Only one top slot in indian Army in 2017

DEBATE (1) Is Modi made for country only ?

He is the god sent opportunity for India and the only Prime Minister whose none of the relative has ever been seen in the Prime Ministers House.

Modi has spread around him a lot of things and now he is finding it difficult to consolidate them. The biggest wrong which he is committing is his clothings. This may be because during his childhood he would have developed some liking of wearing good clothes but would have been deprived. Further he may be having some dream of travelling all over the world, which he is doing now.

Preparedness to counter terror


More than 15 years of terrorism in Punjab were attributed to the enemy powers in the neighbourhood along with other reasons. The reports of smuggling and cross border drugs trade has also entrenched itself in the state to make it a soft target for infiltration for terrorist activities too. The sudden entry of the terrorists reportedly from Pakistan five months back at Dina Nagar and the causalities and encounter it entailed should have been sufficient for the Punjab state and the Central government to gear up its intelligent agencies and forces to meet such challenges in future. The attack on Airbase in Pathankot by the foreign terrorists a few days back has exposed the indifferent and casual approach of the authorities to meet such challenges, which have the elements of surprises and suddenness. This is now obvious that the terrorists have detected chinks in the Punjab border or might have found convenient friends in the form of politician-police-smuggler nexus and fragile law and order. The enemy may try again. The attack at Dina Nagar should also have been thoroughly probed by the NIA then. But it was reportedly not done. The NIA is now expected to find out the truth and also keep the public apprised about the outcome of the probe, so that it is ready to face, or forestall odds. It should also probe Dina Nagar episode.We can find out the foreign culprits soon after the attack,but we should also find out the enemies living in the country with the same speed, if not faster.

No promotions even after 2.5 years of cadre review .


Can anyone believe that the great CBEC and Ministry of Finance have not been able to promote a single officer despite the lapse of two and a half year after the so called cadre review. The IRS customs remains the only service where not even NFU has been given to the 1993 batch let alone the much awaited promotions .no empanelment as js despite the PM's directive . And no one ever listens.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
