Debate :- " Is PM Narendra Modi losing his charm ? Is he a changed
man. Any suggestions ?
PM Modi is affected by the law of "diminishing charm", though
marginally. First thing first. Expected to be an agent of change, he
set wonky priorities. His inability to rein in loose cannons within
the party dented his image and gave fodder to the Opposition. Perennially
on flight mode, making record- breaking number of foreign tours by ignoring
domestic issues, was ill-advised. No doubt, foreign trips are necessary
for raising funds for investments, these surely have made global impact.
PM Modi has been in a tearing hurry to achieve the maximum good for
the country and build a positive image. He is honest and incorruptible.
Handling the Pathankot fiasco will be the litmus test for his leadership.
There could be a change in his working style. He will surely curtail
his foreign visits and focus on domestic concerns. He must realize that
Governance without delegation of power and down-sizing the mammoth bureaucracy
is meaningless. Micro-managing union ministries are not advisable. This
has robbed them of initiative and ability to take independent decisions.
Political executive must be responsible to tame the bureaucracy. Blind
reliance on bureaucracy, is administratively inexpedient.

Has judiciary grown in status ?
Yes definitely. But they only filled the void created by the IAS that
started cheap tactics and gradually downgraded itself in post 70 era,
to the extent of lifting chappals of the political bosses. Brotherhood
and fraternity lost ground to cheap utter selfishness with chicken heart
when it came for colleagues. IPS has been better off. In fact the void
created by IAS was filled not by Judiciary alone but major shares were
conceded to political bosses and equally to the IPS. Shear lack of courage
to take responsibility and attitude of "may also see" and
"committee constituted" should also account for it. Gradually
the shoulders have become very narrow.

Action taken on sexual harassment complaint
Copy of enquiry report and action taken report on appellant's
complaint pertaining to sexual harassment to his wife at work
place was sought. The respondent informed that the information
sought could not be provided under the provisions of Section 8(1)(h)
of the RTI Act as the disclosure of information at that point
of time would impede the process of investigation. Subsequently,
the SBI informed that an inquiry by the Internal Committee constituted
under Sexual Harassment Committee was conducted and the Committee's
report and the findings of the Committee had already been communicated
to the wife of the appellant. They further added that as per Section
16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition
and Redressal) Act, 2013 the contents of the complaint made, the
identity and addresses of the aggrieved woman, respondent and
witnesses, any information relating to conciliation and inquiry
proceedings, recommendations of the Internal Committee or the
Local Committee and the action taken by the employer or the District
Officer under the provisions of this Act, shall not be communicated
to the public and media in any manner. Further, the appellant
has no locus standi to file complaint on behalf of his wife. The
CIC accepted the submissions of the respondents. However, the
PIO was directed to pass a speaking order on appellant's RTI application.
Comments
In the cases of sexual harassment, the Supreme Court guidelines
issued under the Vishakha case have to be followed. The CIC has
preferred not to issue a notice to the third party under section
11 and has upheld the denial of information.
