NBCC bags Rs 2526 crore work order (UPDATED)
NBCC, the state-owned Navratna CPSE, has bagged Rs 2526 crore work order
in the month of January 2016 alone. With this, the Company's order book
for FY 2015-16 till January, 2016, has touched Rs 17170 crore. Talking
to the media, NBCC CMD, Dr Anoop Kumar Mittal informs that the Company
has recently secured a few prestigious work contracts in Delhi from
AIIMS and ITPO. These include development of Jai Prakash Narayan Apex
Trauma Centre of Rs 2000 crore and Redevelopment of Residential complexes
of Rs 5828 crore, both from AIIMS. The other significant work order
very recently bagged, is from ITPO for construction of Integrated Exhibition-cum-Convention
Centre at Pragati Maidan, Delhi valued at approx Rs 2200 crore. The
ITPO work is basically a redevelopment project comprising demolition
of existing structures and putting in place, state-of-the-art facilities
for holding all sorts of global trading events at Pragati Maidan, Dr.
Mittal said. In the context, he also informs that NBCC is poised to
achieve around Rs 40,000 crore work order by the end of FY 2015-16 and
post a growth of about 25% CAGR in the year.

Falling prices, surging imports hit SAIL's
third quarter (UPDATED)
Steel Authority of India Limited (SAIL) registered a growth in production
of Hot metal, crude steel and saleable steel by 2%, 4% and 14% in third
quarter of FY'16 over the second quarter of the current year. SAIL also
registered a 6% growth in sales volume over the previous quarter at
2.906 million tonnes. Simultaneously, the techno-economic parameters
for the third quarter registered growth. There was a 4% growth in BF
productivity and 6% growth in continuous casting in the current quarter
compared to the previous quarter. However, the Company incurred a net
loss of Rs 1529 crores for the third quarter of FY'16 as against a net
profit of Rs 579 crores over the third quarter of FY'15, primarily due
to a 24% decline in Net Sales Realisations over the corresponding period
last year. Sales were adversely impacted by huge surge in imports of
low priced steel. Global Steel prices have registered a steep fall over
the last year falling from around $460 to $280 mainly due to slowing
Chinese consumption which is leading to oversupply of cheap steel into
the market. Imports into India are at an annualized rate of 12 million
tonnes, which is 20% up over a very high base of FY' 15 when they had
surged by 75% over the previous year. The domestic market continues
to suffer from the rising imports particularly from China, Japan &
Korea at prices which are much lower than the domestic cost of production,
affecting the margins of steel producers operating in India. Chairman,
SAIL, P K Singh said 'the global scenario is very challenging and demand-supply
imbalance resulting in price adjustments is hurting the domestic steel
industry. We are focused on ramping up production from our new units
and are adopting cost efficient strategies to improve our NSR. The recent
favorable policies announced by government and its concerted efforts
to enhance infrastructure spends in viable sectors will improve the
domestic demand and provide some relief to the Indian steel industry.'

'Supreme Court on civil services exams reforms'
The Division Bench of Supreme Court partly upholding a decision of
Kerala High Court, has held that " The Public Service Commissions
(PSCs and UPSC ) are within purview of the RTI Act and are bound to
provide scanned copies of answer sheets of the written test, copy of
the tabulation sheet and other information sought by a RTI applicant
under under RTI Act, 2005 ". No doubt, this is a landmark step
towards transparency. The fiduciary relationships between the Commissions
and Examiners remains protected. Thank God, re-valuation of answers
(both Objective and Open-ended) is not ordered. Even a totaling mistake
in the answer books could upset or even render the entire results null
and void. But, the decision is bound to throw up immeasurable workload
on PSCs, UPSC and cognate recruitment bodies. No one could or should
prevent the failed or even successful candidates from seeking the desired
information and /or documents. Entropy will continue to increase in
the system. The revolution of rising expectations will follow. DoP&T
is expected to take the call.

Suggestion for Finance Minister for budget
Since most of the senior citizens construct their houses for getting
regular income in their old age, the present limit of monthly rent of
Rs 15,000/- (annual rs.1,80,000/-) for not deducting tax at source is
very low as compared to the annual exemption limit of Rs3,00,000/- for
senior citizens. it will give some relief to the senior citizens if
the limit for non-TDS from rent is equated to the exemption limit for
senior citizens or non-senior citizens.

I was amused to read plight of historical city "Mehrauli area"
by one resident. He perhaps has not realized that the plight of each
metro city is the same, courtesy political bandwagons civil servants
and authorities who matter.

Seeking copy of Caste Certificate of an officer
Appellant sought a copy of Schedule Tribe (ST) certificate of
a particular officer under the RTI Act, on the basis of an assumption
that it might be fake. The PIO replied that SC certificate was
not enclosed to the service book of the officer. The Central Information
Commission (CIC) asked the appellant whether the appellant is
having any basis to his suspicion about the ST certificate and
about his interest in seeking these details, but the appellant
could not convince the CIC. The CIC observed that the appellant
had been heard earlier by it in several appeals. The CIC commented
that the appellant is a cantankerous misuser of RTI and does not
deserve any sympathy or information, as there is no public interest.
The appellant is wrecking vengeance against the authority and
officers for taking stern action against his misconduct. The CIC
admonished him for misuse of RTI. The CIC ruled that the Public
Authority can reject his RTI applications about inquiry and inquiry
officers as that would impede the entire process of inquiry.
Comments
There is no specific provision in the RTI Act regarding rejection
of an application for alleged misuse of the RTI Act. However,
the CIC has repeatedly come to the aid of the PIOs in cases of
harassment by repeated filing of applications.
