Rajasthan cadre IAS officer announces embracing
Islam for not being made Chief Secretary
A senior most IAS officer of 1978 batch, Umrao Salodia has announced
to embrace Islam christening his name as Umrao Khan after the Government
of Rajasthan did not elevate him as Chief Secretary of the State and
queered his pitch by giving an extension of three months to incumbent
C S Rajan of the same batch. Salodia, who is presently Chairman, Rajasthan
State Road Transport Corporation, has accused the State Government of
discriminating him and sought VRS before his scheduled retirement.

ED to implement new transfer policy in February
?
According to sources proposed new transfer policy has created ripples
in Enforcement Directorate (ED). Many old guards who are at one place
for the last more than one decade are said to be disturbed and trying
to scuttle the move. Sources maintain that new transfer policy is bound
to be implemented shortly, most likely in February.

Lt General Bipin Rawat takes over as Army
Commander Southern Command (UPDATED)
Lieutenant General Bipin Rawat has taken over the charge as General
Officer Commanding in Chief, Southern Command. Immediately after arrival
he laid wreath at the National War Memorial, Pune and paid homage to
martyrs. Later he was given a Guard of Honour. The current assignment
of the General Officer is a testimony of continued dedication to service
which began on his commission on 16 December 1978 and award of 'Sword
of Honour' at the Indian Military Academy, Dehradun. Prior to current
assignment, he was General Officer Commanding Maharashtra, Gujarat and
Goa Area located at Mumbai.

Thermal Power Project (NNTPP) and enquired the status of the project
advised to speed up the implementation of the project. He switched the
functioning of the EOT crane.

MACP not been implemented in Kendriya Vidyalaya Sangthan
MACP has not been implemented in Kendriya Vidyalaya Sangthan and teachers
are getting just Rs 50 on MACP as 10, 20, 30 yrs has not been implemented
by 6th CPC and DOPT & D/o Expenditure has not agreed to implement
it despite HRD being in favour of it. What will your children get from
this dissatisfied teachers. No promotion, no MACP why we have these
different standards for our elite teachers in KVS. HRD Minister needs
to look into the issue seriously.

Post of Chairman National Biodiversity Authority vacant
The post of Chairman National Biodiversity Authority is lying vacant
for the past 2 years and interviews were held eight months ago but in
eight months m.o.e.f did not find time to appoint Chairman of apex body
looking after biodiversity conservation. It's office is at Chennai but
it is run from Delhi with the result that NBA is loosing 10000 crore
of rupees every year and due to lack of direction from chairman NBA
who is makeshift arrangement, state sbbs are loosing approximately 25000
crore of rupees every year. Will PMO look into this issue as it is very
much related to climate change.
Central govt issued order that appointment should be done with in 6
months of advertisement of post, but in this case 8 months have passed
after interview by committee appointed by PMO. Does this pattern of
working will do any good to India's development, this seems that PM
has lost control of ministers and PMO and they are not afraid of delay.
Will PMO take up this issue as a test case as who are responsible for
this inordinate delay. This will turn out to be biggest scam because
we are loosing revenue worth 35000 crore every year since the promulgation
of the biodiversity act 2002 . In NDA govt there was some hope to implement
this act as this was passed by NDA govt at center in 2002. Congress
did sleep on this act causing loss of revenue of 35000 crore every year
since 2002.

Controlling pollution in the city
Nobody is taking serious note of one suggestion for controlling pollution
in the city of Delhi i.e. misuse of officials vehicles by the Bureaucrats,
Ministers, Senior Company Executives and their family members. Almost
all the Secretaries to GOI are using two vehicles at the cost of exchequer.
This is no secret. The other officials are mulching the public sector
undertakings and other offices. There are a number of officials, who
apart from taking Transportation Allowance along with their salary are
using official vehicle or mulching PSUs. This is criminal. The biggest
blacksheeps in this regard are the Personal Staff of Ministers. The
Department of Expenditure have indicated in response to an RTI Applications
that as the Union Ministers are allowed for usage of 600 litres of petrol
every quarter of the year that means they are entitled for only one
car. There is a massive mis-use of vehicles in the Defence Forces by
the personal and their family members. If the companies reduce their
burden of transportation expenditure, the national will get more tax.
In response to an RTI application it came to the notice that huge expenditure
was being incurred by the Rural Electrification Corporation for providing
Vehicles and Stationary items to the Officials of the Ministry of Power
and their family members. This was brought to the notice of the then
PS (now CS), who issued instructions but things are now back to square
one.
If my suggestion above is seriously implemented the nation will not
only controlling pollution but also conserving energy resources and
expenditure.
In any case, based on the above practice, a party is planning to become
party to the pollution case pending in High Court by impeding itself.

Disclosure of information in relation to unauthorised construction
and encroachment
Photocopy of entire case file of unauthorised construction of
building was denied by the PIO, East Delhi Municipal Corporation
on ground of being third party information. In his initial reply,
the PIO provided contradictory information about whether the property
has been sealed. The appellant stated that due to unauthorised
construction on the above mentioned property, extensive damage
was caused to his house. The respondent claimed that the sealing
and de-sealing of any property is personal in nature. The CIC
observed that disclosure of information in relation to unauthorised
construction and encroachment does not require clearance from
any third party. Looking into the circumstances of the case, the
CIC granted a compensation of Rs. 25,000/- to be paid to the appellant
u/s 19(8) (b) of the RTI Act. Further, a show cause notice was
issued to the PIO as to why penalty should not be imposed on him
u/s 20 RTI Act, 2005 for outright deliberate denial of information.

Sealing and de-sealing of any property is a part of official work.
In a number of cases, the CIC has ruled that disclosure of information
in relation to unauthorised construction of building and encroachment
cannot be said to be personal information of the third party and
as such, disclosure in such cases do not require clearance from
any third party.
