Chance be given to PM


People arguing that PM should be given time to show his noble deeds to the Nation. But in democracy he got full 5 yrs' time to show it, there is no question of mid term correction on this count as he got majority for governance of the country. Now, it is million dollar question, whether he and his team do it or not? and this would be clear in next general election. Just wait and do you duties as good a citizen rather taking the development of Nation as responsibility of PM only.

PM MODI WILL CLAP FOR ARMY DOGS
WHILE ITBP DOGS SILENTLY SECURE HIM


During this Raising Day Parade, held under the highest threat perception in independent India, the media spot-light will be on the Army Dog Squad that would march down the Rajpath after a hiatus of 26 years. Photos will be splashed all over the newspapers and TV commentators would go ga ga over the Indian Army Dogs.
The PM along with the French Premier would surely clap when they march down the Rajpath. There is another team of elite "crack K9 unit" of ITBP ( Indo Tibetan Border Police) that is silently slogging their noses off for the past 30 days , to ensure that no IED ( Improvised Explosive Device) goes off and harms the VVIPs and spectators.
ITBP is the largest provider of security dogs to secure the PM and his entourage during high-threat international events. Right from the swearing-in ceremony to Op Obmo ( Obama visit) to Op Doga ( Yoga day) to Op Lal Quila ( ID) and Africa Meet the ITBP dogs have not only been securing the PM but have also ensured that no terrorist succeeds in placing IEDs to dent the image of the country, internationally.

During this 26th Jan Parade, while clapping for Army dogs, kindly do spare a thought for the ITBP dogs who have worked behind the scenes, unsung , unheard or unseen, to secure this event.

It does not appear appropriate to attribute deletion of para military forces and their contingents to Army. There must be some strong reasons for doing so. Moreover, this is the need of the day keeping in view that huge expenditure is being incurred on Republic Day Parade arrangements, including the security arrangements. The expenditure on this ceremony should be kept to the minimum possible. In fact, there is need to discontinue the annual ceremony. In my view it should be held every 25th year i.e. 75th year, 100th year and so on. The huge amount of money saved on this account should be utilised for the upliftment of general masses. There is no use spending so much money for a three hour ceremony on the Rajpath, when there is a large population in the county which finds it difficult to manage two meals a day.

However, if the story published in WIC is true, it is wrong on the part of army personnel to think that para military forces have blocked their OROP proposal. In fact, it is armymen`s adamant attitude which has delayed implementation of OROP. Now Seventh Pay Commission has recommended OROP even to civilian employees.

Deadly combination-drugs and terrorism


The alleged involvement of the high level police officer in the drugs trade for diamonds and ornaments and the terrorist attack on the Pathankot airbase with the needle of suspicion on the enemies inside has shocked the country. Every one in the world knows except the state and the Central governments that addiction to drugs particularly of the youth of the state is destroying the very fabric of the social structure. The slumber of the state government was disturbed for a while after the jolt given to the regime by the ignominious defeat of Arun Jaitley in the 2014 Lok Sabha election, in Amritsar. The defeat triggered the government to take corrective measures to stop drugs sale, arrest of drugs smugglers and traders and also opening of rehabilitation centres for the drug addicts. The measures were effective to contain the menace of drugs. But the effort was only impulsive and momentary and not genuine as the later events proved. The government of India also seemed to be concerned about the evil as its senior ministers also took the state government to task for not eradicating drugs prevalence and addiction. It also appeared that the alliance may break and the BJP may go in the 2017 Assembly elections, independent of the Akali party, the major reason being the ill name the regime was getting because of the alleged deluge of drugs in the state. However the Delhi Assembly elections in the beginning of 2015 reversed the correctional course of the BJ,Pas it required the Alliance partner's help in Delhi. The reaction of the state leadership was even faster to change its stance and to say that there was no drug problem in the state and the regime was being wrongly given bad name by the opponents.

The use of opium and liquor was prevalent to a little extent in the state since long, but addiction to these two intoxicants was considered stigmatic individually and familywise. Nobody liked Amli(addict) in the Punjabi society. In the sixties dry intoxicants in the form of capsules and Beerha came in the state along with migrant labour from the UP and Bihar. In the 1990s heroin and other synthetic drugs started getting roots in the state as the terrorism was waning. No serious and consistent effort has been made to finish off this disease since then. As a result the trade and the traders of drugs have flourished to bring in its arms politicians and the black sheep in the police and para military forces.

The investigations into the recent terrorist attack on Pathankot airbase is reportedly revealing highly dangerous proportions to which the drugs trade has reached. The alleged involvement of police officials to act not only as conduits but also as carriers of drugs has sent shivers down the spines of the ordinary citizens. Earlier too the involvement of the para-military forces in such nefarious activities have been noticeable, but the drugs trade intrusions combined with terrorists' infiltration is a new phenomenon. The Governor of J&K, NN Vohra, who is a former Punjab cadre IAS officer has stated that Pathankot incident could have been avoided had the authorities taken the Dina Nagar terrorist attack incident seriously. That incident has still not been probed. It must be done along with the Pathankot case investigation before it is too late.

China was afflicted by the opium addiction in the sixteenth and seventeenth century. China was then called a nation of opium eaters. It had to fight two Opium wars from 1839-1842 and 1856-1862.But the menace was eradicated after the revolution almost after two centuries. The trade interests and the stakes of money it involves will not make it possible for the state and the central government to see its end just with slogans. The strictures of the courts are also going to have no effect. Constant and relentless war with determined political will of the governments at the state and the central level can see its end. If the drugs are finished, terrorism will also be half finished.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
