Bhupinder Singh is an IDSE Officer and has taken voluntary retirement from Military Engineer Services (MES) after his name has been approved by the Appointment Committee of the Cabinet (ACC) for the post of CEO.

Our PM cannot deliver unless a good governance is executed on the ground by all stake holders i.e. other Ministers, politicians, civil servants and above all people who directly deal with public and have all executive and financial powers of implementation on the ground.

It is too early to judge Modi

I think people wanted instant results from this Government. A system in moribund for ten long years cannot be set right in 18 months. Yes, Modi raised lot of expectations in people of this country and they are disappointed somewhat with him. But it is too early to judge him. Let us also not forget the irresponsible role being played by the opposition, specially the Congress in not letting him work. They seem to be insecure so they are not letting his Government perform. We still have some hope from him. True some of the actions of his Government like putting known bureaucrats in key positions are no different from UPA and that has frustrated the civil servants but he still has more plus points than his predecessor. His charm has waned but he remains the hope of many. His forays abroad did put India on a high pedestal. Give him time and debate this point only at the time of next election.

Submission to Finance Minister

Budget for 20161-17 will be presented on 29th February 2016. FM has to align his policies and tax rules as per the need of the hour. PM has launched Start Up scheme with so many incentives and innovative ideas to make it success. No inspection for 3 years, no income tax for 3 years and so on. Will FM align some of his old orthodox rules for tax compliance. Some of the submissions given below:
- Let us believe salaried persons and hence no ITR scrutiny of salaried persons.
- As only 5% farmers are real beneficiaries of IT exemptions under agriculture income.95% people are taking unnecessary advantage of this sections. It is said that most of the higher income category people take the advantage of this section as they show their income as agriculture income and avoid tax. Bring agriculture income under tax net as income above the threshold level do not need exemption.
- increase tax net by innovative methods.
- Professionals, traders, shopkeepers etc. have to be assessed properly to pay the correct tax.
- 50% scrutiny of ITRs of professionals, traders etc. i.e. non salaried persons.
- Simplify tax rules so compliance is higher.
- Increase tax exempt limit to 5 lakhs.

Sexual harassment complaints largely avoided

In most of the organisations, the sexual harassment cases are not given the kind of importance that they deserve. Such complaints are largely avoided and hushed up, with few reaching to a logical conclusion. The punishment is metered out only in rare cases and they ultimately are a never ending exercise.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
