Ease of accessibility of Cabinet Minister at Modi led NDA Govt

Whispers in the corridors were in for a pleasant surprise when one of our GMs seeking details of the celebration of 30 years of department of biotechnology under the ministry of Science & Technology headed by the Minister Dr Harsh Vardhan, himself responded immediately to call made to his cell phone. He not only patiently heard but provided the relevant information as well. The Minister has listed his cell phone number in his web site and clearly mentioned to contact him if anybody has suggestions for improvement or grievances related to his ministry and Delhi.

Drastic cut in hospitality expenses during PM's visits

Due to the instructions of the Prime Minister Narendra Modi, expenditure on hospitality has come down drastically. At a gathering, a senior officer who has worked at various airports during three Prime Ministers said, when A B Vajpayee used to visit Lucknow, hospitality bill was Rs. 1-1.50 lakh, whenever Ms Sonia Gandhi and Rahul Gandhi visited Srinagar, bill used to be between Rs.8-10 lakh per visit. And this amount was supposed to be borne by AAI and Security Forces. Now Modi's airport hospitality bill ranges between a meager of Rs 3, 000 to 3,500. Moreover, that too is to be paid by officials who accompany PM because PMO has given instructions that since government officers get TA/DA, therefore they will pay their hospitality bills. Even PM also pays his bill for tea.

Who is the best Secretary in the Government of India? Tie would be between Hasmukh Adhia, Revenue Secretary and Anil Swarup, Coal Secretary. Both are outstanding officers of the 1981 batch. Adhia is a Gujarati and belongs to the Gujarat cadre where he has served under Modi when he was CM. Swarup belongs to UP, from where Modi is an MP.

Seeking copy of Caste Certificate of an officer

Appellant sought a copy of Schedule Tribe (ST) certificate of a particular officer under the RTI Act, on the basis of an assumption that it might be fake. The PIO replied that SC certificate was not enclosed to the service book of the officer. The Central Information Commission (CIC) asked the appellant whether the appellant is having any basis to his suspicion about the ST certificate and about his interest in seeking these details, but the appellant could not convince the CIC. The CIC observed that the appellant had been heard earlier by it in several appeals. The CIC commented that the appellant is a cantankerous misuser of RTI and does not deserve any sympathy or information, as there is no public interest. The appellant is wrecking vengeance against the authority and officers for taking stern action against his misconduct. The CIC admonished him for misuse of RTI. The CIC ruled that the Public Authority can reject his RTI applications about inquiry and inquiry officers as that would impede the entire process of inquiry.

Comments

There is no specific provision in the RTI Act regarding rejection of an application for alleged misuse of the RTI Act. However, the CIC has repeatedly come to the aid of the PIOs in cases of harassment by repeated filing of applications.
