity, there is a Civic work undertaken by Delhi Jal Board to re-lay the Civic pipeline few days back from Aandheria More side, Main Road of Mehrauli up to Qutab Minar. All Commuters/Residents of Mehrauli are suffering due to closure of this Main road. Nobody can enter in Mehrauli because all small & congested entries are packed because everyone is taking these route or passages. Last night, the suffering time was of three hours for anyone to enter Mehrauli or reach home. Situation was such that even Walkers could not walk through to reach their home. It is pathetic. Delhi Jal Board has undertaken this work of Civic re-laying without preempting any consequences of Public distress- without Public Opinion/RWA,-MLA, Municipal representative & Police have not taken care of Resident, - In Mehrauli lots of Wholesaler, Traders, Subji Mandi & small, medium shopkeepers of every nature exists and everyone has encroached the Main Road to that extend that only one vehicle can cross and even at some point, it is impossible to cross. Nobody is listening misery of Mehrauli Resident. Nothing is happening in this area to improve this heritage place of Ancient/Medieval significance's. There are so many Public facilities/amenities lacking in this area but why this Civic pipeline re-laying work has started by Delhi Jal Board having reasons:
To spread land grabbing activity behind the scene.
To systematically destroy all monuments behind the scene & grab adjacent land.
To grab forest land as well as DDA land behind the scene.
If you right now visit to this place, you can easily imagine/assess, how systematically Mafia's with connivance of authorities have destroyed this place of great importance. There are so many things to write, not now, but we request Urban Development Minister, Govt. of India, DDA Authorities & Delhi Police to immediately take action & save this Historical Place and provide some relief to the Residents. We are not requesting the State Govt, which is already dead for us, no use, they are deaf & dump.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
