More expansion of ETV

According to I & B ministry sources, ETV has applied for six new licences to launch a 24-hour satellite regional news channels in Tamil Nadu, Kerala, Assam, Goa , J&K and Punjab. Etv already runs 10 news channels in 14 states and now with these six new channels, is going to be the country's largest television network, which is presently being headed by Jagdish Chandra, as its CEO. However, this time, these six news channels will be launched under the banner of News18.

I do not think it is fair to blame PM Modi ji. Not only he has a charming personality but also guts to handle tricky situations at national/international level. Time will tell us what Modi ji will do for us!

It does not appear appropriate to attribute deletion of para military forces and their contingents to Army. There must be some strong reasons for doing so. Moreover, this is the need of the day keeping in view that huge expenditure is being incurred on Republic Day Parade arrangements, including the security arrangements. The expenditure on this ceremony should be kept to the minimum possible. In fact, there is need to discontinue the annual ceremony. In my view, it should be held every 25th year i.e. 75th year, 100th year and so on. The huge amount of money saved on this account should be utilised for the upliftment of general masses. There is no use spending so much money for a three hour ceremony on the Rajpath, when there is a large population in the county which finds it difficult to manage two meals a day.

However, if the story published in WIC is true, it is wrong on the part of army personnel to think that para military forces have blocked their OROP proposal. In fact, it is armymen`s adamant attitude which has delayed implementation of OROP. Now Seventh Pay Commission has recommended OROP even to civilian employees.

Redefining status of minorities


With minority population growing fast, there is an absolute necessity of redefining the status of minorities in India. Instead of taking India as a whole, minority status should be based on state basis. In Mizoram and Kashmir, the majority enjoys the fruits of minority. In Kerala Hindus have become minority with Muslims exploding to 27% and Christians 25%.Since there are too many divisive factors, Hindus should not be considered as one entity. Instead they should be divided as upper castes, OBCs, Dalits etc and minority status given if their group population is less than 10% in any state. If the population of any group is more than 10% in any state that community or group should not be given minority status. This will prevent certain more forward reserved communities taking away privileges meant for the whole community. Kerala Muslims are more educated than their brethren in UP and they take away all the seats meant for Muslims in central services examinations. Similarly is the case of Meenas of Rajastan.

Govt not doing justice with other services

For the first time the govt has set up an implementation panel for pay commission. This 11 member panel is IAS heavy and 7 members are IAS.

Already the pay commission award is either divided or tilted in favour of IAS. On top of it, the IAS heavy panel will go against the other services.

This govt is not doing justice with other services. It is pathetic and against the democratic spirits and norms of natural justice.

For other services Achchhe din will not come in near future.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
