Did Gujarat PCC make written complaint against P K Mishra ?
How Many people know that P K Mishra was the only target of the Congress
Party considering him a Modi loyalist during 2003 to 2013. Incidentally,
a written complaint against 1972 batch IAS officer Mishra by the Gujarat
PCC Chief is still available in the Department of Personnel. Do the
present DoPT officials know about this complaint ? P K Mishra is presently
Additional Principal Secretary to Prime Minister Narendra Modi.

Narendra Modi was the first CM, who straightway brought victory for
his party to become Prime Minister of India. He did not have any specific
experience of working at the central level to be comfortable as PM.
So as PM of India, he has not been able to create any positive impact
to take India forward. However he has two specific feathers in his cap
as far as foreign policy is concerned. Firstly, he made a territorial
pact with Bangladesh to solve permanently decades old problem. Secondly,he
has won hearts on the Indian and Pak fronts by going to Pakistan and
wishing his counterpart on his birthday. Whatever his detractors may
say, he has ushered in an era of humane diplomacy, which will pay dividends
in the long run despite of despicable ventures of some forces as in
Dina Nagar and Pathankot. Narendra Modi's charm was in the selected
audience and not universal and his special audience is still charmed.
He has not yet shown any explicit gesture of any change internally.

Definitely not. He is doing his best for the country and the citizens
of India. One writer has said that people do not want to see him on
the TV. It is an utterly wrong statement. Most of us look eagerly to
him to carry further the nation. Yes he has made promises, but it takes
time to work it out and implement. Very easy to be an arm chair critic
and talk. To sit in the hot seat is different and that too with the
most wonderful opposition we have, creating stumbling blocks all the
way forgetting that the very same parties were responsible for the mess
we are in now.

CSS manipulates rules !
I completely agree on undue partiality shown to CSS vis-a-vis CSSS.
As rightly pointed out, CSS is the file-managing/dodging managers, they
exploit to the fullest extent thus denying CSSS their due promotions
even after waiting for years together. CSS manipulated each and every
rule for their advantage and poking their noses unnecessarily to the
disadvantage of CSSS. This should stop and the higher-ups should warn
CSS of their attitude and do justice to CSSS, who are toiling day and
night/Saturday, Sunday and holidays. You can hardly see any CSS person
attending office on a holiday/Saturday, whereas CSSS is always unsure
of their holidays and have to obey to their boss's orders. So at least
now DoP&T should do justice to CSSS forthwith.

Disclosure of
service book
The Appellant sought certified copies of
extracts of the service register of the Senior Regional Manager
of the Respondents in their Bengaluru office. The Respondents
replied that the expression 'service register' was not prevalent
in their organization and they do not maintain any service book
in respect of their Senior Regional Manager. The Appellant stated
that such records should be available in respect of the employees
of the public authority. The CIC held that the records concerning
the service matters of the Senior Regional Manager must have been
maintained by the public authority in one form or the other. If
these are not available as a register or book, these should be
available on files or in electronic form. Further, the CIC observed
that the information is exempt from disclosure under Section 8
(1) (j) of the RTI Act. Referring to the allegation of irregularities
made by the appellant, the CIC held that this allegation cannot
become the ground of larger public interest.
Comments
The High Court of Madhya Pradesh in Shrikant Pandya vs. State
of M.P. [W.P. No. 13646 of 2009, judgment dated 1.2.2010] the
service book contains annual confidential reports and other information
like details of family and nomination thereo which are personal
in nature and a Government servant has a right to guard the same.
If parted with, disclosure would certainly lead to the unwarranted
invasion of privacy of the Government servant. Therefore, a PIO
must remember that as the service book contains personal information
about an employee, it is not liable to be disclosed as such to
an applicant.
