Modi. The man every one in every party loves to hate. But why does everybody actually hate him?

They hate him because he can win elections. So all PM wannabes hate him. Because of him, carefully cultivated vote banks do not always work. So all "secular" (read "completely casteist") leaders hate him. Those who kept winning elections by forming caste-religion groups and looting the country hate him.

They laughed at him- Modi cannot even talk in English, how can Modi deal with Foreign Policy? Today, Foreign Policy is Modi's greatest success. They say- It has been one year and more, what has Modi done? They do not allow the passage of laws in Parliament. Is Modi to be blamed for that? They say- has Modi brought back black money? Black money stashed abroad for sixty five years does not bother them, Modi's one year in power does. They ask- development for whom? They keep dividing the country in the name of caste and religion, and keep blaming Modi for being communal! Aamir replaced by Amitabh- they said- shame on Modi. Modi, not time, is the reason the contract is over! They say- suit boot ki sarkar! At least it is better than 2G ki Sarkar. They have been trying every trick in the book to paint the Modi Sarkar black. They say- every crime in Delhi is due to Modi. They call Modi names. But has Modi ever called anyone crazy? Has Modi intervened wrongly in any state's functioning government? He has always maintained a dignified silence on the insults heaped on him by PM wannabes. No leader today can match Modi. Is Bihar laughing today at Modi or its own lawlessness? Delhi did not get Modi. It got Tughlak.

All the while that all parties and all leaders keep attacking Modi (day in and day out), he is working silently and tirelessly for the betterment of India.

Govt too much dependent on IAS


Did we hear that there has been such a heavy implementation committee for earlier pay commission ? Not only the government has appointed 11 member committee, but 7 are from IAS. Already the PC award is skewed in favour of IAS. Now this IAS heavy committee to implement this one sided award, other services cannot expect justice. This government is too much dependent on IAS and all other services are demoralised.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
