Ease of accessibility of Cabinet Minister at Modi led NDA Govt
Whispers in the corridors were in for a pleasant surprise when one of
our GMs seeking details of the celebration of 30 years of department
of biotechnology under the ministry of Science & Technology headed
by the Minister Dr Harsh Vardhan, himself responded immediately to call
made to his cell phone. He not only patiently heard but provided the
relevant information as well. The Minister has listed his cell phone
number in his web site and clearly mentioned to contact him if anybody
has suggestions for improvement or grievances related to his ministry
and Delhi.
Drastic cut in hospitality expenses during PM's visits
Due to the instructions of the Prime Minister Narendra Modi, expenditure
on hospitality has come down drastically. At a gathering, a senior officer
who has worked at various airports during three Prime Ministers said,
when A B Vajpayee used to visit Lucknow, hospitality bill was Rs. 1-1.50
lakh, whenever Ms Sonia Gandhi and Rahul Gandhi visited Srinagar, bill
used to be between Rs.8-10 lakh per visit. And this amount was supposed
to be borne by AAI and Security Forces. Now Modi's airport hospitality
bill ranges between a meager of Rs 3, 000 to 3,500. Moreover, that too
is to be paid by officials who accompany PM because PMO has given instructions
that since government officers get TA/DA, therefore they will pay their
hospitality bills. Even PM also pays his bill for tea.

Frivolous Criticism....
I take the 5.32 Fast train from Churchgate to Virar ( I'm going up
to Andheri) ....today only one of my train friends is there .... Amar....
Akbar and Antony were absent from work today..
Me: Amar Churchgate Station is gleaming ...what cleanliness....must
compliment passengers for chipping in and keeping station clean. .
A gentleman sitting opposite: Ha .... I saw a paper near the entrance
...one near the entry to platform 3 ... this cleanliness is a joke ...
Amar: Bhai aapan koun...
Gentleman: Rustom Lonavalawaalla..
M: Sahib ji (Parsi greeting)....(train pulls into Marine Lines)
... Just see how orderly passengers have become ....all in a line to
board the train...
Rustom: Ha.... there there.... the line is not straight ...
A: (giving me 'is he wonky' look) You know Bhai ....Stations are being
regularly gassed and sprayed ... to counter Malaria etc.
R: ( Train pulls into Grant Road)... There... there did you see that
fellow sneeze without covering his nose ...and see that fellow is coughing
without covering his mouth ...
M: Amar what happened to Akbar and Antony today....
A: Akbar was tired ...he's been working late for a month needed to take
a break or he'd fall sick... Antony had asked for leave long time back...
some family function....very rare in his case...
R: Ha ....and Bhakts (Modi supporters are called Bhakts by the Pseudo
lot) say that Modi has improved attendance in Offices...
A: (train pulls into Bombay Central).. Wow Bhai just see how walls
have been scenically painted .... looks so beautiful...
R: See those two pillars ...colour clashes ....
M: How was the Market today...
A: Brisk dhandaa.... sentiment is getting better ...
R: Sensex has fallen ... Rs. has fallen ...
A: Bawa ji .... check out globally how much Developing Economies
and Currencies have fallen.....if you compare India's pretty well off.....
(train pulls into Dadar)... Bhai in the past when our compartment stopped
here we covered our nose ...now no stench from toilets ...the other
day I was here and I used the toilet. ...abs clean... they charge Rs.
2 ... with the cleanliness no one minds ...in fact many leave tips too!
R: Rs. 2 ...why ..... this facility has to be provided by Railways free
of cost ... this is so wrong ....
M: (train pulls into Bandra)... Amar ...4 stalls on the Station ...have
taken loans from Mundra Bank... its written on the Boards... just see
how their businesses have turned around ...you call up and give your
order and compartment number and nearest window and someone is waiting
with your Order (handy for people who have to travel to Virar)...
R: All will run away with the money ...if big Industrialists don't pay
loans back how can you expect these people to...
M: Mr Rustom... its a well known fact that Hoi Polloi tend to save and
also pay up loans ... Micro Banking success is based on this vital fact
... I'm getting off at the next station... just one question in response
to your wisecracks .....are you related to Rahul via his Parsee connection
...like you Rahul cannot see and appreciate good work...and has to criticise
the good work being done by Modi..
Disclaimer : Not demeaning Parsis . Just trying to connect two individuals
...who similarly frivolously criticize.

Bad elements weeded out
It is to the credit of Modi that good officers from the IAS are being
rewarded and the bad elements weeded out. Earlier, only the bad elements
got rewarded. Good officers from other Services are also being rewarded
and bad elements weeded out. It augurs well for the country.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
